Justification

CAP support to areas with natural constraints (ANC) is focused on farmers working in regions where production conditions are very difficult due to natural constraints. The agricultural activity in those areas not only contributes to the maintenance of biodiversity and carbon storage, but also to the prevention of forest fires. It is necessary to keep the current environmental recognition of ANC's in order to preserve agricultural activity in those territories, which are located in mountain regions and in other disadvantaged areas of the EU, included the outermost regions.
