Finding the next source to provide short- and long-term needs has become a priority for Government1. Both the Water Corporation as the service provider, and the Department of Water as the state’s water resources manager, need to solve this problem. The Water Corporation has begun a process, to develop options through its Water Forever initiative. The Department of Water (the department) has been undertaking research and planning for a future water source for a considerable time. It has prepared this strategy to provide advice to stakeholders as identified below. 1. Throughout this strategy the term ‘Government’ is capitalised to denote the Government of the day, as opposed to the broader administration. 1 Lower Great Southern water resource development strategy Advice to Government This strategy: • provides independent advice to Government on water source development within the Lower Great Southern region (Figure 1). Guidance to Water Corporation This strategy: • provides a framework to guide source development, and explains the department’s expectations for each stage of planning • provides statements that service providers need to consider when proposing new source options. Advice to the community This strategy: • provides the community with the broader government perspective of source development and helps explain the department’s likely position on new source options • helps the community understand how water resources will be developed so they can be confident in the decisions made about their water security, local environment and water resources • provides an opportunity for input while recognising that the department, water service providers, the government as a whole and the community all have a role in new source development. Inform future management and planning This strategy: • explains the department’s regulatory and planning role as the state’s water resource manager. • informs future management and planning such as allocation plans, source protection plans, salinity recovery plans, and land-use advice. It is based on specimens in the Western Australian Museum (registered numbers cited without prefix). [email protected] Westralunio carteri Iredale 1934 is the only hyriid in southwestern Australia. The species was listed as ‘Vulnerable’ by the IUCN, due to population decline from dryland salinity, although the listing was recently changed to ‘Least Concern’. The Department of Environment and Conservation lists the species as ‘Priority 4’, yet it lacks special protection under federal or state legislation. Accuracy in species accounts is an important driver in determining conservation status of threatened species. In this regard, discrepancies in locality names and vagary in museum records necessitated the eastern distributional bounds of W. carteri to be clarified. Here we present an updated account of the species’ distribution and describe two previously unknown populations of W. carteri in the Moates Lake catchment and Waychinicup River, resulting in an eastern range extension of 96–118 km from the Kent River, formerly the easternmost river where W. carteri was known. For mussel identification, samples (n = 31) were collected and transported live to the laboratory for examination and internal shell morphology confirmed that the species was W.

    The Importance of Western Australia's Waterways There are 208 major waterways in Western Australia with a combined length of more than 25000 km. Forty-eight have been identified as 'wild rivers' due to their near pristine condition. Waterways and their fringing vegetation have important ecological, economic and cultural values. They provide habitat for birds, frogs, reptiles, native fish and macroinvertebrates and form important wildlife corridors between patches of remnant bush. Estuaries, where river and ocean waters mix, connect the land to the sea and have their own unique array of aquatic and terrestrial flora and fauna. Waterways, and water, have important spiritual and cultural significance for Aboriginal people. Many waterbodies such as rivers, soaks, springs, rock holes and billabongs have Aboriginal sites associated with them. Waterways became a focal point for explorers and settlers with many of the State’s towns located near them. Waterways supply us with food and drinking water, irrigation for agriculture and water for aquaculture and horticulture. Many are internationally recognised and protected for their ecological values, such as breeding grounds and migration stopovers for birds. Some waterways are protected within national parks for their ecosystem values and beauty.

HISTORIC VALUE Sealers' Oven demonstrates the way of life during a phase of commercial seal hunting on the southern coast prior to the European colonisation of Western Australia. (Criterion 2.2) 11. 3. SCIENTIFIC VALUE Sealers' Oven provides information about its builders, who were among the first non-Aboriginals to visit this region and as such it has scientific value. (Criterion 3.2 ) 11. 4. SOCIAL VALUE Sealers' Oven is highly valued by the community for its association with the activities and way of life of early sealers. As an important relic within the Waychinicup National Park, it is a feature of interest to campers and other park visitors. This freshwater galaxiid was thought previously to be confined to a number of river systems east of Albany in Western Australia. Between 2005 and 2009, four specimens of G. truttaceus were captured in the Kentdale Creek, which flows into the Kent River west of Denmark. All four specimens were large, presumably mature, individuals, with total lengths (TL) ≥140 mm, and the largest was 12 mm longer than the maximum size previously recorded in Western Australia. The Kentdale Creek dries completely between December and May, and hence it is likely that the fish either move into the adjacent stretch of the Kent River, which continues to flow even during the driest months, or they perish. A dedicated study is required to determine the size, distribution, biology, migration patterns and status of this newly discovered population of the Trout Minnow, Australia’s only freshwater fish that is listed as critically endangered.
