1) The .Labor Surplus Area variable, character positions 44-46. code list docs nOl match the data layout for Ihis field. The only codes described in the agency documentation for this three character field are one character codes. The agency documentation does not account for this anomaly.

2) The: DoHar Value variable, character positions 78-86. is a "signed" numeric field. "his is indicated by alphanumeric characters in the right most character position (position 86) ofthe field. The docllmentation states that only negative values were Siglled. Howevcr~ positive signing was also discovered during archival processing oftile records by the presence of 12 overpul1ch which results in a representation ofaJphabcticaJ charactCl'$. Positive signing ofthe field is indicated by an alphabetical character A through I (which is the chafa(;ter representation of 12 (+) overpunch plus numeric values 1-9) in position 86. The field is signed negative when there is an alphabetical character J through R (which is the character reprose1l1ation ofan II (-) overpunch plus llUllleric values 1·9) in position 86. In these records, when the right Il'tost number in the field ,vas a. zero, and the field had a positive value. the character representation is s{)rnetimes a zero (not "signed") and sometimes a null ("signed"). When the right most nutnbcr in the field was a zero and the value ofthe field was negative. the character representation is a {. The signing furmat for the Dollar Value variable generally follows standard JBM mainframe programming: conventions for the signing: ofboth positive and negative values. However, since the data in this field may be "signed," conversion ofthis field requires special programming.

The Military Prime Contract File. (MPCF) was developed as a data base in 19661966 and maintained through 1975.1975. It provides statisticalstatistical analysis of DOD contracts in excess of $10,000 arranged by contractor, type of service or product provided, contractor location and by fiscal year. There is one record for each contract and includes information as to the length of the contract, business size, and method of contract award. For the years 1966-1973, the records indicate whether the contract was for materials or services in support of the unitedUnited states States involvement in southeastSoutheast Asia. The file was used by DOD to provide the President and Congress with reports of military expenditures by region and state, and by service category and federal service classification (type of service or product supplied), and of the 100 and 500 contractors with the largest dollar amount of awards per fiscal year. Other reports generated included breakdowns of educational and non-profit institutions receiving prime contracts and companies providing research and development services to DOD. Form DD 350 was used to gather data from the contractor. It was submitted by the contractor for each contract awarded and for each contract extension and update amounting to more than $10,000. Other computer generated information was added to each record by DOD. Although almost all data elements remained consistent and can be traced over time, there are a few which were added, deleted or modified in response to changing conditions and needs. For example, beginning in 1974, the data element identifying the contract as vietnamVietnam related was replaced with one on minority business. The data only include information concerning the prime contractor and do not reflect the large amount of subcontracting for basic and intermediate materials or components which occurred. This must be taken into consideration when using the data as it has been estimated that at least half of the hard goods supplied and an undetermined percentage of the service contracted for were subcontracted by the prime contractors. A sUbstantialsubstantial amount of material and component fabrication and other subcontract work may have been done outside the state where final assembly or delivery took p1ace.lplace. 1 The records do not provide any direct indication as to whether the state listed is actually the state in which the actual production work was done. For the majority of contracts with manufacturers, the data reflect the location of the plant where the product was finally processed or assembled. If processing or assembly was performed in more than one plant, the location shown is the plant where the largest dollar amount of work took place or where management responsibility was centered. Construction contracts are shown for the state where the construction was performed. For purchases from wholesale or

For service contracts, the location is generally the place where the service was performed. For transportation and communications services, the homehorne office address of the contracting company was frequently used. The time span of the MPCF corresponds with the massive build-up of the Unitedunited Statesstates involvement in Vietnam.vietnam. By manipulation of this data, the growth and extent of the relationship between the American military and American industry throughout and immediately following the Vietnam War can be documented. Linkage of this file with International Balance of Payment files and Foreign Military Sales files in Record Group 330, Records of the Office of the Secretary of Defense, is possible and would help to document the extent of DOD's contract expenditures in these areas.

MILITARY PRIME CONTRACT FILE, 1966-75 Contractor codes, fields 1-6, are missing. However, the contractor name, fields 101-134, is written in full so the utility is not affected. For tracking purposes, contractors were assigned an individual code number which did not change regardless of any name changes that may have occurred. Once the name of the company is located, that company can be tracked using the accompanying code number.

Location codes, fields 7-17, should correspond to city code, fields 37-40, state code, fields 41-42 and county code, fields 166-168. The sample dump for 1966, however, contains unexplained characters in fields 7-16. Field 17, which, according to the record layout is empty, also contains characters for which there is no explanation.

Field 30, WALSH-HEALY OR SERVICE CONTRACT, contains unexplained alpha and numeric codes and blanks in the sample dump for 1966.

Field 33, MULTI-YEAR PROCUREMENT, is listed in the record layout as having an alpha-coded response. The sample dump for 1966, however, shows recurring numeric codes for which there is no explanation.

Fields 34-35 are listed in the record layout as being blank. The sample dump for 1966, however, shows recurring characters in these fields for which there is no explanation. cityCity code, fields 37-40, state code, field 41-42 and county code, fields 166-68 are missing. However, the city name, fields 135­135- 54, state name, fields 155-69, and county name, fields 169-87, are written in full so the utility is not affected.

Fields 44-46, LABOR SURPLUS AREA, contain recurring numeric codes for which there is no explanation.

System or Equipment Codes, fields 51-53, are missing. However, System or Equipment Description, fields 239-66, is written in full so utility is not affected. Zero's in fields 51-53 indicate no description.

Response to Contract Placement, field 60, determines additional response. Zero's or blanks in field 61, SMALL BUSINESS (SIZE), fields 62-65, NEGOTIATED EXCEPTION, field 66, EXTENT OF COMPETITION, field 67, CERTIFIED COST OR PRICING, field 68, TYPE OF CONTRACT, and field 69, VALUE ENGINEERING, indicate that no response was necessary.

Field 67, CERTIFIED COST OR PRICING, is listed in the record layout as having an alpha-coded response. The sample dumps for

Fields 78-86, DOLLAR VALUE (000), are listed in the record layout as being numeric. The sample dump for 19661966 has recurring non-numeric characters in field 86 for which no explanation exists.

Fields 71-73, ACTION DATE, and fields 74-76, ESTIMATED COMPLETION DATE, each have three characters.characters, The first two digits refer to the year; the third refers to the month as designated by codes A­A- L for January-December. For example, 68C translates into March, 1968.1968. Field 77, REPORT MONTH, also uses this monthly code.

Codes for Calender Year, fields 99-100, are missing. The sample dump for 1969 has no characters in these fields. Utility is not affected, however, as pertinent dates are listed in the Action and Estimated Completion Date data elements.

Codes for DD Claimant Program (DDCP), fields 54-56; for Cost Accounting Studies, field 71; and for Purchasing Office, fields 88-91, are missing. It cannot be determined what information was provided by these data elements.

The National Archives and Records Administration (NARA) has been accepting electronic records into its holdings since the early 1970s. Technical documentation has accompanied each transfer of electronic records. The documentation is necessary to understand the meaning of the digitized bits of information within the electronic records.

Over the decades, NARA has had different procedures for compiling technical documentation into an organized unit for researchers, and different expectations regarding the content and extent of any NARA-produced portions of the documentation. Consequently, the structure, organization and contents of the documentation reflect the procedures in place when the technical documentation was compiled and arranged and may include out of date addresses, telephone numbers, or other items of unrevised information related to the agency that created or transferred the documentation and electronic records to NARA, to the NARA unit that processed these materials, or to the physical media of the electronic records files.

In creating the reference copy of the documentation package, NARA staff have selected from the technical and/or supplementary documentation available for this series or file(s). We have annotated or highlighted the table of contents that follows to indicate which portions of the full documentation for this series or file are included in this reference copy of documentation. General. A 4~digit code~ as provided by this Section I~ shall be entered in Item lOA of every procurement action reported on DD Form 350. Only one code number shall be entered; If more than one code is applicable, enter the code which describes the predominant product or service procured (See also ASPR 21-116.) If the action is for research, development, test or evaluation work (RDTE), enter a code from Part A of this Section. RDTE is defined in ASPR 4-101. Do not assign a RDTE code to supplies or housekeeping services purchased in support of "in-house" research or development work; such supplies are coded in accordance with Part C of Section I and the services in accordance with Part B. Procurement personnel responsible for coding RDTE actions shall obtain sufficient information from requisitioning personnel to permit accurate classification in accordance with Part A. If the action is for services other than RDTE work, enter a code from Part B of Section I, and if it is for supplies, enter a code from Part C.

PART A - RESEARCH, DEVELOFMENT, TEST AND EVALUATION (RDTE)

Purpose. The DD Form 350 codes in this Part A have been developed to coincide with the RDTE Program Elements in the Department of Defense Programming System. In the case of the Army and Navy, these codes also coincide with Departmental Budget Program Activity Codes (BPAC), while for Air Force they are related to the first two digits of the BPAC. Accordingly, it will be possible to analyze procurement figures in terms of DOD Programs and broad Budget Activities. Description. The DD Form 350 code consists of four digits as indicated in the following example:

The first digit is always the letter "A" which identifies a RDTE contract. the second digit is numeric from 1 to 9 and identifies the following eight budget activities and a miscellaneous category.

The third digit is a letter or number identifying the specific RDTE element. The fourth digit is numeric from 1 to 6 and identifies the categories of RDTE defined in ASPR 4-101. The title of each code is the Program Element description which has been abbreviated for machine processing to fit within 28 digits.

Selection of Appropriate Code. Each Department or Navy Bureau shall use only that subdivision of Part A designated for it, i.e., Part A(l) for Army, Part A(2)(a) for Naval Air and Ordnance Systems Commands, Part A(2)(b) for all other Navy Activities including Special Projects Office, and Part (A)(3) for Air Force. It will be noted that separate codes are provided in each of these subdivisions for reporting contracts placed for ARPA and NASA. An "All Other" code also is provided for contracts which have not been assigned a specific Budget Activity or Program Element code, or which bear a security classification prohibiting unclassified disclosure of the program element title in combination with other DD Form 350 items.

To determine the appropriate DD Form 350 code, check the contract or purchase request for:

1. The appropriation symbol to insure that the contract is for RDTE. (Do not include housekeeping supplies or services in support of in-hous~ RDTE even though a RDTE appropriation symbol is cited.) The following symbols are currently applicable.

2. The Budget Program Activity Code (BPAC), Subhead Number, Budget Project Number or Program Element :Number (PEN) as appropriate. Part A is arranged numerically according to this number which appears in the first column of each subdivision. The corresponding DD Form 350 code for Item lOA appears in the last column of each subdivision of Part A.

a. Army. BPAC numbers are defined in AR 37-100. Only the first four digits of the eight-digit number is used in this Part A.

b. NavY. Subhead numbers are defined in NavCompt Manual, Volume II. Activities other than Naval Air and Ordnance Systems Commands also require a Budget Project Number (BPN) which is aSSigned by ONR letter. In the fund citation this BPN is written as the first two digits of a five-digit Control Number.

3. Specific Type of Research where the same BPAC, Subhead/Project or PEN has been assigned to more than one DD Form 350 category. This applies only to Army BPAC 5011, Naval Air or Ordnance Supply System Subhead 9X01, other Navy Activity Subhead XXXl Project 24, and Air Force PEN 6 11 02 F.

, When a specific BPAC, Subhead/Project Number of PEN is not given, as in the case of ARPA, NASA or "All Other," it will be necessary to determine from the description of the RDTE the appropriate DD Form 350 code to assign. In this connection, requisitioning personnel shall furnish sufficient information to permit accurate coding.

All services except RDTE work shall be coded in accordance with Part B. Each category is assigned a series of 4-digit codes for specific types of services and construction. The code consists of a letter identifying one of the 14 categories listed below, and 3 numeric digits identifying a specific service within each category.

Except for the Ships Category (FS Group 19), the classifications used are those contained in the H-2 series of cataloging handbooks, covering the Federal Supply Classification system, 'and personnel should refer to these handbooks for a complete description of the codes. In the case of ships, a more detailed code is provided herein than is shown in the H-2 handbooks.

49 Reference Copy #45 SECTION II - CODING FOR ITEM lOB OF DD FORM 350 (System or Equipment)

Purpose. The DD Form 350 codes in this Section II have been developed to complement the data in the Material Annex (Weapons Dictionary) of the DOD Programming system, and to facilitate analysis of DOD procurement by major , equipment or item. Only production items are covered by this coding system; RDTE work is excluded since it is covered by Section I, Part A of this manual. In addition to RDTE, codes in this section are not applicable' to Construction,· Subsistence, Clothing/Textiles or Petroleum. Codes generally have been assigned to all production items whose annual programmed procurement is $2,000,000 or more. Accordingly, if an end item or a component identifiable to an end item cannot be identified with a specific code, a request for a code together with the applicable DDForm 350 should be addressed to the appropriate organization specified in ASPR 2l-103(b). Submission of the DD Form 350 will not be delayed pending resolution of the inquiry.

Description and Use. The DD Form 350 code, consisting of three alpha­ Jetical digits, is shown in the first column of Section II. The first digit identifies one of the following major categories of equipment:

A. Aircraft E. Weapons

B. Aircraft Engines F. Ammunition

C. Missiles & Rockets G. Electronics

D. Vehicles H. Other Equipment

S. Ships

The second digit identifies a subdivision of the major category, e.g., ~ighter Aircraft, and the third digit identifies the specific item, e.g., F-Ill.

Normally each system or equipment code shall include all subsystems, !omponents, repair parts, modifications, repairs and related supplies and ;ervices (other than RDTE and construction) which are procured specifically ~or the system or equipment. Exceptions to this rule are those instances where L specific equipment item or a major component has been assigned a separate !ode, e.g., J-52 Turbojet Aircraft Engines. If a procurement is for compo­ le~ts, parts, or services covering more than one system or equipment, but 75% lr more of the dollar amount is allocable to a single system or equipment, the :ode of that system or equipment shall be assigned. Otherwise, multi-system )rocurements shall not be assigned a specific code.

Each Department shall use only that part of Section II designated for .t, e.g., Part A for Army, Part B for Navy, and Part C for Air Force. The .rrangement of systems or equipment by major category is as follows:

For example, an BE-52 Aircra~t would be assigned the code ~or B-52. The series symbOl for an item is not used; e.g., F-lll is used rather than F-lllA or F-lllB.) .

4. Air Force Electronics and Comm-unications numerically by system number. 5. All Other Categories alphabetically by key word or words and by size o~ caliber.

I~ a system or equipment code is not applicable to a DD Form 350 transaction, or' i~ the system or equipment bears a security classi~ication prohibiting unclassi~ied disclosure o~ the code title in combination with other DD Form 350 items, the code "000" (three zeros) shall be assigned.
