Dear Readers, We have the privilege this month to interview Mr Volker Palm, CEO of WAGO Electronic (Tianjin) Co., Ltd., company founded in 1997 at Wuqing Development Area (UDA), Tianjin. During our conversation with Volker, German by birth, but Chinese by heart, who has lived and worked for the past 25 years in China, we discover the success of WAGO and always a positive mindset of its leader in Tianjin. The key to success is to be always one step ahead of the game in any decision you make. This is one of WAGO main principles and the reason to continuously keep abreast of industry trends. The Chinese economy is still growing, albeit that growth is slower in some areas, such as the industrial sector. The Chinese economy remains resilient in the face of geopolitical shocks, such as the intensifying trade war. The government is prepared to stimulate the economy, and many enterprises are showing flexibility by planning to relocate their manufacturing plants to avert the tariffs. Despite expectations of slower economic growth in the upcoming quarters, pessimism is not fully warranted yet. www.businesstianjin.com Last meeting of G20 has reached the decision to give some tile to the trade talk. The decision of the US to ban the collaboration, technology, and services from foreign adversaries is believed to be a warning to all Android phone companies. The challenge rises as Huawei will need to outwit and introduce to the public the alternative solution for the award-winning Google services. There is no press release yet on how Huawei will resolve this Android barrier and hurdles for their future device to appease the Google users. It will mean creating its own App Store that you can find in Huawei phones, as AppGallery. At the moment, global users are waiting for Huawei’s “Plan B.” Rafael Nadal is a true fighter, and despite the frequent injuries, he was able to pull out stunning victories, which are inspirational to many youngsters and entrepreneurs. These activities are governed by the international norms-principles, international treaties and by-laws of the government. We consider that such a procedure for regulating legal relations in the space industry is illogical. We have revealed the contours of the future space law of China in the article. We’ve noted that the signing of a Memorandum of Understanding on Space Cooperation with Luxembourg will have a positive impact on the exploration and utilization of mineral resources from the Moon and asteroids by Chinese space companies. At the same time, we have concluded that without the adoption of a special space law, foreign investments in the Chinese space industry and space tourism will be constrained. In 2015 we first presented this survey at the AIAA/USU Conference on Small Satellites1, and we identified twenty small launch vehicles under development. By mid-2021 ten vehicles in this class were operational, 48 were identified under development, and a staggering 43 more were potential new entrants. Some are spurred by renewed government investment in space, such as what we see in the U.K. Others are new commercial entries from unexpected markets such as China. All are inspired by the success of SpaceX and the desire to capitalize on the perceived demand caused by the mega constellations. In this paper we present an overview of the small launch vehicles under development today. When available, we compare their capabilities, stated mission goals, cost and funding sources, and their publicized testing progress. We also review the growing number of entrants that have dropped out since we first started this report. Despite the COVID-19 pandemic, one system became operational in the past 12 months and two or three more systems hope to achieve their first successful launch in 2021. There is evidence that this could be the year when the small launch market finally becomes saturated; however, expectations continue to be high and many new entrants hope that there is room for more providers.

The three leading spacefaring nations are the United States, the PRC, and the Russian Federation. The People’s Republic of China is the second- largest in the world, with a great number of scientific and technological achievements in this field, PRC has the highest rate of development. Ukraine’s success is so modest that by 2021 it has been no longer considered a spacefaring nation abroad. However, in 1991 Ukraine was even ahead of the PRC in space research. This requires thorough consideration. Moreover, the conditions for public administration of space activities in the PRC and in one of the stable countries in Europe, the Kingdom of Sweden, should be studied, drawing parallels with Ukraine. The authors have carried out applied analytical research with a view to achieving greater efficiency in the work of the State Space Agency of Ukraine by improving public administration. The empirical scientific method is applied, that is, research and generalization for implementation in practice.

However, beyond this surety there are significant gaps in understanding of how this competitive relationship will develop. For these stakeholders it remains unclear who their Chinese competition will be, what resources they will have, and what rules they will operate by. By comparing common U.S. stakeholder perspectives with discourse and analysis on China’s commercial space sector, this paper highlights where more effort is required to better understand these emerging dynamics. This research challenges common narratives of a Chinese commercial space sector with unlimited financial support, direct government control, and long-term vision. It illuminates barriers to understanding the complexities and conflicts within China’s commercial ecosystem, thus providing nuance for one of the most challenging and heated topics in the space industry: U.S.-Sino space relations. This paper raises more questions than it answers, but these questions will help U.S. researchers, analysts, practitioners, and policymakers better investigate and understand the complex dynamics emerging in China’s nascent commercial space sector.     The Emergence of China’s Commercial Space Companies and Start-Ups Erika Solem, CASI Associate Introduction As a legacy space power, China has a strong foundation for its current efforts and pursuit of space development. In recent years, the nation’s space program and capabilities have grown at an impressive pace. Recent achievements include the Chang’e lunar probe missions, deployment of the Tianwen-1 Mars probe, and the reported completion of the BeiDou global navigation satellite system (GNSS).1 The history of China’s space program is inextricably linked with its military; but its overall space strategy in recent years has broadened to align closer to emerging global trends such as space commercialization. Multiple developments in China’s national policy and overall space strategy have lent support to the shift of space-related research and development away from the military and towards the private sector. However, China’s remaining state-owned defense industrial base, initiatives such as military-civil fusion (MCF), and competitive industrial policy show that China’s opening of the space sector still aligns with its strategic national competitive goals and remains tied to the state and People’s Liberation Army (PLA). Historically, global space development was concentrated in the government sphere and activities were carried out by government agencies, the military, and legacy government contractors. However, in more recent years, commercial space companies have been emerging in both established and developing space powers around the world. In 2019, start-up space companies garnered $5.7 billion in funding, which is a $2.2 billion increase from the previous year.
