Risale, infatti, al 1952 l’istituzione del Comune, che in precedenza funse da ufficio staccato del Comune di Sagrado. Il suo territorio, strettamente legato alle località vicine che in seguito agli eventi della seconda guerra mondiale furono suddivise fra Italia e Jugoslavia (ora Slovenia), è costituito attualmente dal paese di Savogna e dalle frazioni di Gabria, Peci, Rubbia, Rupa e S. Michele del Carso. * * * L’archivio storico comunale di Savogna d’Isonzo, prima di trovare collocazione nell’attuale sede reperita dall’Amministrazione comunale, era conservato in ambienti non adeguati sia alla conservazione sia ad un’agevole consultazione. Una parte degli atti, giaceva infatti nella soffitta dell’edificio municipale, per lo più sparsa a terra, mentre deliberazioni, categorie, insieme a pubblicazioni di carattere amministrativo erano conservate su scaffalature di legno in una stanza al piano terra dello stesso edificio. Nel momento in cui la Cooperativa fu incaricata del riordino di detto archivio risultò quindi imprescindibile sia trovare spazi più razionali dove ricoverare le carte, sia avviare una preventiva fase di scarto per identificare il materiale afferente all’archivio comunale, ed in particolare la sezione storica, rispetto a quello inutile, o che, per i termini di legge, poteva essere destinato allo scarto. L’amministrazione comunale aveva individuato in alcuni locali della scuola materna di Rupa il nuovo deposito d’archivio: l’intervento di riordino dell’archivio è perciò iniziato con uno scarto a corpo svolto nella sede municipale onde far traslocare solamente il materiale archivistico nel suo nuovo deposito. Il riordino vero è proprio dell’archivio ha purtroppo subito una serie di ritardi e rallentamenti a causa della difficoltà di traslocare velocemente il materiale cartaceo e di fornire un ambiente funzionale dove poter lavorare ( mancanza di scaffalature, carenza di 4 adeguata illuminazione, enormi sbalzi di temperatura, lavori di ristrutturazione dell’edificio ). Le carte ritrovate, sia che fossero conservate in cartolari o sciolte erano estremamente disordinate, con le carte più vecchie assolutamente mescolate fra loro: ogni singola carta è stata quindi esaminata in modo da poterla riferire alla categoria archivistica di pertinenza e all’anno. Tale lavoro si è reso necessario soprattutto per il materiale del periodo tra il 1947 circa a tutti gli anni ’60. Attraverso questa attenta analisi è stato possibile rinvenire – e riunire tra loro - gli atti degli anni in cui Savogna fungeva da ufficio distaccato del Comune di Sagrado, nonché riuscire a reperire atti che testimoniano il legame di Savogna con località del goriziano ora appartenenti allo Stato sloveno. Si rileva la mancanza di tutte le categorie relative al 1976. E’ stata anche ricostruita la serie della contabilità, recuperando i mandati di pagamento e le reversali dai molteplici cartolari e pacchi nei quali erano mescolati a quelli dell’Ente Comunale di Assistenza – E.C.A. Le Pratiche edilizie, che precedentemente erano conservate in cartolari ma per la maggior parte impilate, a caso, sul pavimento dell’ ufficio tecnico sono state pure oggetto di riordino, ricostruendo la serie in ordine numerico ed in sequenza cronologica; vista la necessità di continua consultazione, la serie è stata riportata nell’edificio comunale ed affidata all’attenta cura dell’impiegato tecnico responsabile. L’archivio è completato dalla serie dei Protocolli degli esibiti e dall’archivio aggregato dell’Ente comunale di assistenza (E.C.A.). L’archivio storico, nel suo complesso, consta delle seguenti serie: Deliberazioni (bb. 1 - 50 ), Atti amministrativi ( bb. 51 – 134 ), Fascicoli separati e contabilità e relativi registri (bb. 135 - 539 ), Protocolli (bb. 1 - 43 ), E.C.A.
