Summary

Strata Investment Group asked me to assess the site, , and proposed footprint plan, for 1 Waters Park in San Mateo, and to provide a report with my findings and recommendations to help satisfy planning requirements. This report is intended to identify all the trees within the plan area that could be affected by the proposed project. The inventory contains all the trees six inches in diameter and greater measured at forty-eight inches above grade. The assessment consists of 233 trees comprised of 22 different species with black acacia (Acacia melanoxylon) and accounting for nearly a quarter of all specimens on site. Ninety-five trees are growing within the assumed setback outside the buildable area while the remaining 138 specimens are located within the interior. There are 65 “Heritage Trees” with only one coast live oak (Quercus agrifolia) and four deodar cedars (Cedrus deodara) while the remaining 168 are not large enough to qualify for the “Heritage Tree” designation. Most of the trees assessed are in fair condition while twenty-six are in good shape, twenty-five poor, and three are dead. There are 5 trees with good suitability for conservation which are the 4 deodar cedars and 1 coast live oak, 43 fair, 183 poor, and 3 are dead. Based on what has been provide the entire site would be cleared and no trees retained. The result would be the loss of 233 trees (65 “Heritage Trees” and 168 others). At this point there is no “Tree Protection Plan” and there are no trees designated for conservation. Once the design is finalized and there is an indication of what trees are to be retained, if any, a proper tree protection plan can be created. The average LU Value was calculated at 3.47 for all trees assessed and the table is listed in Appendix B.

Introduction

Background

Strata Investment Group asked me to assess the site, trees, and proposed footprint plan, and to provide a report with my findings and recommendations to help satisfy planning requirements.

Assignment

• Provide an arborist’s report that includes an assessment of the trees within the project area and on the adjacent sites. The assessment is to include the species, size (trunk diameter), condition (health and structure), and suitability for preservation ratings. • Provide tree protection specifications, guidelines, and impact ratings for trees that may be affected by the project. • Provide LU values according to the City of San Mateo ordinance 27.71.150.

Limits of the assignment

• The information in this report is limited to the condition of the trees and site during my inspection on February 27, 2018. No tree risk assessments were performed. • Only the “Large Project Pre-Application” sheets 1-14 were assessed for this report (Table 1). Table 1: Plans Reviewed Checklist

Purpose and use of the report

The report is intended to identify all the trees within the plan area that could be affected by a project. The report is to be used by the property owners, owner’s agents, and the City of San Mateo as a reference for existing tree and site conditions to help satisfy planning requirements.

Observations

Tree Inventory

The inventory contains all the trees six inches in diameter and greater measured at forty-eight inches above grade. The City of San Mateo ordinance 13.52.020 defines “Heritage Trees” as the following:

13.52.020 Definition

A. Heritage tree is any of the following: 1. Any bay (Umbellularia californica), buckeye (Aesculus spp.), oak (Quercus spp.), cedar (Cedrus spp.) or redwood (Sequoia sp.) tree that has a diameter of ten (10) inches or more measured at forty-eight (48) inches above natural grade. 2. Any tree or stand of trees designated by resolution of the City Council to be of special historical value or of significant community benefit. 3. A stand of trees, the nature of which makes each dependent on the others for survival. 4. Any other tree with a trunk diameter of sixteen (16) inches or more, measured at forty-eight (48) inches above natural grade.

The inventory contains 233 trees comprised of 22 different species with black acacia accounting for 24 percent.

Ninety-five trees are growing within the assumed setback outside the buildable area and are listed as trees #801 through #895. The remaining 138 specimens are located within the buildable area throughout the interior. The trees assessed have an average trunk diameter of 13.26 inches with dwarf blue gum (Eucalyptus globulus ‘Compacta’) being the largest.

There are 65 “Heritage Trees” with only one coast live oak and four deodar cedars while the remaining 168 are not large enough to qualify for the “Heritage Tree” designation.

Trees have affixed aluminum number tags on them, with the exception of #1 through #16, and referenced in this report and on the map (Appendix A and B). The tree numbers vary because I used partial sets of orphaned tags for this project. There is no logical reason for the numbering system except that trees #801 through #895 are all within the assumed setback in the non- buildable area.

Analysis

27.71.150 PRESERVATION OF EXISTING TREES.

Landscape Unit Value (LU)

1. The tree species, condition, and location values of the trees shall be based on an evaluation by an experienced landscape appraiser recognized by the American Society of Consulting Arborists utilizing the most recent Guide for Appraisal, published by the Council of Tree and Landscape Appraisers; and approved by the Zoning Administrator. 2. Trees not within the allowable building area shall receive a location factor of 1.0 (100%). Trees located within the allowable building area shall receive a location factor of .70 (70%). 3. Trees designated as heritage trees shall receive a bonus percentage value of 1.25 (125%). Trees located within the allowable building area shall receive a location factor of .70 (70%). 4. Trees designated as heritage trees shall receive a bonus percentage value of 1.25 (125%).

All existing trees to be removed shall be given a LU value based upon the following calculation:

(species value% X condition value% X location value%) /.35 X (caliper inches x bldg./ setback% x heritage tree% ) = LU

The condition assessment and percentages are defined in the “Condition Rating” section of this report. The condition ratings deviate from the Guide for Plant Appraisal 9th Edition, 2000 condition assessment numerical rating system. The reason for this deviation is the Guide’s assessment criteria fails to account for significant health or structural issues creating high percentages for trees with either significant structural defects or health problems that could ultimately lead to failure or irreversible decline.

Location rating is an average of three factors; site, contribution, and placement. Site is determined by the relative property value where the trees are planted and is classified as “very high” value with a 90 percent rating compared to similar sites (ISA, 2000). Contribution and placement is determined by the function and aesthetics the trees provide for the site and their location on the property. These percentages were fixed in my assessment. I rated trees within the buildable area at 63 percent which is the average of 90 percent for the site and 50 percent for each the contribution and placement. The location ratings for the trees growing around the perimeter in the setback outside the buildable area was established at 80 percent which is the average of 90 percent for the site and 75 percent for each the contribution and placement.

The average LU Value was calculated at 3.47 for all trees assessed (Appendix B).

Discussion

Condition Rating

A tree’s condition is a determination of its overall health and structure based on five aspects: roots, trunk, scaffold branches, twigs, and foliage. The assessment considered both the health and structure for a combined condition rating.

• 100% = Exceptional = Good health and structure with significant size, location or quality. • 75% = Good = No apparent problems, good structure and health, good longevity for the site. • 50% = Fair = Minor problems, at least one structural defect or health concern, problems can be mitigated through cultural practices such as pruning or a plant health care program. • 25% = Poor = Major problems with multiple structural defects or declining health, not a good candidate for retention. • 0% = Dead/Unstable = Extreme problems, irreversible decline, failing structure, or dead.

Most of the trees assessed are in fair condition with some health or structural defects as is expected of a site like this with a mix of mature, invasive volunteers, and new plantings. Twenty-six trees are in good shape and twenty-five poor while three are dead (Chart 2).

Suitability for Conservation

A tree’s suitability for conservation is determined based on its health, structure, age, species and disturbance tolerances, proximity to cutting and filling, proximity to construction or demolition, and potential longevity using a scale of good, fair, or poor (Fite, K, and Smiley, E. T., 2016). The following list defines the rating scale:

• Good = Trees with good health, structural stability and longevity after construction. • Fair = Trees with fair health and/or structural defects that may be mitigated through treatment. These trees require more intense management and monitoring, before, during, and after construction, and may have shorter life expectancy after development. • Poor = Trees are expected to decline during or after construction regardless of management. The species or individual may possess characteristics that are incompatible or undesirable in landscape settings or unsuited for the intended use of the site.

The “suitability for conservation" ratings differ from the “condition” ratings because some trees, such as the black acacias, are vigorous volunteers in good health or structure but are invasive weeds. In other instances, such as the alders, they have high watering requirements and susceptibility to borers which make them undesirable for retention. There are 5 trees with good suitability which are the four deodar cedars and one coast live oak, 43 fair, 183 poor, and 3 are dead (Chart 3).

Impact Level

Impact level defines how a tree may be affected by construction activity and proximity to the tree, and is described as low, moderate, or high. The following scale defines the impact rating:

• Low = The construction activity will have little influence on the tree. • Moderate = The construction may cause future health or structural problems, and steps must be taken to protect the tree to reduce future problems. • High = Tree structure and health will be compromised and removal is recommended, or other actions must be taken for the tree to remain. The tree is located in the building envelope.

Based on what has been provide the entire site would be cleared and no trees retained. The result would be the loss of 233 trees (65 “Heritage Trees” and 168 others).

Tree Protection

Tree protection focuses on protecting trees from damage to the roots, trunk, or scaffold branches from heavy equipment. The tree protection zone (TPZ) is the defined area in which certain activities are prohibited to minimize potential injury to the tree. The TPZ can be determined by a formula based on species tolerance, tree age, and diameter at breast height (DBH) (Matheny, N. and Clark, J. 1998) (Fite, K, and Smiley, E. T., 2016) or as the drip line in some instances (13.52.025 TREE PROTECTION AND PRESERVATION (C)(1)) (Appendix D).

Preventing mechanical damage to the main stems from equipment or hand tools can be accomplished by wrapping the main stem with straw wattle. The wattle will create a porous barrier around the trunk and prevent damage to the bark and vascular tissues underneath. This mechanical barrier will be required for all trees within the project area.

At this point there is no “Tree Protection Plan” and there are no trees designated for conservation. Once the design is finalized and there is an indication of what trees are to be retained, if any, a proper tree protection plan can be created. I have enclosed ordinance requirements for protection in Appendix D of this report.

Recommendations

Pre-construction and Planning Phase

1. Provide an existing topographic survey indicating the locations of all the trees around the site if required by the municipality. Have the project arborist review all relative documents regarding any tree retention and protection to help develop a “Tree Protection Plan”. Place all the tree protection fence locations and guidelines on the plans including the grading, drainage, and utility plans. Alternatively create a separate plan sheet that includes all three protection measures labeled “T-1 Tree Protection Plan.”

2. Obtain all necessary permits prior to removing or significantly altering any trees on the property

3. All tree maintenance, care, and removals shall be performed by a qualified arborist with a C-61/D-49 California Contractors License. Tree maintenance and care shall be specified in writing according to American National Standard for Tree Care Operations: Tree, Shrub and Other Woody Plant Management: Standard Practices parts 1 through 10 and adhere to ANSI Z133.1 safety standards and local regulations. All maintenance is to be performed according to ISA Best Management Practices.

4. Refer to Appendix D for general tree protection guidelines including recommendations for arborist assistance while working under trees, trenching, or excavation within a trees drip line or designated TPZ/CRZ.

Construction Phase

1. Water the trees to be retained at least twice a month during construction in the summer months with ten gallons of water per inch trunk diameter per tree.

2. Place four inches thick of bark, chips, or course wood debris on the soil surface within the TPZ.

3. Monitor for pest and disease issues and treat as necessary.

Post-Construction Phase

1. Monitor the health and structure of all trees for any changes in condition.

2. Perform any other mitigation measures to help ensure long term survival.

Glossary of Terms

Defect: An imperfection, weakness, or lack of something necessary. In trees defects are injuries, growth patterns, decay, or other conditions that reduce the tree’s structural strength.

Diameter at breast height (DBH): Measures at 1.4 meters (4.5 feet) above ground in the , Australia (arboriculture), New Zealand, and when using the Guide for Plant Appraisal, 9th edition; at 1.3 meters (4.3 feet) above ground in Australia (forestry), Canada, the European Union, and in UK forestry; and at 1.5 meters (5 feet) above ground in UK arboriculture.

Drip Line: Imaginary line defined by the branch spread or a single plant or group of . The outer extent of the tree crown.

Mechanical damage: Physical damage caused by outside forces such as cutting, chopping or any mechanized device that may strike the tree trunk, roots or branches.

Scaffold branches: Permanent or structural branches that for the scaffold architecture or structure of a tree.

Straw wattle: also known as straw worms, bio-logs, straw noodles, or straw tubes are man made cylinders of compressed, weed free straw (wheat or rice), 8 to 12 inches in diameter and 20 to 25 feet long. They are encased in jute, nylon, or other photo degradable materials, and have an average weight of 35 pounds.

Tree Protection Zone (TPZ): Defined area within which certain activities are prohibited or restricted to prevent or minimize potential injury to designated trees, especially during construction or development.

Tree Risk Assessment: Process of evaluating what unexpected things could happen, how likely it is, and what the likely outcomes are. In tree management, the systematic process to determine the level of risk posed by a tree, tree part, or group of trees.

Trunk: Stem of a tree.

Volunteer: A tree, not planted by human hands, that begins to grow on residential or commercial property. Unlike trees that are brought in and installed on property, volunteer trees usually spring up on their own from placed onto the ground by natural causes or accidental transport by people. Normally, volunteer trees are considered weeds and removed, but many desirable and attractive specimens have gone on to become permanent residents on many public and private grounds.

Appendix B: Tree Protection Guidelines

13.52.025 TREE PROTECTION AND PRESERVATION.

Any person who owns, controls, has custody or possession of any real property within the city shall use reasonable efforts to maintain and preserve all heritage trees located thereon in a state of good health, pursuant to the provisions of this Chapter.

A. Any application for discretionary development approval for real property or for any other Development Project shall be accompanied by a signed statement by the property owner or authorized agent which discloses whether any heritage trees exist on the property and describes on the plans associated with the application the location of each such tree, its species, trunk size and drip line area. In addition, the location of any tree within thirty feet of the area proposed for construction that is within the public right-of-way shall be shown on the plans and identified by species. B. With regard to any tree required to be identified under section (a) above, (hereafter “protected tree”), any exterior construction work associated with any Development Project performed within a radius measured from the trunk center equal to ten times the diameter of the tree trunk measured at 4’ above grade shall require the preparation and submittal of a Tree Protection Plan for review and approval by the City Arborist prior to the issuance of any permit for a Development Project. The Tree Protection Plan shall be prepared by a certified arborist. C. A Tree Protection Plan shall at a minimum include the following requirements: 1. Prior to the commencement of any Development Project, a chain link fence shall be installed at the drip line of any protected tree which will be affected by the construction and shall prohibit the storage of any construction materials, equipment or other materials inside the fence. The drip line shall not be altered in any way so as to increase the encroachment of the construction. 2. Prohibit excavation, grading, soil deposit, drainage and leveling within the drip line unless approved by the City Arborist. 3. Prohibit disposal or depositing of oil, gasoline, chemicals, paints, solvents or other materials within the drip line or in drainage channels, swales or areas that may lead to the drip line. 4. Prohibit the attachment of wires, signs and ropes to any protected tree. 5. Utility service and irrigation lines shall be located outside of the drip line when feasible. 6. Include provision for the retention of the services of a certified arborist for periodic monitoring of the project site and the health of protected trees. The arborist shall be present whenever activities occur which will pose a potential threat to the health of the protected trees or whenever any work needs to be done within the drip line of such tree. 7. Include other provisions as deemed necessary by the City Arborist to preserve the protected tree and insure compliance with those provisions.

8. Require that the City Building Official be notified whenever any damage or injury occurs to a protected tree during construction so that proper treatment may be administered. 9. Contain the signature of the property owner and building permit applicant.

Tree Protection Plan Review. The Tree Protection Plan described in Section (c), above, shall be reviewed by the City Arborist. If the plan is sufficient to prevent harm to protected trees from reasonably foreseeable construction activities, it shall be approved and related building permits otherwise complete shall issue. (Ord. 2007-1 § 3; 2007; Ord. 2005-3, § 1, 2005; Ord. 2004-6, § 1, 2004).

Pre-Construction Meeting with the Project Arborist

Tree protection locations should be marked before any fencing contractor arrives.

Prior to beginning work, all contractors involved with the project should attend a pre construction meeting with the project arborist to review the tree protection guidelines. Access routes, storage areas, and work procedures will be discussed.

Tree Protection Zones and Fencing

Tree protection fencing should be established prior to the arrival of construction equipment or materials on site. Fencing should be comprised of six-foot high chain link fencing mounted on eight-foot tall, 1 7/8-inch diameter galvanized posts, driven 24 inches into the ground and spaced no more than 10 feet apart. Once established, the fencing must remain undisturbed and be maintained throughout the construction process until final inspection.

The fencing should be maintained throughout the site during the construction period and should be inspected periodically for damage and proper functions.

Fencing should be repaired, as necessary, to provide a physical barrier from construction activities.

A final inspection by the city arborist at the end of the project will be required prior to removing any tree protection fence and replacement tree shall be planted at this time.

Tree Protection Signs

All sections of fencing should be clearly marked with signs stating that all areas within the fencing are Tree Protection Zones and that disturbance is prohibited. Text on the signs should be in both English and Spanish (Appendix E).

Monitoring

Any trenching, construction or demolition that is expected to damage or encounter tree roots should be monitored by the project arborist or a qualified ISA Certified Arborist and should be documented.

The site should be evaluated by the project arborist or a qualified ISA Certified Arborist after construction is complete, and any necessary remedial work that needs to be performed should be noted.

Restrictions Within the Tree Protection Zone

No storage of construction materials, debris, or excess soil will be allowed within the Tree Protection Zone. Spoils from the trenching shall not be placed within the tree protection zone either temporarily or permanently. Construction personnel and equipment shall be routed outside the tree protection zones.

Root Pruning

Root pruning shall be supervised by the project arborist. When roots over two inches in diameter are encountered they should be pruned by hand with loppers, handsaw, reciprocating saw, or chain saw rather than left crushed or torn. Roots should be cut beyond sinker roots or outside root branch junctions and be supervised by the project arborist. When completed, exposed roots should be kept moist with burlap or backfilled within one hour.

Boring or Tunneling

Boring machines should be set up outside the drip line or established Tree Protection Zone. Boring may also be performed by digging a trench on both sides of the tree until roots one inch in diameter are encountered and then hand dug or excavated with an Air Spade® or similar air or water excavation tool. Bore holes should be adjacent to the trunk and never go directly under the main stem to avoid oblique (heart) roots. Bore holes should be a minimum of three feet deep.

Timing

If the construction is to occur during the summer months supplemental watering and treatments should be applied to help ensure survival during and after construction.
