The country is gradually developing the capacity of its state institutions and civil society to address the political and social consequences of Russian aggression. • Russia’s three main levers of influence in Ukraine include the ongoing armed conflict, corruption, and the poor quality of the political sphere. The Kremlin seeks to exploit these vulnerabilities to promote polarization and encourage a clash between Ukraine’s citizens and its governing elite by taking military action, manipulating the corruption narrative, supporting pro-Russia parties, and fuelling religious tensions through the Russian Orthodox Church (ROC). • The ramifications of the military operation in Donbas reverberate strongly across the country and domestic politics. The most prominent spillover effects include the circulation of firearms and the weakened capacity of authorities to reintegrate internally displaced people (IDPs) and war veterans. • With no clear way to end the armed conflict, there is a growing risk of societal polarization. This could have negative consequences for any prospective peace agreement. -

New Civic Activism in Ukraine: Building Society from Scratch? Susann Worschech European University Viadrina Abstract Since Euromaidan, civil society in Ukraine faces new challenges and a new role in society. Volunteer work, donations and civic activism have increased vis-à-vis the humanitarian crisis and the war in Eastern Ukraine in an unprecedented dimension. Civil society’s takeover of state responsibilities depicts the compensation of state failure. But it is questionable whether the post-Euromaidan civil society contributes to Ukraine’s democratization process. Based on two case studies, in this article I examine new issues civil society in Ukraine deals with, what forms the basis of a new quality of civic activism and participation. Further, I describe structures, activities and interrelations of this new Ukrainian volunteer movement, with the aim to discuss its ambivalent role in fragile democratization. Key Words: civil society; democratization; volunteer movement; Euromaidan; Ukraine, trust networks. 3 Introduction Euromaidan, or the “Revolution of Dignity”, marked a watershed for Ukrainian civil society and scholars alike. Until that event, civil engagement, self-organization and societal solidarity were considered low in the post-soviet space.1 At the same time, the existing organized civil society was described as elitist, artificial, and donor-driven.2 But since the nation-wide protests of 2013– 2014, civil society in Ukraine grew to an unprecedented dimension. NATO’s engagement serves two vital purposes for Ukraine. The future development of the integration depends on Ukraine’s correspondence to the standards of NATO membership, on the determination of its political leadership, and on an effective mobilisation of public opinion on NATO membership. This report shows that Ukraine has made progress in reaching the standards for NATO membership, especially in the spheres of military contribution and interoperability. However the absence of national consensus and lack of political will and strategic management of the government hamper any effective implementation of Ukraine’s Euro-Atlantic integration. It is also crucial to neutralise Russia’s influence, which seriously hampers Ukraine’s Euro-Atlantic course. Leading representati- ves of the current leadership, especially Prime Minister Viktor Yanukovych and his Party of Regions of Ukraine, prefer for the moment continued stable relations with Russia rather than NATO mem- ? bership. President Yanukovych’s Growing Authoritarianism DOES UKRAINE STILL HAVE EUROPEAN PROSPECTS? PONARS Eurasia Policy Memo No. 265 July 2013 Olexiy Haran University of Kyiv-Mohyla Academy The ambiguous results of Ukraine’s October 2012 parliamentary elections suggested that President Viktor Yanukovych might find it difficult to control Ukraine’s new legislature. Yanukovych has thus begun to rely on authoritarian methods involving direct pressure, falsifications, and legal manipulations to secure his reelection in 2015. At stake is the future of the EU-Ukraine Association Agreement, a document initialed but not yet signed, now an instrument hostage to Yanukovych’s stratagems. After Parliamentary Elections: A New Constellation on the Way to Presidential Elections The 2012 parliamentary elections were based on a new electoral law, which introduced a mixed proportional-majoritarian system (instead of a purely proportional one). The law banned electoral blocs and raised the electoral threshold from three to five percent. Blackmailed by the presidential majority, most deputies from Batkivshchyna (the party of the imprisoned Yulia Tymoshenko) and the Front for Change (led by Arseniy Yatseniuk) voted for this electoral law as a “lesser evil.” They thus share, to a certain extent, responsibility for the law. The new system increased the opportunities to use so-called “administrative resources” in single-mandate districts. As an example of manipulation, “parties” unknown even to experts (such as “Power for Youth” or “Ukraine–Rus United”) received spots in all district election commissions while the Ukrainian Democratic Alliance for Reforms (UDAR, led by Vitaliy Klitschko) and the nationalist Svoboda party received none. Most international observers stressed that while elections remained competitive they were still a step back on Ukraine’s democratic path. -

DOI 10.14746/ssp.2017.4.2 Elżbieta OLZACKA Jagiellonian University Understanding the Conflict in Eastern Ukraine: The Role of Cultural Context Abstract: The aim of the paper is to explore the cultural context of the conflict in eastern Ukraine. From this perspective, the conflict in Donbas has to be seen not only in the context of a political game, socio-economic transition and geopolitical interests, but also in the light of a cultural conflict rooted in history. According to Ukrainian researcher Mykola Riabchuk, Ukraine is divided, not between ethnic Rus- sians and Ukrainians, but between two different types of Ukrainian identity. These profound differences have been exacerbated by the events of the “Euromaidan” and, subsequently, the violent conflict between the separatist forces of the self-declared Donetsk and Luhansk People’s Republics on the one hand and the post-revolutionary Ukrainian government on the other. This article focuses on how the cultural divisions of Ukrainian society have been used since the beginning of Ukrainian independence by the political elite as a tool of symbolic politics, contributing to the mass mobiliza- tion of Ukrainian society and the outbreak of a violent conflict. Religion, collective identity, language, beliefs, values, symbols, attitude to the past and visions of the future may be considered as sources of conflict, but also as “weapons of war,” helping to mobi- lize and legitimize military actions.
