Kilburn (Brent) to Old Oak Common/No 4 | Structure Structure of the HS2 Phase One Environmental Statement The Environmental Statement (ES) documentation comprises: Non-technical summary (NTS) - which provides a summary in non-technical language of the Proposed Scheme, the likely significant environmental effects of the Proposed Scheme, both beneficial and adverse, and the means to avoid or reduce the adverse effects; Volume 1: Introduction to the Environmental Statement and the Proposed Scheme. This describes High Speed Two (HS2), and the environmental impact assessment process, the approach to consultation and engagement, details of the permanent features and generic construction techniques as well as a summary of main strategic and route-wide alternatives and local alternatives (prior to 2012) considered; Volume 2: Community forum area reports and map books - 26 reports and associated map books providing a description of the Proposed Scheme and of environmental effects in each area; Volume 3: Route-wide effects - provides an assessment of the effects of the Proposed Scheme where it is not practicable to describe them within the CFA descriptions in Volume 2; Volume 4: Off-route effects - provides an assessment of the off-route effects of the Proposed Scheme; Volume 5: Appendices and map books - contains supporting environmental information and associated map books; and Glossary of terms and list of abbreviations - contains terms and abbreviations, including units of measurement, used throughout the ES documentation. v CFA Report - Kilburn (Brent) to Old Oak Common/No 4 | Structure vi CFA Report - Kilburn (Brent) to Old Oak Common/No 4 | Introduction 1 Introduction 1.1 Introduction to HS2 1.1.1 High Speed Two (HS2) is a new high speed railway proposed by the Government to connect major cities in Britain. Stations in London, Birmingham, Leeds, Manchester, South Yorkshire and the East Midlands will be served by high speed trains running at speeds of up to 360kph (225mph). 1.1.2 HS2 is proposed to be built in two phases. Phase One, the subject of this ES, will involve the construction of a new railway line of approximately 230km (143 miles) between London and Birmingham. Construction will begin in 2017 and the line will become operational by 2026; with a connection to the West Coast Main Line (WCML) near Lichfield and to the existing HS1 railway line in London. 1.1.3 During Phase One beyond the dedicated high speed track, high speed trains will connect with and run on the existing WCML to serve passengers beyond the HS2 network to destinations in the north.

Trackwork materials will generally be brought into the site by rail, using appropriate existing trackwork as a railhead. During construction any disruption to other railway operators on the site will be kept to a reasonable minimum.     HSUK LONDON TERMINAL STRATEGY In the development of high speed rail systems, the issue of terminal location and onward distribution of passengers assumes almost as much importance as the more obvious question of route. The new lines are designed to carry large volumes of passengers on trains operating at high frequencies, and these factors combine to create major flows arriving at city terminals which must then be efficiently dispersed onto the local public transport networks. This demands full integration of high speed and local systems, with optimised transfer at dedicated and fit-for- purpose terminals. These issues apply at all UK cities where high speed lines are planned, but are most acute in London, where passenger flows are greatest, and congestion in the existing public transport system is most critical. The following diagrams review existing central London connectivity issues, and compare and contrast the London terminal solutions proposed for HS2, and for the alternative High Speed UK proposals. For precise details of the core High Speed UK proposals (as included in the cost estimates), see the ‘200k’ series of plans. LTS1 : LONDON MAIN LINE NETWORK CIRCA 1963 LTS2 : EXISTING CENTRAL LONDON RAIL NETWORK INCLUDING CROSSRAIL SCHEME These diagrams show the rail network of central London, dominated by the classic terminus stations of the Victorian era. These are mostly reliant for onward connectivity upon the Tube network, which tended to form ‘nodes’ around the busier/more important termini. However, the change from main line to Tube is inherently inefficient, with passengers forced to detrain en masse, and with massive congestion occurring especially at rush hours.

Key outputs Identifies a series of principles and site specific guidance for: • Land uses • Public realm and connections • Publicly accessible open spaces and green infrastructure • Mitigating impacts of High Speed 2 construction activities • Local character and heritage • Development capacity • Indicative building heights and massing Key recommendations • Manage the transition between Old Oak and Park Royal by coordinating the mix of uses, built form and different character of the two areas. • Support the functioning of Strategic Industrial Locations (SIL). • Deliver mixed-use development in areas outside of SIL to support the local economy and deliver housing. • Focus active retail, social infrastructure, community and leisure uses in clusters around stations and town centres. • Retain and enhance existing residential areas. • Working positively and proactively with High Speed 2 Limited to address impacts on the public realm, open spac- es, movement and residential amenity. • Support north-south movement along Victoria Road and Old Oak Lane through improvements to walking and cy- cling routes and the carriageway that mitigate impacts during the construction of High Speed 2 and in the longer- term. • Deliver a well-defined street with generous footpaths, segregated cycle lanes on main routes and positive and active frontages across the area.
