Alberto Alemanno Is Jean Monnet Professor in European Union Law and Risk Regulation at HEC Paris Alberto Alemanno is Jean Monnet Professor in European Union Law and Risk Regulation at HEC Paris. He is also Global Clinical Professor at New York University School of Law where he directs the HEC-NYU EU Regulatory Policy Clinic and a scholar at the O’Neill Institute for National and Global Health Law at Georgetown University Law Center. Prior to joining the HEC faculty, he clerked at the Court of Justice of the European Union, worked as a Teaching Assistant at the College of Europe in Bruges and qualified as an attorney at law in New York. He is one of the leading experts in the areas of EU law and policy, regulation, transparency and open government. He is an emerging public interest lawyer. Alemanno regularly provides advice to a variety of organizations, such as the World Health Organisation, the Organisation for Economic Cooperation and Development, the UN International Trade Centre, the European Commission, the European Parliament, the European Food Safety Authority and the European Court of Auditors as well as governments across the world on various aspects of European Union law, WTO law and international health law. He has published extensively in the areas of EU law, risk regulation and global health, including the books Trade in Food – Regulatory and Judicial Approaches in the EU and the WTO (Cameron May, 2007), Governing Disasters – The Challenges of Emergency Risk Regulation (Edward Elgar, 2011), Better Business Regulation in a Risk Society (Springer, 2013), Foundations of European Food Law & Policy – The First Ten Years of the European Food Safety Authority (Ashgate, 2013). His latest book is titled Regulating Lifestyle Risks - Europe, Alcohol, Tobacco and Unhealthy Diets (Cambridge University Press, 2014 - with Amandine Garde). He is the founder and editor of the European Journal of Risk Regulation and he is a member of the editorial boards of the Revue du Droit de l’Union européenne, the European Food and Feed Law Review. He is also the founder and scientific director of the Summer Academy in Global Food Law & Policy, an established one-week summer programme that brings together practitioners, policymakers, industry representatives and leading academics working at the interface of science, law and public policy. Originally from Italy, Alemanno is a graduate of Harvard Law School and the College of Europe, and and holds a PhD in International Law and Economics from Bocconi University. He the recipient of the 2011 Chauncey Starr Distinguished Award by the Society for Risk Analysis for the most exceptional contributions to the field of risk analysis by a scholar aged 40 or under as well as the 2013 ECTA Award for the best paper dealing with intellectual property rights in Europe (Plain Packaging of Cigarettes under EU Law). In 2012 he received the EMBL Outstanding Teacher Award by the University of St. Gallen.     Dr Alberto Alemanno is Jean Monnet Professor of Law at Ecole des Hautes Etudes Commerciales (HEC) Paris and Global Clinical Professor at New York University School of Law. Alberto’s research has been centered on the role of - and need for – evidence and public input in domestic and supranational policymaking. In particular, he has been focusing on and promoting the study of the emerging law and policy of risk regulation in both the EU and the WTO legal orders. He has explored, in particular, the use of scientific evidence and behavioural research - as drawn from psychology, cognitive sciences and economics - in regulatory decision-making and in the judicial review of science-based measures by courts. At present, he is working on the legal implications and potential contribution of behavioural research in policymaking across policy areas. Due to his commitment to bridge the gap between academic research and policy action, he regularly provides advice to a variety of NGOs and governments across the world as well as international organizations, such as the the European Commission, the European Parliament, the Organisation for Economic Cooperation and Development, the World Health Organisation, on various aspects of European Union law, international regulatory cooperation, international trade and global health law as well as evidence-based policymaking. Originally from Italy, Alemanno is a graduate of the College of Europe and Harvard Law School. He holds a PhD in International Law and Economics from Bocconi University. His primary research interests are public opinion, elections, and the realities of democratic politics. He is the author or co-author of six books, including Democracy for Realists (with Larry Bartels) in 2016, which has received widespread discussion and several awards. He has also published many articles. He is a member of the American Academy of Arts and Sciences, and has received fellowships from the Center for Advanced Study in the Behavioral Sciences, the National Science Foundation, and Princeton's Center for the Study of Democratic Politics.
