EARLY DRAFT - NASAWATCH.COM/SPACEREF.COM Preface Patrick Besha, Editor Alexander MacDonald, Editor In the next decade, NASA will seek to expand humanity’s presence in space beyond the International Space Station in low-Earth orbit to a new habitation platform orbiting the moon. By the late 2020’s, astronauts will live and work far deeper in space than ever before. The push to cis-lunar orbit is part of a stepping-stone approach to extend our reach to Mars and beyond. This decision to explore ever farther destinations is a familiar pattern in the history of American space exploration. Another major pattern with historical precedent is the transition from public sector exploration to private sector commercialization. After the government has developed and demonstrated a capability in space, whether it be space-based communications or remote sensing, the private sector has realized its market potential. As new companies establish a presence, the government withdraws from the market. In 2015, we are once again at a critical stage in the development of space. The most successful long-term human habitation in space, orbiting the Earth continuously since 1998, is the International Space Station. Currently at the apex of its capabilities and the pinnacle of state-of-the-art space systems, it was developed through the investments and labors of over a dozen nations and is regularly re-supplied by cargo delivery services. Its occupants include six astronauts and numerous other organisms from Earth’s ecosystems from bacteria to plants to rats. Research is conducted on the spacecraft from hundreds of organizations worldwide ranging from academic institutions to large industrial companies and from high-tech start-ups to high-school science classes. -
Launch and Deployment Analysis for a Small, MEO, Technology Demonstration Satellite

Whitmore* and Tyson K. Smith† Utah State University, Logan, UT, 84322-4130 A trade study investigating the economics, mass budget, and concept of operations for delivery of a small technology-demonstration satellite to a medium-altitude earth orbit is presented. The mission requires payload deployment at a 19,000 km orbit altitude and an inclination of 55o. Because the payload is a technology demonstrator and not part of an operational mission, launch and deployment costs are a paramount consideration. The payload includes classified technologies; consequently a USA licensed launch system is mandated. A preliminary trade analysis is performed where all available options for FAA-licensed US launch systems are considered. The preliminary trade study selects the Orbital Sciences Minotaur V launch vehicle, derived from the decommissioned Peacekeeper missile system, as the most favorable option for payload delivery. To meet mission objectives the Minotaur V configuration is modified, replacing the baseline 5th stage ATK-37FM motor with the significantly smaller ATK Star 27. The proposed design change enables payload delivery to the required orbit without using a 6th stage kick motor. End-to-end mass budgets are calculated, and a concept of operations is presented. Monte-Carlo simulations are used to characterize the expected accuracy of the final orbit. -

Freeman, USAF, [email protected], (505)853-4750 Maj Jose Delarosa, USAF, [email protected], (505)846-4097 Launch Test Squadron, SMC/SDTW Small Space Launch: Origins The United States Space Situational Awareness capability continues to be a key element in obtaining and maintaining the high ground in space. Space Situational Awareness satellites are critical enablers for integrated air, ground and sea operations, and play an essential role in fighting and winning conflicts. The United States leads the world space community in spacecraft payload systems from the component level into spacecraft, and in the development of constellations of spacecraft. The United States’ position is founded upon continued government investment in research and development in space technology [1], which is clearly reflected in the Space Situational Awareness capabilities and the longevity of these missions. In the area of launch systems that support Space Situational Awareness, despite the recent development of small launch vehicles, the United States launch capability is dominated by an old, unresponsive and relatively expensive set of launchers [1] in the Expandable, Expendable Launch Vehicles (EELV) platforms; Delta IV and Atlas V. The EELV systems require an average of six to eight months from positioning on the launch table until liftoff [3]. Access to space requires maintaining a robust space transportation capability, founded on a rigorous industrial and technology base. The downturn of commercial space launch service use has undermined, for the time being, the ability of industry to recoup its significant investment in current launch systems. -

The launch problem for small payloads is nowhere as serious as it is for scientific and academic users, who cannot tap the purchasing power available to spacecraft funded by the military and large corporations. The options available for the researcher at a university who has an instrument or a spacecraft are limited, sometimes depressingly so. Dedicated vehicles are usually unaffordable, and secondary payload opportunities require meeting a host of requirements, from payload design to timing to integration, dependent on the needs of the primary payload. In this paper, the authors survey the options available and answer the question, “Where do I start?” Sources of potential rides, including NASA, military, commercial, and non-U.S. programs and organizations were surveyed. The results are presented here, along with recommendations for an improved process which, at low cost, could improve the “matchmaking” system and simplify the obstacle course faced by spacecraft and instrument developers today. Company, government and military officials here at the 35th Space Symposium, an annual space conference, have reaffirmed their plans to launch rockets ranging from more traditional heavy-lift behemoths to smaller vehicles that take advantage of new manufacturing technologies. Even if some of these schedules slip, at least one thing is apparent to several spaceflight experts here: The Eastern Range is seeing an unprecedented growth in commercial space companies and efforts. The 322-foot-tall rocket is expected to launch on its first flight – Exploration Mission 1 – from Kennedy Space Center with an uncrewed Orion capsule for a mission around the moon, which fits in with the agency's wider goal of putting humans on the surface by 2024. -

This oral history with Donna Shirley is being conducted for the NASA Oral History Project in her offices at the University of Oklahoma. Carol Butler is the interviewer. Thank you very much for allowing me to come visit with you today. SHIRLEY: Okay. BUTLER: To begin with, I did take a look at your autobiography before coming, and it was very interesting. It did cover a lot about your early life and how you got interested in the space program. So I'd like to just expand on some of the things that were in your book. To begin with, when you first came to JPL [Jet Propulsion Laboratory, Pasadena, California] early on, were here at JPL, you worked on an early Mars mission— SHIRLEY: Right. BUTLER: —by doing some entry studies, I believe. SHIRLEY: Right. 17 July 2001 1 NASA Oral History Donna L. Shirley BUTLER: What were the similarities of that project with what you worked on later that was Mars-related, and then some of the differences? SHIRLEY: Well, the similarities of the projects were, this project was called Voyager. It wasn't the Voyager that went on the grand tour, but its name was Voyager, and it was going to be a really big project, bigger than anything that had flown and so on. It was going to land on Mars in 1971. One of the big differences was that in 1966 we didn't have a very good understanding of the thickness of the atmosphere. -

A testament to the pent-up market demand for small-satellite launch capability, the speedy reaction to the long-awaited demonstration of the new space-access vehicle paves the way for multiple follow-on Virgin Orbit missions by year-end and a potential doubling of the rate in 2022. First successful privately developed air-launched, liquid-fueled rocket Payloads deployed for NASA’s Venture Class Launch Services program The glitch-free !ight of LauncherOne on its second demonstration test was a critical and much-welcomed milestone for the Long Beach, California-based company. Coming almost nine years a"er the air-launch concept was #rst unveiled by Virgin founder Richard Branson, and six years a"er the start of full-scale development, the !ight followed last May’s #rst demonstration mission, which ended abruptly when the rocket motor shut o$ a"er just 4 sec. 1/22/21 7:05 2/6 A"er an exhaustive analysis and modi#cations to beef up the oxidizer feed line at the heart of the #rst !ight failure, the path to the Launch Demo 2 test was then delayed until January 2021 by the COVID-19 pandemic. With the LauncherOne system now proven, design changes veri#ed and the #rst 10 small satellites placed in orbit, Virgin Orbit is already focusing on the next steps to ramp up its production and launch-cadence capabilities.
