Narrative Description of Project:

The physical condition and service quality of the water supply and sanitation systems (WSS) in many parts of Azerbaijan has deteriorated seriously due to aging, insufficient maintenance, natural calamities, etc. This has also caused an increase in the operation costs of the system. Most of the WSS systems in secondary towns of Azerbaijan are in urgent need of rehabilitation and upgrading. The Government has recognized WSS sector as one of the priority sectors for improvement. To improve the WSS services, on the request of Government of Azerbaijan to the Government of Japan, JBIC “Pilot Study for Project Formation for Water Supply in Secondary Towns in the Republic of Azerbaijan” was undertaken during 2006-07. In the JBIC Pilot Study, preliminary facility plan was prepared for the improvement of WSS services in six priority secondary towns. Based on the finding of Pilot Study, this Study namely “SAPROF for Water Supply and Sanitation in Secondary Towns in the Republic of Azerbaijan” was carried out with the following objectives:

1. To prepare facility plan and cost estimation for water supply and sewerage 2. To confirm project implementation and O & M organization

Description of Actual Services Provided by TEC Experts:

In order to accomplish these objectives, Study Team including member of TEC carried out field visit of the study area including 10 secondary towns of Ali-Bayramli (now called Shirvan), Salyan, Neftchala, , Barda, , Khizi, Gusar, , and Naftalan. Following activities were carried out by the TEC members:

1. Assessment of the existing water supply and sanitation facilities in the 10 towns 2. Projection of the population for the target year 2027 3. Estimation of water demand for projected population 4. Preparation of water supply and sewerage facility plan including preliminary design of these

Based on the findings of this Study, this ODA Loan Project has been formulated.
