PERENCANAAN PEMBANGUNAN BERBASIS E-PLANNING DI KABUPATEN SUBANG Dinamika : Jurnal Ilmiah Ilmu Administrasi Negara e-ISSN 2614-2945 Volume 6 Nomor 4, Bulan Desember Tahun 2019 PERENCANAAN PEMBANGUNAN BERBASIS e-PLANNING DI KABUPATEN SUBANG Oleh : Diah Andani [email protected] Program Pascasarjana Magister Ilmu Administrasi Universitas Subang ABSTRAK Perencanaan Pembangunan Berbasis e-Planning di Kabupaten Subang. Penelitian dan penulisan ini membahas hal-hal yang berkaitan dengan bagaimana Perencanaan Pembangunan Berbasis e-Planning di Kabupaten Subang sesuai dengan Prinsip ideal perencanaan dikemukakan oleh Jamshid Gharajedagi dan Rusell L. Ackoff (dalam Ginandjar Kartasasmita yaitu Partisipatif, Berkesinambungan, dan Holistik. Dalam penelitian ini menggunakan penelitian pendekatan kualitatif yang bersifat deskriptif, karena penelitian ini bertujuan untuk memperoleh gambaran yang diteliti digunakan untuk mengungkapkan permasalahan dalam kehidupan kerja organisasi pemerintah dan observasi, wawancara, studi kepustakaan, dan dokumentasi. Hasil penelitian menunjukan bahwa Perencanaan Pembangunan Berbasis e-Planning di Kabupaten Subang sesuai dengan Prinsip ideal perencanaan dikemukakan oleh Jamshid Gharajedagi dan Rusell L. Ackoff (dalam Ginandjar Kartasasmita yaitu Partisipatif, bahwa meskipun sejauh ini system digitalisasi telah digunakan, baik proses maupun hasil perencanaan pembangunan itu sendiri masih belum benar-benar bisa dilihat oleh masyarakat. Selain dari pada itu transparansi dinilai masih semu. Hal ini disebutkan karena system masih dalam proses pengembangan. Berkesinambungan, bahwa beberapa usulan masih dalam bentuk tertulis, tidak seluruh pengajuan di ajukan dalam sistem elektronik. Selama ini pemerintah Kabupaten Subang memfasilitasi SIRENDA sebagai situs yang menampung seluruh ajuan masyarakat, namun seluruh ide dan aspirasi tidak dimuat secara langsung. Holistik, bahwa masih terdapat GAP antara realisasi dengan pengajuan, seharunya ketika telah berbasis elektronik, maka tidak ada GAP temukan. Selain dari pada itu trouble jaringan dan sulitnya komunikasi dengan operator perangkat daerah dinilai menjadi sorotan penting bagi pemerintah.     Indonesian Technocracy in Transition: A Preliminary Analysis* Shiraishi Takashi** Indonesia underwent enormous political and institutional changes in the wake of the 1997–98 economic crisis and the collapse of Soeharto’s authoritarian regime. Yet something curious happened under President Yudhoyono: a politics of economic growth has returned in post-crisis decentralized, democratic Indonesia. The politics of economic growth is politics that transforms political issues of redistribution into problems of output and attempts to neutralize social conflict in favor of a consensus on growth. Under Soeharto, this politics provided ideological legitimation to his authoritarian regime. The new politics of economic growth in post-Soeharto Indo- nesia works differently. Decentralized democracy created a new set of conditions for doing politics: social divisions along ethnic and religious lines are no longer suppressed but are contained locally. A new institutional framework was also cre- ated for the economic policy-making. The 1999 Central Bank Law guarantees the independence of the Bank Indonesia (BI) from the government. The Law on State Finance requires the government to keep the annual budget deficit below 3% of the GDP while also expanding the powers of the Ministry of Finance (MOF) at the expense of National Development Planning Agency. No longer insulated in a state of political demobilization as under Soeharto, Indonesian technocracy depends for its performance on who runs these institutions and the complex political processes that inform their decisions and operations. Since the downfall of Suharto’s authoritarian regime in May 1998, Indonesia has been regarded as one of the most successful examples of democratization in the world. This co-authored book offers insightful views on the history of Indonesia’s political economy, some of the key challenges it faced and how the government dealt with them. The authors, Ginandjar Kartasasmita and Joseph J. Stern, begin their book by briefly charting Indonesia’s sixty-year journey from independence to democracy. They summarize the country’s regime changes from President Sukarno to President B.J. Habibie. They also explain how the 1997–98 Asian Financial Crisis buckled the economy and how the government eventually managed to overcome the crisis and kick start economic growth. Kartasasmita, who served as the Coordinating Minister of Economy, Finance and Industry (1998–99) and had previously been the head of the National Development Planning Agency (1993–98), provides valuable insights into that period of crisis and reform. Stern, the Project Coordinator for the Harvard Institute for International Development, has had extensive professional experience in assisting Indonesian decision- makers.     T he 7th D evelopment Cabinet: Loyal to a Fault? Michael Malley Five years ago, amid speculation that B. J. Habibie and his allies in the Association of Indonesian Muslim Intellectuals (ICMI) would gain a large number of seats in the cabinet, State Secretary Moerdiono announced that "expertise" would be Soeharto's chief criterion for choosing ministers. This year, despite the economic crisis that enveloped the country, few people even thought to suggest that Soeharto sought the most technically qualified assistants. As the outgoing cabinet's term wore to a close, the jockeying for influence among ministers and their would-be successors emphasized the most important qualification of any who would join the new cabinet: loyalty. As if to diminish any surprise at the lengths he would go to create a cabinet of loyalists, Soeharto fired his central bank chief, Soedradjad Djiwandono, in mid- February, just two weeks before the 6 ^ Development Cabinet's term expired. Together with the finance minister, Mar'ie Muhammad, Soedradjad had worked closely with the International Monetary Fund to reach the reform-for-aid agreements Soeharto signed in October 1997 and January this year. Their support for reforms that would strike directly at palace-linked business interests seems to have upset the president, and neither were expected to retain their posts in the 7 ^ Cabinet. But Soedradjad made the further mistake of opposing the introduction of a currency board system to fix the rupiah's value to that of the US dollar. The scheme's main Indonesian proponents were Fuad Bawazier, one of Mar'ie's subordinates, and Peter Gontha, the principal business adviser to Soeharto's son Bambang Trihatmodjo.

He studied abroad at Tokyo University of Agriculture and Technology (TUAT) while attending Bandung Institute of Technology (ITB). Professor Ginandjar has held many important positions, including Minister of State for National Development Planning, Coordinating Min- ister of Economy, Finance and Industry, Chairman of House of Regional Representative (DPD), and Member of Advisory Council of the Presi- dent. Deeply involved in economic cooperation with Japan, he serves as a bridge between the two countries. In 2008, he received the pres- tigious “Grand Cordon of the Order of the Rising Sun.” Since 2018, he has been a JICA IAB member. The paper argues that the technocracy nurtured by the New Order was cohesive and effective in part because of its shared academic background and technical expertise and in part because of its adherence to the three principles of balanced budget, open capital account, and pegged exchange rate system and its ability to serve as Soeharto’s right arm in formulating and executing national development policies. In the late Soeharto era, however, these academic technocrats faced increasing challenges from engineers entrenched in the government agencies such as the Ministry of Industry, the Investment Coordination Agency and the BPPT (Agency for the Assessment and Application of Technology). Technocrats who, in alliance with the IMF, attempted to use the Asian crisis to force structural reforms on Indonesia found themselves shut out by Soeharto. The transitional governments led by B.J. Habibie, Abdurrahman Wahid, and Megawati sought institutional and political alternatives to the discredited technocratic economic policy-making process. These alternatives ranged from putting technocrats in touch with other key players in Indonesia’s economy and politics such as businessmen, the mass media, emerging politicians and future technocrats to the outright bypassing of technocracy to the empowerment of MOF for the sake of macroeconomic stability at the expense of BAPPENAS and long-term national planning.
