OFFICER DECISION RECORD ODD/181/2020 Record of a decision of the Service Director Culture Housing and Regulation, taken in consultation with Matthew Gladstone, Executive Directive Place. Granting of a licence to the De Morgan Foundation at Cannon Hall Museum Subject In early 2016 new galleries (A Family of Artists) opened at Cannon Hall in partnership with the De Morgan Foundation. The De Morgan Foundation owns an unparalleled collection of work by the late 19th and early 20th century ceramicist William De Morgan and his artist wife Evelyn Pickering De Morgan. It complimented existing exhibitions at the Watts Gallery in Surrey, and Wightwick Manor operated by the National Trust in Wolverhampton. The collection has been a perfect addition to the hall and is the only place in the North of England where De Morgan pieces can be viewed in all their glory on a lasting basis. Cannon Hall became a key member of the network of De Morgan Collection exhibitions and loans in the UK and around the world. William De Morgan was the foremost ceramic artist of the Arts and Crafts Movement. Evelyn Pickering De Morgan came from a prosperous upper-middle class professional family; her mother, Anna Maria, was the daughter of John and Lady Elizabeth Spencer-Stanhope of Cannon Hall. Her uncle was the famous Pre-Raphaelite artist John Roddam Spencer-Stanhope. To date, Barnsley Museums and the De Morgan Foundation have worked in an informal partnership, with the works of art on loan to Barnsley Council. The success of the galleries in attracting new visitors to the Hall, and working together on various projects, has led to the proposal that the De Morgan Foundation creates its main base at Cannon Hall. Creating this permanent home will also enable the De Morgan Foundation to apply for Museum Accreditation, administered by Arts Council England, a huge step forward for the Foundation’s long term sustainability. This is a very important and high profile partnership for Barnsley, supporting our work with communities and significantly boosting our visitor economy. The licence has been drafted by the Council’s Asset Management team and relates to the top floor galleries currently occupied by the De Morgan exhibition and the use of an office at the Hall. The licence is offered on a peppercorn basis but the De Morgan Foundation will cover legal and surveying costs. A formal partnership agreement is under development with legal colleagues.
