DSTAC Mission The DSTAC's mission is "to identify, report, and recommend performance objectives, technical capabilities, and technical standards of a not unduly burdensome, uniform, and technology- and platform-neutral software-based downloadable security system" to promote the competitive availability of navigation devices (e.g., set-top boxes and television sets) in furtherance of Section 629 of the Communications Act. Tuesday 13 November 2007 RE: Response to the proposed BSkyB digital terrestrial television services consultation I wish to start by personally thanking you for allowing me to respond to the plans that British Sky Broadcastings plans to launch their Picnic platform on Digital Terrestrial Television, including the launch of the following services: z Sky Sports One; z A children's channel/Sky Movies SD One; z A factual channel/Sky News/Sky One; z Sky News (if BSkyB is given permission to launch a fourth service on DTT using MPEG-4 encoding); z Broadband up to 16Mbps and a telephony service. I wish to begin by giving an idea of my thoughts on the proposal by BSkyB before I answer the questions in the consultation document. Introduction 1. Regarding the use of by BSkyB and NDS Group, the VideoGuard conditional access technology for its pay television services. According to the press release that was released by BSkyB on the 8th of February 2007,1 the service will use a highly secure conditional access system similar to the one BSkyB uses for its digital satellite services, Sky Digital and FreesatFromSky. I also understand that Sky has also stated that viewers will require a new set-top-box to access the new service. In the past, since the launch of the Sky satellite television service in February 1989 via the Astra satellite, BSkyB have always used NDS Group technology to encrypt and protect their own branded services, with both the VideoCrypt and VideoGuard conditional access systems for their Sky analogue and digital satellite services respectively. -

Telenet Has 600,000 Fixed Line Customers
PRESS RELEASE Telenet has 600,000 fixed line customers Mechelen, 11 September 2008 – Today Telenet recorded its 600,000 th fixed line customer. The success of Telenet in the area of fixed line telephony is chiefly the result of solid innovation power and well-thought out product development: Telenet was the first company in Belgium to introduce flat-fee phone formulae to the market with FreePhone and FreePhone 24. Last week Telenet launched FreePhone Europe as part of the new Shakes. With 600,000 customers Telenet now has a penetration of nearly 25% of the Flemish market. Approximately one in four Flemish families makes a call using a Telenet fixed line. “The fixed phone line continues to be popular with the middle-aged and seniors”, emphasises Dann Rogge, Director of Product Marketing Telephony and Internet at Telenet, “but we are now seeing an increase in the number of young families opting for a fixed line again. Comfort, operating certainty and a low price are the deciding factors in their decision to go for a fixed line. Young families want to be able to reach each other "as a family" at all times, and they want to be able to do so at an attractive price. That’s not possible with just one subscription for a mobile phone, because at the end of the day a GSM is a very ‘individual’ device and significantly more expensive than a fixed line phone". New phone product: FreePhone Europe. On 8 September the new Telenet Shakes were launched. FreePhone Europe has been introduced for all combinations with a phone product. -

Overview The popularity of Internet peer-to-peer file sharing is often the source of network resource allocation problems and copyright infringement. Purpose This policy will define Internet peer-to-peer file sharing and state the policy of Dalton State College (DSC) on this issue. Scope The scope of this policy includes all DSC computing resources. Policy Internet peer-to-peer file sharing applications are frequently used to distribute copyrighted materials such as music, motion pictures, and computer software. Such exchanges are illegal and are not permifted on Dalton State Gollege computers or network. See the standards outlined in the Appropriate Use Policy. DSG Procedures and Sanctions Failure to comply with the appropriate use of these resources threatens the atmosphere for the sharing of information, the free exchange of ideas, and the secure environment for creating and maintaining information property, and subjects one to discipline. Second, it discusses Peer-to-Peer (P2P) systems as a cheap and scalable alternative for CDN and extracts their design challenges. Finally, it evaluates the existing P2P systems dedicated for content distribution according to the identified requirements and challenges.
