About the College The University of Virginia’s College at Wise, formerly Clinch Valley College of the University of Virginia, is the only four-year, state-supported college in far southwestern Virginia and is a division of the University of Virginia. Situated on 396 acres in Wise County, UVa-Wise is an incredible example of the determination and perseverance of southwestern Virginia citizens. Before the College was created, there were no public colleges in Virginia west of Radford. Higher education was simply out of reach for most residents of Virginia’s Appalachian Mountains. When local residents Fred B. Greear, William A. Thompson, Kenneth P. Asbury, affectionately known as the “Three Wise Men,” and others made their case to University of Virginia President Colgate Darden for establishing a college in Wise, the Commonwealth of Virginia supported the cause by offering $5,000 to open, staff, and operate the two-year school for the fi rst year. Local supporters donated over $6,000 to furnish and equip the classrooms. Wise County donated property and two sandstone buildings, remnants of the county poor farm, to house the fi rst classes. All of these events happened in the winter of 1954. In September of that same year, Clinch Valley College opened its doors to 100 freshmen. Many of the fi rst classes of graduates went on to the University and other senior institutions and became some of the region’s most successful professionals. -

BACKER.DOC 2/11/2009 9:09:47 AM Articles From Constitution to Constitutionalism: A Global Framework for Legitimate Public Power Systems Larry Catá Backer* Academic and policy engagements with constitutions and constitutionalism have largely been built around unstated frameworks within which legitimated activity can take place. The essay suggests both the disorientation of much of the discussion and proposes an ideological framework that captures the assumptions about which constitutionalist discourse has evolved. Constitutionalism at one time could be said to involve the study of the peculiarities of the unique domestic constitutional framework through which government was constituted and power institutionalized. No longer. This essay examines the current discourse of constitutionalism. That discourse reveals the current dynamic character of the concept. Saint Luke Ireports that … “One of them, turned back, praising God with a loud voice; and he fell on his face at Jesus' feet, giving him thanks…he was a Samaritan.' Jesus remarks, ‘Were not ten cleansed? Where are the other nine? Was no one found to return and give praise to God except this foreigner?'” Both the Old and New Testaments are filled with appeals for us to thank God. Psalm 118 instructs us, "Give thanks to the Lord, for He is good; His steadfast love endures forever!" The Scriptures even tell us why we should be thankful to the Lord: Because "His steadfast love endures forever!" In the United States for almost four hundred years, there has been a celebration of thanks in November. The first is recorded in November of 1621. From our earliest years as a people, and before we were even an independent country, we have offered public thanksgiving for the gifts of the Lord. To be thankful is not just a polite word to say at Thanksgiving every year. Giving thanks to Almighty God is much more and should be a daily acknowledgment by all of us. We should never take God's gifts and other people’s kindness for • for those things seen and unseen; granted. • for human life, from the womb to the tomb– among the greatest of God's gifts; We speak of a "litany" of thanksgiving. -

Degree awarded September 2020. ii © 2020 Alberto Lioy iii DISSERTATION ABSTRACT Alberto Lioy Doctor of Philosophy Department of Political Science September 2020 Title: Electoral Revolutions: A Comparative Study of Rapid Changes in Voter Turnout In the political science scholarship on democratic elections, aggregate voter turnout is assumed to be stable, and depends upon an acquired habit across the electorate. Large turnout variations in a short period of time are therefore usually attributed to negligible contextual factors. This work establishes that such variations are more frequent than commonly thought and creates a novel theoretical framework and methodological approach for systematically studying rapid changes in voter turnout across Western Europe and Latin America. I attribute dramatic changes in voters’ participation, labeled electoral revolutions, to transformations in the party system competition and institutional credibility happening inside the national political context. -
