Heritage Impact Assessment – Land east of Church Street, Cropwell Bishop, Nottinghamshire Locus Consulting Ltd. EXECUTIVE SUMMARY In July 2018 Locus Consulting Ltd. were commissioned to compile a Heritage Impact Assessment to accompany an application for outline planning permission for the development of land east of Church Street, Cropwell Bishop, Nottinghamshire. This report discusses the potential archaeological interest of the Site in order to understand the potential impact of the proposed development on the archaeological resource. The report goes on to consider whether the redevelopment would impact upon the experience of the significance of designated heritage assets from within their settings. Considered against the prevailing local and national policy and legislation, further investigatory works was considered to be required to more fully characterise the nature, level and extent of the archaeological resource within the Site. To this end a geophysical survey was completed and forms part of the evidence base for this Heritage Impact Assessment. It is concluded that there is a moderate potential for archaeological remains to exist within the site. Remains are most likely associated with Iron Age/Roman rural land practices, and/or the locally significant Medieval and later farming practices around the village fringe of Cropwell Bishop. The level of archaeological interest is likely to be of local to at most regional significance. It is considered that the proposed development will have no impact on the ability to appreciate the heritage significance of designated heritage assets located within 1000m of the Site. The findings of both this report and the geophysical survey should inform any future phase of archaeological works within the Site, should any be required. 4 Heritage Impact Assessment – Land east of Church Street, Cropwell Bishop, Nottinghamshire Locus Consulting Ltd. INTRODUCTION 1.1 PROJECT BACKGROUND In July 2018 Locus Consulting were commissioned to compile a Heritage Impact Assessment to accompany an application for outline planning permission for the development of land east of Church Street, Cropwell Bishop, Nottinghamshire, at National Grid Reference SK 68606 35794 – henceforth known as the ‘Site’. For a full assessment methodology, please see Appendix 1. Figure 1: Site Location This assessment considers the potential and significance of any buried archaeological remains within the Site, and the potential impact of the proposed development upon any buried remains, if present. A geophysical survey of the Site was undertaken on the 11th and 12th June 2018 (Bunn, 2018), the results of which are integrated into this report. The application for outline planning permission for c. 85 residential units. The application is accompanied by an indicative masterplan which is subject to change. 5 Heritage Impact Assessment – Land east of Church Street, Cropwell Bishop, Nottinghamshire Locus Consulting Ltd. Figure 2: Indicative masterplan of proposed development 1.2 SCOPE OF STUDY The objectives of this study are to: • Review relevant policy and legislation; • Identify heritage assets that could be directly or indirectly impacted upon by the proposed development; • Assess the potential presence and significance of archaeological remains within the Site and consider the requirement for further investigation or mitigation, • To assess the heritage significance of designated and non-designated heritage assets that might be indirectly impacted upon by the proposed development, the degree of impact upon them, and potential way to mitigate or avoid harmful impact. Research sources consulted for this study comprise published reference and mapping alongside a 1000m radial search of Nottinghamshire Historic Environment Record (NHER) centred on Site. 6 Heritage Impact Assessment – Land east of Church Street, Cropwell Bishop, Nottinghamshire Locus Consulting Ltd. 1.3 PLANNING BACKGROUND LEGISLATION AND NATIONAL POLICY There is national policy and guidance relating to the protection and treatment of the historic environment within the development process. These identify the historic environment as a non-renewable, fragile, and finite resource and place priority upon its conservation. This includes the setting out of appropriate assessment to ensure damage or loss to the resource is permitted only where it is justified. The National Planning Policy

Grantham, to the east of the village, offers a useful A1 connection and from Grantham station there is a direct rail link into London Kings Cross in a scheduled time of 75 minutes.

Rebecca Gregory This corpus contains place-names from an area directly to the south-east of Nottingham, stretching as far as the Lincolnshire and Leicestershire borders. This area is wholly within the Danelaw, and therefore it is expected that there will be a large amount of evidence of Scandinavian influence in the area as well as settlement by other peoples. The only linguistic evidence of British settlement in the place-names of this area is in the naming of the river Trent, with its probable meaning of „trespasser‟. This meaning is just as apt today as it must have been at the time of naming, as the Trent‟s flood plain is very wide, and flooding of the banks has a devastating effect, as can be seen in this photograph taken by the British Geological Survey of flooding in November 2000. Although named in Old English rather than British, the wīg in Wysall possibly shows evidence of Flooding of the Trent in November 2000 pre-Anglo-Saxon culture and <http://www.bgs.ac.uk/science/landUseAndDevelopment/ religion in the area. shallow_geohazards/flooding.html> [accessed 5 Jan 2012]. The Fosse Way (A46) runs straight through this area, but surprisingly there is no linguistic evidence in the corpus which indicates the presence of a Roman road. However, field- and farm names in the area may well contain indicators of the road upon examination.

    CROPWELL BUTLER PARISH COUNCIL CHAIRMAN’S ANNUAL REPORT – VILLAGE MEETING 10 APRIL 2017 Meetings and Councillors In a year of relative stability for the Parish Council, just one change of Councillor took place. Andy Thompson stepped down early in the year due to time pressures from his other commitments, and following the due recruitment process, we welcomed back former Parish Clerk John Lenthall, now as a Parish Councillor. Our thanks go to Andy for his services and contributions over several years as a Parish Councillor, and we certainly miss his ‘informal’ legal opinion on a variety of subjects. With Brenda Day, we now have two former Parish Clerks back as Councillors. The Parish Council held 11 full meetings, and several meetings of various sub-committees, in the 12 months to 31 March 2017. Once again, I am grateful for the support and contributions from my fellow Parish Councillors and Parish Clerk Sally Carter throughout the year, and we also much appreciate the support and guidance of Councillors Richard Butler (Nottinghamshire County Council) and Gordon Moore (Rushcliffe Borough Council). Richard will no longer be our local County Councillor from the forthcoming May local elections due to boundary changes, as Cropwell Butler is moved into the new Bingham West ward. We particularly want to thank Richard for his many contributions to the Parish over many years. Finance and Regulatory Details of income and expenditure can be seen in the accompanying Clerk’s Financial Report.     Electoral Ward & Parish Council Proposals 14 May 2021 USRAcic Consultation Upper Saxondale Electoral Ward & Parish Council Proposals Time for Change? Have Your Say Dear Resident, Depending where you live in Upper Saxondale you are represented in either the Radcliffe on Trent ward or the Cropwell ward and therefore either by Radcliffe on Trent Parish Council or Cropwell Butler Parish Council. Wards and parishes are electoral divisions of Rushcliffe Borough Council, for the purpose of electing borough and parish councillors. In Upper Saxondale 259 properties are located in the Radcliffe on Trent ward and 67 in the Cropwell ward. Upper Saxondale Residents Association Community Interest Company (USRAcic) is the organisational vehicle which maintains our land and amenities. USRAcic is a voluntary organisation and funds are raised from monthly household subscriptions, rental income from the Village Hall and events such as the village coffee morning. USRAcic’s proposal is that Upper Saxondale becomes a separate parish with its own parish council. This would remove the need for residents to pay an USRAcic subscription as well as a parish precept and would therefore create a more equitable and sustainable funding platform for residents. Every household pays an element of council tax to their local parish council via the parish precept. The creation of an Upper Saxondale parish council would mean those monies would become a regular source of income to be used specifically for the maintenance and improvement of our environment here at Upper Saxondale. The Local Government Boundary Commission for England is currently reviewing Rushcliffe Borough Council’s ward boundaries, this gives us the perfect opportunity to propose that Upper Saxondale should be moved wholly into one electoral ward, as a precursor to then proposing that we should also be our own separate parish.
