Halvorson Acting Director Air Force Real Property Agency 1700 North Moore St. Suite 2300 Arlington, Virginia 22209-2802 Re: CERCLA Five-Year Review Plattsburgh Air Force Base Dear Ms. Halvorson: This is in regard to the “Second Five-Year Review Report for Plattsburgh Air Force Base (AFB), Plattsburgh, Clinton County, New York.” On behalf of the U.S. Environmental Protection Agency (EPA), I am pleased to advise you that EPA concurs with the protectiveness determinations made in the report. Our review of the report was conducted in accordance with EPA’s “Comprehensive Five-Year Review Guidance” (OSWER Directive No. 9355.7-03B-P). Beyond the remedial actions evaluated in this review, the Air Force is also proceeding with additional studies, designs, and remedial actions (including institutional controls) that may be necessary to protect public health and the environment at other areas at Plattsburgh AFB. Remedies at these remaining areas are at various stages in the Superfund process. Until such time as all remedy decisions have been made for the Plattsburgh AFB site, a comprehensive sitewide protectiveness determination must be reserved. Notwithstanding the above, EPA concurs that the remedies selected and implemented for Plattsburgh AFB, as reported in this Five-Year Review, are protective. EPA comments on specific portions of the Five-Year Review Report will be transmitted separately to Plattsburgh AFB, and any resulting issues will be resolved with the base. We thank you for the extensive efforts made by the Air Force in conducting this Five-Year Review, and we look forward to continuing our work together m addressing environmental investigation and cleanup of Plattsburgh AFB.
