Why Transparency and Open Data?

• From letter to parliament: – A Union focused on core tasks, – An innovative Union, – An inclusive Union

• ‘Nonpaper’ Transparency (April 2015) drawn up by the Netherlands and Nordics .... “database [that] allows to reconstruct the decision- making process in a clear and structural manner.”)

• For government, open data offers outreach channel, value in experimentation

Our aims

Transparency: • Concrete, practical delivery of government promise; • Translation from data to valuable insights for EU citizens • More transparant decision-making in Brussels • Broadly: to let the data show what the EU does

Inclusion: • Stimulate open data use by citizens and governments • Offer a platform to generate value from (open) data • Have a conversation about which data needs to be open Our approach

2. Offline App Competition

Diplohack: Transparency Camp Europe • During running time of the online competition • Hackathons at missions • Supported by OSF and Impact Hub Network • Same two challenges as the online competition • Encourages cooperation and cocreation by civil servants, diplomats, software developers, civil society • Winners to Amsterdam in June • Missions in Geneva, Bratislava, Prague, Vienna, Athens, Boedapest, Stockholm and Brussels participated App Competition

• 11 missions invited more than 30,000 people • 400 participants at Diplohacks at 8 missions. • Diplohacks generated 35 apps, • Online comp hgenerated 40 apps. • From these 75 we invited 13 to come to TCampEU to pitch • Winner goes to Washington, runners up to Brussels

3. An Unconference:

TransparencyCamp Europe • 1 June in Amsterdam • First European edition of one of the best known transparency events in the world • Alongside Open Budgetting meeting (1-2 June) and ministerial meeting ‘Open Digital Government’ (2-3 June); • ‘Final’ of the app competition to be central event of the programme
