 Area : 36,000 sq km (13,924 sq mi)  1/9 the size of Oregon  Population: 22 million  9 times the population of OR  Capital : city  People : Chinese  Language : Mandarin/Taiwanese/Hakka

World Forest Institute http://wfi.worldforestry.org Where Is Taiwan?

World Forest Institute http://wfi.worldforestry.org Taiwan’s Geography and Climate

 60% of Taiwan is forested mountains  The rest consists of hilly country, plateau, highlands, coastal plains, and basins  Mean annual  temperature is >68 F  humidity is 81%  rainfall is 2500 mm

World Forest Institute http://wfi.worldforestry.org Taiwan’s Geography

 The central mountain range stretches along the entire island from north to south  80% of the population resides on the west coast  On the west side, the Yushan mountain range is the highest mountain peak in northeast Asia at 3,952 meters

World Forest Institute http://wfi.worldforestry.org Forest Types in Taiwan

World Forest Institute http://wfi.worldforestry.org Forestland Ownership in Taiwan

World Forest Institute http://wfi.worldforestry.org Wood Use and Production

 Taiwan imports >95% of raw material for wood products  Government banned all logging in 1991 in all natural forests (80% of all forestland)  Forests are used for non- productive uses (research, conservation, recreation)

World Forest Institute http://wfi.worldforestry.org Management Concept Change in Taiwan

Concept Objective

Past: Integrated To stimulate Taiwan’s economy Management Concept Current: International Conservation of natural resources Conservation Concept Moving to: Sustainable To balance ecological, social, Management Concept cultural and economic needs

World Forest Institute http://wfi.worldforestry.org Government Agencies and the Chinese Forestry Association

World Forest Institute http://wfi.worldforestry.org Organizational Structure

World Forest Institute http://wfi.worldforestry.org Council of Agriculture (COA)

 COA is Taiwan's central authority for the nation's agriculture, forestry, fisheries, animal industry, and food administration, as well as planning for nature conservation and agricultural development.  Oversees the implementation of agricultural policy by local governments.

World Forest Institute http://wfi.worldforestry.org Taiwan Forestry Bureau (TFB)

 Owns & manages most forestland  Forest protection  , timber production  Hillside stabilization, disaster prevention  Forest recreation  Natural conservation

World Forest Institute http://wfi.worldforestry.org Taiwan Forestry Research Institute (TFRI)

 Provides research data and a solid scientific basis for forest policy makers (COA) & managers (TFB).  Owns & Manages some experimental forests, nature reserves and national botanical gardens used mainly as outdoor research laboratories and environmental education hubs.

World Forest Institute http://wfi.worldforestry.org Chinese Forestry Association (CFA)

 CFA is an NGO.  Provides technical services to COA and TFB.  Assists in the conservation of forest resources.

World Forest Institute http://wfi.worldforestry.org Forestry Information Center, CFA

CFA project developed to provide IT technology and media to support  COA promoting agritourism.  TFB designing GIS and database infrastructures for long-term use.  other related organizations who promote agriculture and forestry

World Forest Institute http://wfi.worldforestry.org Biography

World Forest Institute http://wfi.worldforestry.org About Me  I am involved in the infrastructure design of forest inventory data banks and the construction of knowledge management systems for TFB.  For my project, the main idea is to build a knowledge bank that is able to support forest management decision-making and share forestry knowledge with the public

World Forest Institute http://wfi.worldforestry.org Responsibilities in Taiwan

 Analysis and design of the IT infrastructure for COA and TFB to promote agritourism as well as forest management using new technologies.  Understand the variety of existing forest inventory data, spatial data layers, and remote sensing imagery.  Design a geodatabase to appropriately store, display and retrieve data for use by TFB specialists and the public.

World Forest Institute http://wfi.worldforestry.org Study Goals

 Network and develop relationships with U.S. specialists who are involved in administrating & designing ecosystem databases for PNW.  Understand US forest inventory methodology and the framework for data exchange.

World Forest Institute http://wfi.worldforestry.org Study Goals

 Understand how to apply GIS tools well in ecosystem management and forest management for decision-making.  Study CLAMS EMDS Knowledge Management model and the potential application of these approaches to Taiwan.
