    THE WASTES OF TIME REFLECTIONS ON THE DECLINE AND FALL OF EAST PAKISTAN Syed Sajjad Husain 1995 Reproduced By: Sani H. Panhwar 2013 Syed Sajjad Syed Sajjad Husain was born on 14th January 1920, and educated at Dhaka and Nottingham Universities. He began his teaching career in 1944 at the Islamia College, Calcutta and joined the University of Dhaka in 1948 rising to Professor in 1962. He was appointed Vice-Chancellor of Rajshahi University July in 1969 and moved to Dhaka University in July 1971 at the height of the political crisis. He spent two years in jail from 1971 to 1973 after the fall of East Pakistan. From 1975 to 1985 Dr Husain taught at Mecca Ummul-Qura University as a Professor of English, having spent three months in 1975 as a Fellow of Clare Hall, Cambridge University. Since his retirement in 1985, he had been living quietly at home and had in the course of the last ten years published five books including the present Memoirs. The protest which began on February 5 at the Shahbagh intersection in Dhaka, has spread beyond the capital amid reform demands that include a ban on Bangladesh Jamaat-e- Islami, a member of the 18-party alliance that forms the opposition. It was sparked on the same day by a 31-year jail term handed to the party's general secretary, Abdul Quader Mollah, who was convicted of war crimes that included mass murder and rape. The demonstration enjoyed the first fruits of success on February 11 when the country's cabinet gave the nod to a bill that would allow the government to challenge courts over sentences given under the International Crimes (Tribunal) Act. Protesters at Shahbagh had initially demanded that Mollah be hanged along with other people who committed war crimes in 1971. During the bloody independence most of the top leaders of Jamaat-e-Islami collaborated with the Pakistani armed forces to wreak havoc on the Bangladeshi populace.

This paper aims to contest some of these dominant/official narratives which have been discursively constructed and promoted by the secularist parties (including the ruling regime) and groups in Bangladesh over recent years. Examining the sociopolitical and historical facts and figures of the country, we have identified five major contested narratives related to (a) Bengali nationalism in East Pakistan, (b) foundational ideology of Bangladesh’s war of liberation, (c) state-sponsored Islamization in Bangladesh, (d) pro-liberation and anti-liberation dichotomy, and (e) war crimes trial. Drawing on a robust content analysis of the credible secondary sources substantiated by qualitative interviews, we have examined these dominant narratives and found that they are not supported by historical evidence and popular mandate, yet have been constructed largely to support and legitimize the current authoritarian regime. The paper offers both counter-narratives and some pragmatic policy recommendations to elude increasing polarization and sociopolitical instability and foster a peaceful democratic society in Bangladesh.

He received his primary education in Mymensingh town where his father Abdul Jabbar Khan was at that time working as the District Judge. In 1948, he passed Matriculation examination from the Mymensingh Zilla School. He passed the Intermediate of Arts examination as a student of the Dhaka College in 1950. Then he got admitted into the Dhaka University for studying English and after securing B.A. (Honours) and M.A. degrees he joined the same university in 1954 as a lecturer in the Department of English. He appeared in the Pakistan Superior Service Examinations and having stood second in the combined national merit list, he joined the Civil Service of Pakistan in 1957. He was promoted as Secretary to the Government of Bangladesh in 1976 and after retiring in 1982, he accecpted to be a minister for Agriculture and Water Resources in 1982.

Its headquarters is situated at Peelkhana, Dhaka. Army Officers are appointed as Director Generals and for other commanding positions of BDR on deputation. Presently, around 44,000 members are working at various levels in BDR. BDR has a proud history. It started working as Ramgarh Local Battalion in 1975. Later, during the Pakistan rule, it was known as East Pakistan Rifles or EPR. It got its identity as Bangladesh Rifles or BDR after independence. Eight Soldiers of BDR laid down their lives in the independence war and 2 of them were adorned with the title of “Beersrestha (Bravest)” posthumously as recognition of their extraordinary bravery. There are 446 Officer positions in BDR. Among them, 386 positions are filled in by the Officers deputed from army and 59 positions are filled in by the BDR Soldiers who were promoted as Officers. There is also a position for veterinary doctor. The total manpower at the Peelkhana BDR Headquarters is 4,866 (including 1,011 civil personnel), out of which, the number of Officers is 86. Number of Officers working outside Dhaka is 360 (Annexure - 1). There are totally 5 battalions at the BDR headquarters: Sadar (headquarters), Rifle Battalions 13, 24, 36 and 44. BDR is mainly a paramilitary force. Its main responsibility is to guard the country’s border, prevent smuggling, and assist the army during war.
