Leeds Skelton Lake Services LEEDS SKELTON LAKE SERVICES Call with any queries or feedback on 01924 873 873 CLIENT Extra MSA Group SITE AREA 15.52 ha LOCATION Junction 45 of the M1, Leeds SECTOR COMMERCIAL Spawforths advise Extra MSA Group on planning and environmental matters on a number of their ‘new concept’ Motorway Service Area (MSA) sites across the north of England. On behalf of Extra, Spawforths secured planning permission for a £60m MSA at Junction 45 of the M1 Motorway in Leeds (Leeds Skelton Lake Services). This MSA is now in construction and Spawforths continue to work with Extra to advise on planning and environmental matters, including discharge of planning conditions. This MSA is located at the Gateway to the Leeds Enterprise Zone and Extra’s investment in the City Region will create over 700 new job opportunities throughout its construction and operation. The high-quality, innovative building design features sweeping architecture that will tie its ‘Living Green Roof’ into the landscape. The bright and spacious building interior also includes a new Visitor Centre, community space and an upper-floor viewing deck over Skelton Lake. By improving walking routes to and around Skelton Lake, the development will also form part of a ‘Green Corridor’ linking Temple Newsam to the north with Rothwell Country Park. These Motorway Services will address road safety deficiencies on sections of the Motorway Network, bringing with them significant investment and job creation. Extra’s proposals include an attractive Facilities Building which will provide a wide range of popular and high quality food and ancillary retail outlets, together with a Business Lounge, Fuel Filling Station and Hotel. I have provided a technical review, which is attached and a summary of this is as follows: This review has highlighted the need for further information: 1) Parking is based upon busiest month, however, it should be demonstrated that the busiest month is in fact July, based upon the number of missing survey days within July and other months. 2) The parking provision generally complies to Cir 02/13, however the number of caravan / motorhome / vehicle with trailer spaces available for disabled users should be increased to 2. 3) It should be demonstrated that the inclusion of committed developments would not materially change the assessments. In addition to the above, it should be noted that the CTMP should be conditioned on any approval such that it is produced and agreed before construction starts and then implemented throughout the construction period. Once final layouts have been determined these should be subject to a design standards check and subsequently a Stage 1 RSA.
