Resolution #254 - 04/22/20 RESOLUTION #254 - 04/22/20 RESOLUTION CALLING ON THE STATE OF NEW YORK TO RELEASE ENHANCED FEDERAL MEDICAID MATCHING FUNDS TO COUNTIES AND NEW YORK CITY - LEGISLATURE BY: WHEREAS, in response to the COVID-19 pandemic, Congress has enacted extraordinary measures to help states and localities with increased costs and lost revenues; and WHEREAS, a key action enacted by the federal government was a 6.2 percent increase in the federal medical assistance percentage (FMAP); and WHEREAS, Congress has used this mechanism to provide fiscal relief to states and their local government Medicaid funding partners to reduce the financial burden they often experience in an economic downturn; and WHEREAS, all counties and New York City are struggling with higher costs responding to COVID-19 and experiencing extensive revenue declines due to the shutdown of large swaths of the economy; and WHEREAS, we project that each quarter of enhanced FMAP funding is worth hundreds of millions of dollars for counties and New York City; now, therefore, BE IT RESOLVED, the County of Clinton is respectfully requesting financial assistance through federal FMAP monies by retroactively reducing county weekly Medicaid payments effective January 1, 2020 and returning excess funds already paid by the counties and New York City to provide some partial fiscal relief to the current conditions; and BE IT FURTHER RESOLVED, the Clinton County Legislature also respectfully requests that the State provide a timeline to all counties on the release of the enhanced federal Medicaid matching funds related to the Affordable Care Act “reconciliation funds” that have been withheld for over three years and is the likely mechanism on how these funds will be delivered to counties and New York City; and BE IT FURTHER RESOLVED, a certified copy of this resolution be sent to Governor Andrew M. Cuomo, Senator Elizabeth O’C. Little, Assemblyman D. Billy Jones, Senator Charles Schumer, Senator Kirsten Gillibrand, Congresswoman Elise Stefanik and the New York State Association of Counties. SECONDED BY: ADOPTED "Yes" "No" Absent 3 RESOLUTION #256 – 04/22/20 ACCEPTING SEALED BIDS RECEIVED AND AUTHORIZING THE ISSUANCE OF DEEDS – TREASURER’S OFFICE BY: WHEREAS, Resolution #71 dated February 12, 2020 authorized the Purchasing Agent to solicit sealed bids for the sale of two properties (to be sold as one); and WHEREAS, sealed bids were opened on March 24, 2020; and WHEREAS, Resolution #235 dated March 25, 2020 awarded the bid to Robert Tripp; and WHEREAS, Robert Tripp has transferred his winning bid to Fred Breyette; and WHEREAS, the winning bid amount was less than the amount of the taxes due as follows: Town Tax Id # Delinquency Bid Amount Dannemora 187.20-5-2.1 $13,337.89 $5,277.40 Dannemora 187.20-5-2.2 $15,263.07 $5,951.12 BE IT RESOLVED, upon a poll of the Finance Committee, conducted April 17, 2020, the Clinton County Legislature hereby accepts the bid for which the Treasurer’s Office has received the required amount; and BE IT FURTHER RESOLVED, upon payment of the remainder of bids to the County Treasurer, the parcels shall be deeded to the successful bidder, and the Chairperson is authorized to sign all necessary documents. SECONDED BY: ADOPTED "Yes" "No" Absent 4 RESOLUTION #257 - 04/22/20 AUTHORIZING 2020 TELEHEALTH PROJECT FUNDING GRANT APPLICATION AND ACCEPTANCE – HEALTH DEPARTMENT BY: WHEREAS, the Health Department has received notification from the Adirondack Health Institute that funding is available for the 2020 Telehealth Project Funding Grant; and WHEREAS, funding from this Grant will be used to purchase equipment/software needed to teleconference with Women, Infants and Children (WIC) participants, and funding will also be used for advertisement of the new service; now, therefore, BE IT RESOLVED, the Clinton County Legislature hereby authorizes the Health Department to apply for and accept the following Grant and further authorizes the Chairperson to execute all necessary documents for the following: Grantor: Adirondack Health Institute Service: 2020 Telehealth Project Funding Grant Application and Acceptance Rate: N/A Mileage: N/A Grant Revenue: $10,000 (Plus COLA, plus amendments) County Share: $0 Period: 05/01/20 – 10/31/20 New/Renewal: New Previous Year’s Award: N/A Previous Year’s Share: N/A Approved by a poll of the Health Committee conducted on April 17, 2020. SECONDED BY: ADOPTED “Yes” “No” Absent 5 RESOLUTION #258 - 04/22/20 AUTHORIZING CHANGE ORDER #1 AND FINAL FOR SNOW REMOVAL EQUIPMENT – PLATTSBURGH INTERNATIONAL AIRPORT BY: WHEREAS, Resolution #714 dated September 12, 2018 authorized the Grant acceptance of Federal Grant Agreement AIP #3-36-0229-061-2018 to acquire snow removal equipment for the Plattsburgh International Airport; and WHEREAS, Resolution #768 dated September 26, 2018 awarded the bid to acquire snow removal equipment to M-B Companies, Inc.; and WHEREAS, Airport Operations received the snow removal equipment in December 2019; and WHEREAS, additional snow removal equipment at the Airport containing underbody scrapers to efficiently remove ice build-up on the runway, taxiways and ramps thus providing a more efficient means of maintaining aircraft operational surfaces in accordance with the Airport Snow Removal Plan is necessary; and WHEREAS, due to an oversight, the recently-acquired snow removal equipment did not include an underbody scraper; and WHEREAS, in order to compensate, an additional truck is required to operate in front of and behind the snow removal equipment to remove ice, as well as broom off the loose ice; and WHEREAS, the Airport Director recommends Change Order #1 and Final with M-B Companies, Inc. to acquire an underbody scraper at a cost not to exceed $37,340, contingent upon FAA determination that the proposed equipment is necessary and reasonable for Federal Funding; and WHEREAS, the County desires to accept the Change Order, contingent upon FAA approval, by committing the additional not to exceed funds for the local match from the Airport Operations budget with the resulting increases to the funding shares being Federal (FAA): $33,606; State $1,867; Local $1,867; Total $37,340; now, therefore, BE IT RESOLVED, the Clinton County Legislature hereby authorizes the Chairperson to execute the following change order: 6 Contractor: M-B Companies, Inc. Our review of the report was conducted in accordance with EPA’s “Comprehensive Five-Year Review Guidance” (OSWER Directive No. 9355.7-03B-P). Beyond the remedial actions evaluated in this review, the Air Force is also proceeding with additional studies, designs, and remedial actions (including institutional controls) that may be necessary to protect public health and the environment at other areas at Plattsburgh AFB. Remedies at these remaining areas are at various stages in the Superfund process. Until such time as all remedy decisions have been made for the Plattsburgh AFB site, a comprehensive sitewide protectiveness determination must be reserved. Notwithstanding the above, EPA concurs that the remedies selected and implemented for Plattsburgh AFB, as reported in this Five-Year Review, are protective. EPA comments on specific portions of the Five-Year Review Report will be transmitted separately to Plattsburgh AFB, and any resulting issues will be resolved with the base. We thank you for the extensive efforts made by the Air Force in conducting this Five-Year Review, and we look forward to continuing our work together m addressing environmental investigation and cleanup of Plattsburgh AFB.

Aviation Analysis Area Aviation systems somewhat resemble Interstate highways, as access is provided at fixed, predetermined locations. Each airport in a system essentially functions as a highway interchange. Like interchanges, airports can substantially influence the economic development of the communities surrounding them. Speed, time, cost, and complexity distinguish aviation from other transportation modes. Aircraft provide the fastest means for the transport of people, and thus, are primarily used for longer trips (e.g., over 300 miles). However, airline service often requires passengers to spend over an hour at an airport during both arrival and departure. Thus, the amount of time that an individual saves by flying must compensate for the amount of time spent at the airport. For transportation within the I-87 corridor, aviation does not typically provide the most cost- or time-efficient method of travel. However, air travel is typically the only mode of transportation considered for trips over 1,000 miles. The airports along the I-87 corridor provide daily non-stop flights to tourist and business destinations (e.g., Florida, Washington, D.C., Chicago, Las Vegas, etc.), with connecting flights to any destination worldwide. For air cargo, cost plays a primary role in choosing aviation over other transportation modes. The air cargo industry predominantly transports goods of low weight, high value, and/or high time sensitivity, such as documents, mail, and small packages. The time sensitivity of business- related packages has grown in recent decades, creating marked growth in the overnight document industry (e.g., UPS, FedEx, etc.).

ECONOMIC IMPACTS BY AIRPORT The economic impact analysis has demonstrated the significant contribution that New York State’s airports make to the economy. The airports act as economic catalysts, supporting direct as well as secondary employment, payroll, and output benefits. Further, as identified through this study’s surveys, businesses throughout the State rely on the availability of commercial service and general aviation airports. The following section presents the benefits that 76 of New York’s airports provide. Qualitative benefits provided by each airport are also noted. These 76 airports were identified for specific study, while the impact for remaining public and private use airports in New York State was estimated by grouping and extrapolating results. The remainder of the report is organized alphabetically with the commercial service airports first, followed by the general aviation airports. Adirondack Regional Airport Adirondack Regional Airport is a commercial service Airport serving the Saranac Lake region. Continental Connection (Commutair) provides service from the Airport to Albany and Plattsburgh, with one-stop service to Boston, MA, on a twice daily basis. In addition to commercial service, Adirondack Regional supports general aviation activity. The Airport’s economic impact was measured through the use of two surveys: aircraft tenant and on-Airport business. Surveys of on-Airport employers revealed that 31 full and part-time jobs and over $3.3 million in expenditures are a direct result of on-Airport businesses, including Airport management employment and spending. It should be noted that the impact of all of these numbers is multiplied by successive rounds of spending within the local economy.
