Study Design Purpose Generally, the purpose of this study was to understand the nature of students attending and applying to charter schools in the -area. Of specific interest were the number of individual students applying to one or more charter schools and the geographic location of these students. This study tabulated and mapped the number of individual students attending and applying to charter schools per local Independent School District (ISD), city council district, legislative district, and State Board of Education (SBOE) district.

Study Questions This study sought to answer the following questions: 1. How many charter school students are enrolled, on a waitlist for, or declined enrollment at each Austin area charter school? 2. To what extent do students applying to charter schools in Fall 2018 apply to multiple charter schools? 3. How many individual students sought Fall 2018 charter school enrollment in the Austin area and where is their geographic location?

Charter School Participants Charter schools participating in this study enrolled students in the 2018-2019 school year and were located in the greater Austin-area. For the purposes of this study, the greater Austin-area encompassed the area generally surrounding the I-35 corridor, stretching North to South from beyond Georgetown ISD to Hays Consolidated ISD and East to West from Bastrop ISD to Dripping Springs ISD. In the 2018-2019 school year, the greater Austin-area was home to 82 charter school campuses operated by 28 charter holders. Of these 82 charter schools, 22 were alternative education charters, either dropout recovery high schools or residential treatment facilities, and were not of interest in this particular study. Participating in the study were 50 campuses educating more than 90% of the total charter school student population of interest in the greater Austin-area. The 50 charter schools operated by 16 charter holders participating in the study are displayed on Map 1. The charter school participants enrolled 25,035 students in the 2018-2019 school year.

Data The KLE Foundation contacted area charter schools serving the student population of interest and connected those interested in participating with TTM Analytics. After completion of a data-sharing and confidentiality agreement, participating charter schools were asked to provide data for the Fall 2018 enrollment cycle. The data requested included the name and home address of students that were enrolled, students that were accepted into the school but declined enrollment, and students that remained on the waitlist. Schools transmitted data via password protected files into a password protected server and only the study authors had access to the password protected server and files. All data was deleted upon completion of this project.

Method Raw data from each school were combined into a master dataset using the statistical software STATA. The raw data were then uploaded to ArcGIS where individual student addresses were geolocated, mapped, and a series of boundaries of interest were overlaid. Only students for whom a complete address was provided were included in the final dataset. Students in the raw dataset without complete addresses were removed. For each mapped record, the boundaries of interest (surrounding ISDs, counties, cities, etc.) were added into the dataset using publicly available shape file maps. These data were uploaded again into STATA for restructuring. The geolocated raw data were then cleaned before being restructured into a horizontal dataset. Students reported with two different statuses (Enrolled, Declined Enrollment, or Waitlisted) for the same school were deleted from the dataset, as no final status could be determined. Students reported as Enrolled at more than one charter school or with incomplete records were removed from the data set2. The cleaned, vertically structured dataset with possible multiple records per student was restructured into a horizontal dataset with one record for one student so that multiple applications to multiple charter schools could be analyzed for each student. After restructuring the data, analysis was conducted to determine the frequency of applications submitted.

Multiple Student Records. The raw data provided by each charter school were cross- referenced with data from all other charter schools to determine the number of students for which there was more than one record, indicating that the student applied to more than one charter school for Fall 2018. To provide context to better understand the nature of the student records in the dataset, an example of one student with records for five different charters is detailed:

Student Record Example: A student with records for five different charter schools was Enrolled at IDEA, Waitlisted at KIPP and NYOS, and Declined Enrollment at Harmony and Valor.

This example highlights the complexity of the student enrollment and waitlist data. This particular student declined enrollment at Valor and Harmony, but remains on the waitlist for KIPP and NYOS while enrolled at IDEA. For this report, it is important to understand both the quantity of schools to which a student applied, but also find deduplicated, individual student counts for enrollment and waitlist in the Austin area. In the raw data reported by charter schools, this student is reported once for each of the 5 schools, thus representing 5 students in the reported raw data. However, in the deduplicated data where individual students are reported, this student is assigned a primary status of Enrolled and reported once. The following Data Deduplication section details the rules applied to categorize individual, deduplicated students in the report.

Data Deduplication To isolate and classify the individual students in the dataset, the following set of rules was consistently applied to prioritize categorization of and deduplicate the dataset and assign each student a primary status: 1. The Enrolled status was the dominant status. Students reported as Enrolled at any participating charter school were counted only once as an Enrolled student. To clarify, a student with three records- a record of Enrolled at one charter school, Waitlisted at another, and Declined Enrollment at another- would be assigned a primary status of Enrolled and counted only once as an Enrolled student. 2. Students with multiple Waitlisted statuses were counted only once as a Waitlisted and assigned a primary status of Waitlisted. 3. Waitlisted statuses were prioritized over Declined Enrollment statuses. As an example, a student with two records, one Declined Enrollment and one Waitlisted, would be assigned a primary status of Waitlisted and counted solely as a Waitlisted student. 4. To be counted solely as a student that Declined enrollment, the student would have Declined Enrollment as their only status in the dataset. Thus, these students were assigned a primary status of Declined Enrollment.

The subsequent sections provide the study findings in tabular format and maps.

Table 1 displays the complete raw student records provided by all charter schools and the deduplicated student data. Originally, 41,176 complete student records were provided by charter schools: 25,035 were students enrolled in the 2018-2019 school year, 4,492 were accepted into the charter school during the 2018-2019 school year but did not enroll, and 11,649 were waitlisted. After the data deduplication and students were assigned a primary status using the prioritization methods described above, 38,569 unique student records remained. These students represent 25,035 students enrolled in charter schools, 3,561 students who were only reported in the data as having been accepted into a charter school, but chose not to enroll (declined enrollment), and 9,973 were unique students remaining on a charter waitlist as of Fall 2018.

Note: Per the prioritization rules on page 5, the deduplicated data students were assigned a primary status. If a student was waitlisted at two different charter schools, they are represented only once in the deduplicated data with a primary status of Waitlisted. If a student was reported by two schools as having two statuses, Declined Enrollment and Waitlisted, they were represented only once in the deduplicated data with a primary status of Waitlisted. Students with only a status of Declined Enrollment in the deduplicated data were reported only as primary status Declined Enrollment.

Table 2 demonstrates redundancy in the dataset by displaying the number of times each student in the deduplicated data is reported by different charter schools, or the number of charter school student applications submitted. Because of small numbers of students, students with 2 or 3 and 4 or 5 applications are combined and displayed in the table to optimize data displays without masking. 1 Charter School Student Application: The table shows that 36,384 students were uniquely reported at one of the 50 participating charter school campuses, or as submitting one application. ‡This number should be carefully interpreted. The 36,384 students that were reported only once in the total dataset includes 23,852 Enrolled students which could be either students newly admitted to charter schools in the 2018-2019 school year or students returning from the 2017-2018 school year. There were 9,037 students that were reported as Waitlisted for only one charter school and 3,495 students who were only reported as Declined Enrollment by one charter school. 2 or 3 Charter School Student Applications: Table 2 indicates there were 2,124 students with two or three charter school applications, or reported by two or three different charter schools. Of these students, 1,150 were Enrolled at one charter school and reported by one or two additional charter schools as either Waitlisted or Declined Enrollment. There were 66 charter students who submitted applications at two or three charter schools, were accepted, but declined enrollment at the charter schools. There were 908 charter students who were Waitlisted at one charter school and also reported as either Waitlisted or Declined Enrollment by one or two additional charter schools. 4 or 5 Charter School Student Applications: Table 2 shows 61 students that were reported by four or five different charter schools. Of these, 33 were reported as Enrolled by one charter and either Waitlisted or Declined Enrollment by three or four additional charter schools. Also, 28 students were reported as Waitlisted by four different charter schools.

Table 3 presents the number of deduplicated students residing in each Austin-area county, per primary student status. The addresses provided by the charter schools for each student were geolocated and the county of residence was determined. Travis County has the largest number of charter school students with a total of 26,753. Of those students, 17,460 had a primary status of Enrolled in an Austin-area charter school, 2,485 Declined Enrollment, and 6,808 Waitlisted.

Table 4 displays the number of students with primary statuses of Enrolled, Declined Enrollment, and Waitlisted per city of residence. In the deduplicated dataset, 23,391 students had an address in the city of Austin: 15,413 students had a primary status of Enrolled, 2,170 had a primary status of Declined Enrollment, and 5,808 had a primary status of Waitlisted.

Table 6 presents the number of students residing within an Austin-area ISD boundary with a primary status of Enrolled, Declined Enrollment or Waitlisted.

Table 7 shows the number of charter school students residing within Austin ISD High School Attendance Zones. All ages and grade levels of charter school students are reported per high school attendance zone. The largest number of charter school students reside within the Lanier High School attendance zone (3,235). Of those students, 2,147 had a primary status of Enrolled, 269 had a primary status of Declined Enrollment, and 819 had a primary status of Waitlisted.

Also displayed in Table 7 is the total Austin ISD (AISD) PK-12 enrollment and percentage of Economically Disadvantaged in the High School attendance zone. The enrollment and percent Economically Disadvantaged for each school within the AISD high school attendance zone from the 2018 Texas Academic Performance Reports is detailed in Appendix A. The Enrolled and Waitlisted charter school students are displayed as percentages of the total AISD PK-12 enrollment in Map 4 and Map 5.

Table 8 shows the number of charter school students residing within Austin ISD Middle School Attendance Zones. All ages and grade levels of charter school students are reported per middle school attendance zone. The largest number of charter school students reside within the Dobie Middle School attendance zone (3,097). Of those students, 2,099 had a primary status of Enrolled, 301 Declined Enrollment, and 697 Waitlisted.

Table 9 shows the number of charter school students residing within Austin ISD Elementary School Attendance Zones. All ages and grade levels of charter school students are reported per elementary school attendance zone. The largest number of charter school students reside within the Hart Elementary School attendance zone (726). Of those students, 561 had a primary status of Enrolled, 67 had a primary status of Declined Enrollment, and 98 had a primary status of Waitlisted.
