Sufism, being the marrow of the bone or the inner dimension of the Islamic revelation, is the means par excellence whereby Tawhid is achieved. All Muslims believe in Unity as expressed in the most Universal sense possible by the Shahadah, la ilaha ill’Allah. The Sufi has realized the mysteries of Tawhid, who knows what this assertion means. It is only he who sees God everywhere.1 Sufism can also be explained from the perspective of the three basic religious attitudes mentioned in the Qur’an. These are the attitudes of Islam, Iman and Ihsan.There is a Hadith of the Prophet (saw) which describes the three attitudes separately as components of Din (religion), while several other traditions in the Kitab-ul-Iman of Sahih Bukhari discuss Islam and Iman as distinct attitudes varying in religious significance. These are also mentioned as having various degrees of intensity and varieties in themselves. The attitude of Islam, which has given its name to the Islamic religion, means Submission to the Will of Allah. This is the minimum qualification for being a Muslim. Technically, it implies an acceptance, even if only formal, of the teachings contained in the Qur’an and the Traditions of the Prophet (saw). Iman is a more advanced stage in the field of religion than Islam. It designates a further penetration into the heart of religion and a firm faith in its teachings. -

The Concept of Ministry in the Arabic Political Tradition Its origin, development, and linguistic reflection IVAN V. SIVKOV Abstract The paper presents the results of an analysis of the term “ministry” (wizāra) as one of the pivotal concepts in the Arabic/Islamic political tradition. The ministry as key political/administrative institution in the Arabic/Islamic traditional state machinery is researched from a historical/institutional perspective. The concept of ministry is treated from the point of its origin and historical development, as well as its changeable role and meaning in the variable Arabic political system. The paper is primarily dedicated to the investigation of the realization of the concept of ministry and its different types and branches in the Arabic language through the etymological and semantic examination of the terms used to denote this institution during the long period of administrative development of the Arabic world from its establishment as such and during the inception of the ʿAbbāsid caliphate to its usage in administrative apparatus of modern Arab states. The paper is based on Arabic narrative sources such as historical chronicles, collections of the official documents of modern Arabic states, and the lists of its chief magistrates (with special reference to government composition and structure). ORDER GRANTING IN PART AND DENYING IN PART MOTION TO DISMISS This case is about a consulting fee dispute. The plaintiff claims that the defendant agreed to pay the plaintiff about $1.5 million for consulting services in 2018 but that the defendant has only paid about half that amount. The plaintiff has filed this lawsuit alleging numerous claims, and the defendant in turn has moved to dismiss the claims for statutory theft and breach of the implied covenant of good faith and fair dealing. I will grant in part and deny in part the motion to dismiss. BACKGROUND The following facts are drawn from the complaint and are assumed to be true solely for the purpose of this motion to dismiss. Defendant Horseneck Capital Advisors, LLC (“Horseneck”) is a Connecticut limited liability company that raises investment capital for businesses in the United States. Horseneck is 1 based in Greenwich, Connecticut, and is owned and managed by Christopher Franco. Id. at 1 (¶ 2). Malik has sued Horseneck principally seeking payment for consulting services that Malik rendered in Saudi Arabia for one of Horseneck’s investment fund clients. -

Taxation in Islam The following article is based on the book Funds in the Khilafah State which is a translation of Al-Amwal fi Dowlat Al-Khilafah by Abdul-Qadeem Zalloom.1 Allah (swt) has revealed a comprehensive economic system that details all aspects of economic life including government revenues and taxation. In origin, the permanent sources of revenue for the Bait ul-Mal (State Treasury) should be sufficient to cover the obligatory expenditure of the Islamic State. These revenues that Shar’a (Islamic Law) has defined are: Fa’i, Jizya, Kharaj, Ushur, and income from Public properties. The financial burdens placed on modern states today are far higher than in previous times. When the Caliphate is re-established it will need to finance a huge re-development and industrial programme to reverse centuries of decline, and bring the Muslim world fully into the 21st century. Because of this, the Bait ul-Mal’s permanent sources of revenue may be insufficient to cover all the needs and interests the Caliphate is obliged to spend upon. In such a situation where the Bait ul-Mal’s revenues are insufficient to meet the Caliphate’s budgetary requirements, the Islamic obligation transfers from the Bait ul-Mal to the Muslims as a whole. This is because Allah (swt) has obliged the Muslims to spend on these needs and interests, and their failure to spend on them will lead to the harming of Muslims. Allah (swt) obliged the State and the Ummah to remove any harm from the Muslims. It was related on the authority of Abu Sa’id al-Khudri, (ra), that the Messenger of Allah (saw) said: “It is not allowed to do harm nor to allow being harmed.” [Ibn Majah, Al-Daraqutni] Therefore, Allah (swt) has obliged the State to collect money from the Muslims in order to cover its obligatory expenditure. -

Marc Milner, PhD, Department of History Lawrence Wisniewski, PhD, Department of Sociology This thesis is accepted by the Dean of Graduate Studies THE UNIVERSITY OF NEW BRUNSWICK April 2014 ©Sasha J Paul, 2014 ABSTRACT An analysis of Pakistan’s political, social, institutional and regional history reveals two principal problems facing the state: first, the enmity that developed between Pakistan and India following partition, has morphed into an overwhelming national obsession with India which has supported unbridled growth of Pakistan’s security institutions at the expense of Pakistan’s ability to govern its own people. Second, despite the lofty aims of Mohammad Ali Jinnah to build his country into a modern democratic and secular state, the confluence of certain key factors have prevented Pakistan from ever moving towards this ideal. This study will examine the complex web of factors that have spawned Pakistan’s current situation as a failing nuclear state such as: the outstanding grievances from the partition of colonial India and subsequent conflicts, support of the Mujahedeen in Afghanistan and the social, institutional, and economic domestic factors. Pakistan’s overt and tacit support of extremists is a double-edged sword that undermines at any semblance of stability for this country as it grapples with a growing number of suicide attacks, targeted killings, kidnappings, increased criminal activity and rising drug addiction, yet the status quo continues with little expectation of positive change. -

Keywords: Zakat; Development; Regional Economy Abstract: Islamic economic development shows a significant increase in Indonesia. State revenue comes from tax payments and zakat payments, therefore these two items can sustain the development of the economic development of the community. Tax and zakat funds if collected and distributed in accordance with sharia principles can help economic growth and the development of infrastructure facilities needed by the Indonesian people. This study discusses the contribution of zakat to regional development in 2015 to 2017. This research is a qualitative research using descriptive analysis. Primary data in this study are data obtained from BAZNAS of South Kalimantan Province in Banjarmasin, while secondary data is obtained from reports on zakat fund collection in 2015-2017, books on zakat, scientific journals, articles and others. Data collection in this study uses interview, observation, literature study and documentation techniques. The results of this study conclude that zakat funds are distributed in the economic, education and health sectors as follows: 1) in 2015 zakat funds amounted to Rp. 665,332,320, the funds were empowered by the community by 44% for economic activities with a nominal amount of Rp. 294,300,000. This activity is in the form of additional business capital. 2) The distribution of education funds has increased from 2015 by 0.45% and in 2016 the contribution of education funds increased by 32.3%. -

A strong education system was brought by Muslims when they first arrived to the region, helping embed religion into almost all aspects of public and private life. Madrassas (religious educational institutes) were the center of these educational activi- ties and provided guidance not only for religious matters, but for worldly affairs. Students studied science, medical and engineering courses, algebra, geometry, logic, and philosophy alongside fiqh (Islamic jurisprudence) and Arabic and Persian grammar. The broad and practical nature of the syllabi enabled the students of madrassas to be good doctors, engi- neers, architects, teachers, and statesmen.[1] However, with the advent of British rule in 1857, madrassas began to lose their influence. The British built new schools to train people in administrative affairs and divided the system of education into two separate domains: religious and secular, traditional and modern, old and new. -

Most of the available studies on nation building process or Afghan nationalism have covered the nation building efforts from early 20th century and very limited works are available (mostly local narratives) had touched upon the nation building efforts prior to the 20th. This study goes beyond and examine major struggles aimed nation building along with the modernization of state in Afghanistan starting from late 19th century. Reforms predominantly the language (Afghani/Pashtu) and role of shared medium of communication will be deliberated. In addition, we will talk how the formation of strong centralized government empowered the state to initiate social harmony though the demographic and geographic oriented (north-south) resettlement programs in 1880s and how does it contributed to the nation building process. -

What Native Christians in the Middle East Continue to Face: Why it Matters for Both the Caring and the Unconcerned By Habib C. Malik [The annual Earl A. Pope Guest Lecture in World Christianity, delivered at Lafayette College, Easton, Pennsylvania, on Tuesday, April 12, 2016, at 7:00 pm.] There have been Christians and Christian communities living in the Middle East since the dawn of Christianity. After the better part of twenty centuries in and around the Land of the Lord’s Incarnation and Resurrection, however, the presence of these native Christians is threatened with nothing less than termination. What exists today of these communities are the few tenacious remnants scattered throughout the Levant, Iraq, and Egypt of the earlier far larger and more geographically prevalent ones that have steadily dwindled over time due to sustained stresses and pressures brought on historically for the most part from the encounter with Islam. Today, in the early 21st century, the rise of militant and violent Islamism combined with a pervading apathy in the wider world as to the plight of these beleaguered Christian communities threaten to hasten the final demise of Christianity in and around its original birthplace. The bleak future for Christians native to the Middle East, I submit to you tonight, relates organically to the state of Christians and Christianity in today’s largely post-Christian secular Europe, and in the West as a whole. Many will dismiss this alleged connection out of hand, but it continues to impose itself thunderously in the face of all such denial and disinterest. -

Persian, Farsi, Dari, Tajiki: Language Names and Language Policies Abstract Persian is an important language today in a number of countries of west, south and central Asia. But its status in each is different. In Iran its unique status as the only official or national language continueso t be jealously guarded, even though half—probably more—of the population use a different language (mainly Azari/Azeri Turkish) at home, and on the streets, though not in formal public situations, and not in writing. Attempts to broach this exclusive status of Persian in Iran have increased in recent decades, but are still relatively minor. Persian (called tajiki) is also the official language ofajikistan, T but here it shares that status informally with Russian, while in the west of the country Uzbek is also widely used and in the more isolated eastern part of the country other local Iranian languages are now dominant.
