FOR SELECTING PARA-CYCLING ATHLETES TO THE 2014 TRACK WORLD CHAMPIONSHIPS

SPECIFIC SELECTION POLICY FOR THE 2014 PARA-CYCLING TRACK WORLD CHAMPIONSHIPS Aguascalientes, Mexico April 10-13, 2014.

1. INTRODUCTION

The 2014 Para-Cycling Track World Championships were a late addition to the international calendar, but they are of crucial importance as they mark the beginning of the qualification period for the 2016 Paralympic Games. Cycling Canada has designed these criteria to select the best possible team for these world championships. Because there are no competitive opportunities between the announcement of the world championships and the event itself, selection will be based on performances achieved in 2013.

2. GENERAL a. Events: This Schedule covers selection for the Para-cycling Track Team or Pools for the following Events, subject to clauses 1.a (Part A) and 12.d (Part B) of the General Policy. b. Sanctioned Competition or Authorized Event: In order to be considered for selection to the Para-cycling track Pools and Teams riders must achieve the Specific Selection Criteria set out in this Schedule while participating in a UCI sanctioned competition or a CC authorized event while using a Track bike that complies with the UCI Cycling Regulations. c. Other Factors: Any selection to a Pool or Team for any one of the Events is subject to this Policy (including clause 10 (Other Factors), 11 (Extenuating Circumstances) and 12 (Other Selection Matters) – all from Part B. d. Yearly Training Plan: Any rider applying for any CC project must provide the program coach with his YTP (Yearly Training Plan) indicating the planned preparation for the said project. A complete racing program leading to (and following) the project should also be submitted and discussed with the program coach. e. Time Period: Riders must achieve the Specific Selection Criteria set out in this document within the time period commencing Oct. 1, 2012, and concluding on Dec. 31, 2013 at midnight (EST STD). 3. TRACK WORLD CHAMPIONSHIPS – Aguascalientes- Mexico a. Objectives: Medal performances b. Selection: This schedule applies to all Para-cycling riders seeking selection to the Pool for selection to the World Championship Team to attend the 2014 Track World Championships. c. Pool Size: The maximum size of the Pool for selection to the Team for the para- cycling Track World Championships is 15, and subject to budget and competitivity. However there is a maximum of 3 starters/crews in each para-cycling discipline per nation. UCI quotas apply for both men and women (cf. specific Women and Men Quotas posted separately) d. Eligibility: All licensed male and female licensed riders aged 17 or older on Dec. 31, 2014. In the case of pilots, according to the UCI para-cycling rules, article 16.3.004, no cyclist who was a member of a UCI Pro Team or UCI Continental Team is eligible until a 36-month waiting period has been completed. This waiting period extends to

24 months for cyclists who were members of one of the other UCI teams described at article 1.1.041 of the UCI rules. Men and women cyclists over 18 years of age, may race as tandem pilots, provided they have not been selected by their national federation in one of the following events in any cycling discipline

• UCI World Championships or Olympic Games – 36 months preceding the para- cycling event; • UCI World Cup, Pan American Games and Championships and Commonwealth Games – 24 months before the para-cycling event.

e. Automatic Selection to the Pool: The following riders will be automatically selected to the Track World Championships project Pool:

• Athletes must have competed at the 2013 Para-Cycling Canadian Track Championships

AND WHO MEET ONE OF THE FOLLOWING:

• Any athlete having met the time standard in Appendix 1 of this document before Dec. 31, 2013. • Athlete having medaled at 2013 Track Nationals • Committee Choice based on clause 10(a) of the General Selection Policy

f. Selection Date: The names of riders selected to this Pool will be announced on Feb. 10, 2014. g. Funding: This is a partially funded project h. Selection to the Team: In considering the riders to be selected to the Team for this project, the National Coach and/or the Selection Committee shall take into account the Selection Pool criteria for this project and the Other Factors, Extenuating Circumstances, and Other Selection Matters as set out in clauses 10, 11 & 12 (all Part B) inclusive i. In the case of tandem pairs, the National team coach(s) may determine the best combination (pilot/stoker) for optimal performance. For optimal performance reasons the mandate of the coach(s) will be to select the best pilot for the stoker based on items as set out in clauses 10, 11 & 12 (all Part B) inclusive.

Track time standards

The track time standards to arrive at an international standard time have been obtained based on the top half from para-cycling athletes at the 2011 Track Para-cycling World Championships.
