8.0 CULTURAL HERITAGE 8.1 Introduction Scope and purpose of this chapter 8.1.1 This chapter presents an assessment of potential impacts on the setting of heritage assets in the vicinity of the development at Longhedge. The setting of a heritage asset can contribute to its significance so change in that setting may affect the significance of the asset. 8.1.2 The approach to assessment of setting effects adopted for this study follows the advice provided in Section 4 of English Heritage’s guidance on The Setting of Heritage Assets (2011). English Heritage promotes a five-step assessment process of which the first four steps are relevant to the present study. This assessment therefore proceeds in the following four stages: Identification of heritage assets and their settings are likely to be affected by the development; Analysis of the contribution made by setting to the heritage significance of these selected assets; Assessment of the impact of the development on the heritage significance of these assets based on an understanding of the predicted change in their settings; Identification of ways to minimise harm and, where possible, enhance significance 8.1.3 Harm to the significance of a heritage asset due to change in its setting can only be mitigated through modifications to the design of a development and any enhancement will similarly be the result of deliberate design. As a result Catesby Land Limited Environmental Statement – May 2013 Land at Longhedge, Salisbury 1 Chapter 8 Option A Site (49.27ha) all of the mitigation proposed here is embedded in the design of the development. -

SOUTH WEST OFFICE Direct Dial: 0117 975 0699 A303 Amesbury to Berwick Down team [email protected] Date: 20 April 2018 Our Ref: PL00326762 BY EMAIL ONLY Dear Sirs, RE: A303 Stonehenge Amesbury to Berwick Down, response to public consultation on proposed route Role of Historic England We are the government's expert advisor on England’s heritage and we have a statutory role in the planning system. Central to our role is the advice we give to local planning authorities, government departments, developers and owners on development proposals affecting the historic environment. ‘Constructive Conservation’ expresses the role we play in promoting a positive and collaborative approach to conservation that focuses on actively managing change. The aim is to accommodate the changes necessary to ensure the continued use and enjoyment of heritage assets while recognising and reinforcing their historic significance. Our advice seeks to minimise the loss of significance to these assets. We also look for opportunities to enhance the historic environment. Part of our role involves advising the Department for Digital, Culture, Media and Sport (DDCMS) on matters relating to World Heritage, as DDCMS act as the State Party responsible for fulfilling the government’s responsibilities as a signatory to the 1972 World Heritage Convention. In this capacity we have taken part in the 2015 and 2017 advisory missions where the UNESCO World Heritage Centre and their advisory body ICOMOS International (not to be confused with ICOMOSUK) were invited by DDCMS to visit the Stonehenge WHS and consider the evolving scheme proposals. In formulating this response we have taken into account the reports of both advisory missions and the decision of the 2017 World Heritage Committee which was informed by the 2015 and 2017 mission reports. -

A303 Amesbury to Berwick Down TR010025 6.3 Environmental Statement Appendices Volume 1 6 Appendix 7.4 Published Landscape Character Assessments APFP Regulation 5(2)(a) Planning Act 2008 Infrastructure Planning (Applications: Prescribed Forms and Procedure) Regulations 2009 October 2018 A303 Amesbury to Berwick Down Environmental Statement 7.4 Published Landscape Character Assessments 7.4.1 The study area is covered by published landscape character assessments at national, county, district and local levels. 7.4.2 The key aspects of these published studies are summarised below, as well as their sensitivity. National 7.4.3 Natural England has mapped 159 separate, distinctive National Character Areas (NCAs) across England. These are intended to inform and contribute towards policy formulation and local planning, action and development. National Character Area (NCA) 132: Salisbury Plain and West Wiltshire Downs 7.4.4 The study area lies wholly within National Character Area (NCA) 132: Salisbury Plain and West Wiltshire Downs12, which is characterised as: “sparsely settled, predominantly agricultural area with a strong sense of remoteness and openness. The dominant element in the landscape – apart from the expansive sky – is the gently rolling chalk downland.” 7.4.5 The published key characteristics of NCA 132: Salisbury Plain and West Wiltshire Downs include: “Woodland generally confined to valley slopes, with scattered copses and shelterbelts (usually of beech or conifer) found on the high downs, and occasional ancient oak woods on the ridgetops; Large arable fields predominate, with generally very few hedgerows or obvious boundary features; there are often wide grass buffer strips; Outstanding prehistoric ritual landscape, with many Scheduled Ancient Monuments and earthworks prominent in the open landscape, notably Stonehenge; and Military tracks, airfields and structures reflecting a major land use. -

Charles Howard Wiltshire Unitary Councillor Bill Vergette Clerk Chairman opened the meeting at 7.00 p.m. 09/093 Apologies: Major Peter King. PCSO Philippa Royston. Cllr. Fay had stated he would be late arriving, and duly arrived at 7.30. 09/094 Public Question Time. No members of the public were present. 09/095 Verify Minutes of meeting on 28th October 2009: Proposed a true record Cllr. Beardsley, seconded Cllr. Manser, passed. 09/096 Declarations of Interest: None. 09/097 Matters Arising: • Letter from Katrina Knight thanking Council for the donation of £1000 to the Youth Club, and thanking the Chairman for representing the Council at a presentation ceremony. 09/098 Police Matters • PCSO Philippa Royston was unable to attend. Council were concerned about the understaffing in some areas of policing. Cllr. Bagwell remarked that there had been no Beat Manager for some time now, and none was expected this side of Christmas. Cllr. Merrett said that she thought the workload on the two female PCSOs was excessive. 09/099 Neighbourhood Watch No representative. The position remains unchanged with only a small number of parishioners interested and Mr. Becker wishing to step down. 09/100 Army Matters Major Peter King was otherwise engaged, but had stated by e-mail there was no change from the schedule in the newsletter, and he wished council a happy and peaceful New Year. -

Archaeological Research Agenda for the Avebury World Heritage Site
This volume draws together contributions from a number of specialists to provide an agenda for future research within the Avebury World Heritage Site. It has been produced in response to the English Heritage initiative for the development of regional and period research frameworks in England and represents the first formal such agenda for a World Heritage Site. Following an introduction setting out the background to, need for and development of the Research Agenda, the volume is presented under a series of major headings. Part 2 is a resource assessment arranged by period from the Lower Palaeolithic to the end of the medieval period (c. AD 1500) together with an assessment of the palaeo-environmental data from the area. Part 3 is the Research Agenda itself, again arranged by period but focusing on a variety of common themes. A series of more over-arching, landscape-based themes for environmental research is also included. In Part 4 strategies for the implementation of the Research Agenda are explored and in Part 5 methods relevant for that implementation are presented.
