Order Number 03-07-20-09 UNITED STATES DEPARTMENT OF AGRICULTURE FOREST SERVICE KAIBAB NATIONAL FOREST NORTH KAIBAB RANGER DISTRICT TEMPORARY AREA CLOSURE DUE TO THE MANGUM FIRE (For Public Safety) PROHIBITIONS Pursuant to 16 U.S.C. § 551 and 36 C.F.R. § 261.50(a), the following acts are prohibited within the area described in this Order (the “Restricted Area”), and as depicted on the attached map, hereby incorporated into this order as Exhibit A, all within the within the boundaries of the North Kaibab Ranger District of the Kaibab National Forest, Coconino County, Arizona (AZ): 1. Going into or being upon the Restricted Area. 36 C.F.R. § 261.53(e) EXEMPTIONS Pursuant to 36 C.F.R. § 261.50(e), the following persons are exempt from this Order: 1. Persons with a written Forest Service authorization specifically exempting them from the effect of this Order. 2. Any Federal, State, or local officer or administrative personnel, or member of an organized rescue or fire fighting force in the performance of an official duty. RESTRICTED AREA The Restricted Area consists of all National Forest System lands within the boundary beginning at the Kaibab National Forest, North Kaibab Ranger District’s eastern boundary and Highway (HWY) 89A, near milepost 566, between Sections 34 and 35 in Township 39 N Range 3 E, and follows the forest boundary north and west for approximately 25 miles, then south and west for approximately six miles to where the forest boundary intersects with HWY 89A between mileposts 593 and 594, then crossing HWY 89A and following the forest boundary for approximately 85 miles, south and west, around the Kanab Creek Wilderness, and continuing south and east along the forest’s southern boundary with Grand Canyon National Park, crossing Highway 67 and continuing easterly along the forest boundary for another 27 miles, around the Saddle Mountain Wilderness to the SW quarter of Section 25 in Township 35 N Range 4 E, near Buck Farm Canyon to the point where the forest and wilderness boundaries deviate; the restricted area boundary then follows the Saddle Mountain Wilderness boundary for another 24 miles southwest and then northwest to the junction of Forest Road (FR) 220 and FR 8910, then following FR 8910 for about 5.5 miles (which is included in the restricted area and is closed to public use), north to where it intersects the forest boundary, near Kane Ranch, at the southwest corner of section 30, Township 37 N, Range 4 E, then following the forest boundary north approximately 14 miles, back to the point of beginning, at HWY 89A, as depicted in Exhibit A. Note that the Restricted Area encompasses almost all of the North Kaibab Ranger District, except for the non-Wilderness portions of the House Rock Wildlife Area. HWY 89A and HWY 67 are controlled by the Arizona Department of Transportation. Current information for highway restrictions can be found at https://www.az511.gov PURPOSE The purpose of this Order is to provide for the public’s health and safety due to fire activity in the Restricted Area for the management of the Mangum Fire, and also to protect assigned personnel engaging in wildland firefighting operations. IMPLEMENTATION 1. This Order will be in effect beginning at 10:00 AM on June 16, 2020, and shall remain in effect until July 10, 2020, or until rescinded, whichever comes first. 2. A map identifying the Restricted Area is attached and is made part of this Order as Exhibit A. 3. Any violation of this prohibition is punishable as a class B misdemeanor by a fine of not more than $5,000 for an individual, or $10,000 for an organization and/or imprisonment for not more than six (6) months or both (see 16 U.S.C. § 551, 18 U.S.C. § 3571(b)(6), 18 U.S.C. § 3581 (b)(7)). 4. This Order supersedes any previous Orders prohibiting the same acts covered by this Order.
