(limit 10.000 characters) Large agricultural areas characterize the landscapes and economies of Russia and Kazakhstan. Both countries see the innovative development of this sector as a priority. Compared to this, skilled labour and innovation potential is lacking. A number of initiatives to build up human resources on all levels and as well to improve higher education institutions (HEIs) reacted to this. EU projects with Russian and Kazakh partners like SARUD (Sustainable Agriculture and Rural Development) or SusDev (Green Skills for Sustainable Development) prove the increased interest to address global issues of sustainable agriculture. Committee for Water Resources Ministry of Agriculture of the Republic of Kazakhstan UNDP Project National Plan for Integrated Water Resources Management and Water Efficiency in Kazakhstan RepORT AcceSS TO DrinkinG WATer and SaniTATION in THE RepuBLic OF KAZakHSTan January 2006 Foreword Supplying population of the Republic of Kazakhstan with adequate quality drinking water is one of the priority directions of the social-economic development of the country. For Kazakhstan the Millennium Development Goals are the long-term goals, which are closely related to the National Development Strategy “Kazakhstan-2030”. The problem of supply of population with drinking water is reflected in such national documents as the Conception of the Water Economic and Political Sector Development of the Republic of Kazakhstan until 2010, the Strategy for Industrial and Innovation Development of the Republic of Kazakhstan for 2003-2015, as well as the Water Code of the Republic of Kazakhstan. Kazakhstan carries out a systematic work on water supply and sanitation in the framework of the sectoral Program “Drinking water” and the National Program on Development of Rural Territories. Under these programs the construction and reconstruction of the water supply systems in urban and rural areas is carried out. For the next 10 years of the program implementation 115 billion tenge are planned to be allocated from the republican budget. At the same time the factors inhibitory to stable and successful programme implementation are the following: a high level of deterioration of water supply networks and units, insufficient development and equipment of the water pipes traffic departments, as well as insufficiency in reliable official data on the accessibility of drinking water to population of Kazakhstan. -

The relevance of the study, due to the water difficult environmental situation increasing in the transboundary river basin (TRB) of Irtysh is related to the failure to address the issues of coordinated water use in the certain national segments: the Irtysh basin and its large left tributaries, the rivers Ishim and Tobol within the borders of Kazakhstan, China and Russia. The purpose of the study is to assess current processes of the water management system in the TRB formation and functioning, to identify current and potential problems of water use and to find ways to eliminate neutralize and prevent them in the future. The leading methods of research are system-dialectical, which provides for the water management systems study of the basin in question at the stage of formation, functioning and future development; as well as a comparative geographic method aimed at identifying and analyzing individual water management systems of the Irtysh TRB. Results of the study: The main water management problems in the Irtysh TBD were identified, their evaluation was determined and the their manifestation features in each of the identified national natural and economic subsystems were determined, the directions of their coordinated decision by all basin countries based on the methodology of strategic management adopted and widely implemented by the international scientific community. -

Aeshna caerulea, A. subarctica, Somatochlora graeseri (all from the S Altai mountains), Macromia amphigena fraenata (Sibinskie Lakes near Ust’- Kamenogorsk), Calopteryx samarcandica, Coenagrion hylas and Anormogomphus kiritchenkoi (all based on specimens in Zool. Inst. Russ. Acad. Sci., St. Petersburg) are first records for the country.
