II Remarks Remarks This Parcel Post Manual replaces the Parcel Post Manual published by the Inter­ national Bureau after the 24th Congress (2008), which itself had replaced volume 3 of the Annotated Code appearing after each Congress between 1940 and 1991. This Manual includes the provisions of the Universal Postal Convention relating to postal parcels revised by the 2012 Doha Congress, those of the Regulations as revised by the Postal Operations Council in 2013, and the commentary made by the International Bureau. The Manual is designed so as to give the reader immediate access to all the infor­ mation about one and the same matter, viz: – the provisions of the Convention relating to postal parcels, indicated by Article … – the provisions of the Regulations, indicated by Article RC … – the provisions of the Final Protocol, after the article concerned and indicated by Prot Article … (for the Convention) or Prot Article RC … (for the Regulations) – the commentary by the International Bureau following the provisions to which it refers. The provisions of the Letter Post Regulations referred to in this Manual are given after the commentary by the International Bureau, and are indicated by Article RL … (Letter Post Regulations) The commentary now includes only topical elements to the exclusion of historical developments. On July 15, 2021, Mauritius will gradually open its international borders. However, COVID-19 continues to have a direct impact on international inbound and outbound mails to and from Mauritius. Therefore, the previously announced provisions and force majeure continue to apply for all inbound and outbound international letter-post, parcel-post and EMS items. New Zealand UPDATE: New Zealand Post has advised that the level-2 alert in the Wellington region has ended as of June 29, 2021. Panama UPDATE: Correos de Panama has advised that post offices, mail processing centers (domestic and international) and the air transhipment office at Tocúmen International Airport are operating under normal working hours and the biosafety measures established by the Ministry of Health of Panama (MINSA). Correos de Panamá confirms that it is able to continue to receive inbound mail destined for Panama. However, Correos de Panama is unable to guarantee service standards for inbound and outbound mail. As a result, force majeure with respect to quality of service for all categories of mail items will apply until further notice.

    UNIVERSAL POSTAL UPU UNION Parcel Post Manual Berne 2013 International Bureau of the Universal Postal Union July 1, 2015 Parcel Post Manual (Update 3) Preface to Bookmarked Edition The Parcel Post Manual (2013) is published by the International Bureau of the Universal Postal Union. It reproduces the Universal Postal Convention adopted by the 2012 Doha Congress of the Universal Postal Union and the Parcel Post Regulations adopted by the Postal Operations Council. The 2012 Convention and associated Parcel Post Regulations will be in effect from January 1, 2014, until December 31, 2017. The International Bureau updates the Parcel Post Manual periodically to include new or revised Parcel Post Regulations adopted by the Postal Operations Council. In general, but with some exceptions, the Regulations are adopted by the Postal Operations Council under the general authority of Articles 113(1)(13) and 141 of the General Regulations and not pursuant to an explicit delegation of authority in the Convention. The most recent update of the Parcel Post Manual, Update 3, was published in March 2015. The Parcel Post Manual also includes copies of selected Resolutions and Decisions ("Other Decisions by Congress") adopted by the Doha Congress and related to the Parcel Post. The UPU treats these Resolutions and Decisions as binding legal measures although there is no provision in the Constitution which explicitly authorizes the Congress to act legislatively by resolution or decision. The order of presentation in the Parcel Post Manual does not follow the order of the Universal Postal Convention. Articles of the Convention are organized according to topics. Parcel Post Regulations (numbered, RL xxx) follow the Articles of the Convention to which they logically relate.

    March 30, 2020 DMM Advisory Keeping you informed about classification and mailing standards of the United States Postal Service UPDATE 11: International Mail Service Disruptions Due to COVID-19 On March 27, 2020, the Department of Defense notified the Postal Service™ that effective March 30, 2020, the temporary service suspension to the APO/FPO ZIP codes listed below will be LIFTED immediately: City State ZIP Code FPO AE 09204 FPO AE 09216 APO AE 09706 Additionally, on March 30, 2020, the Postal Service received notifications from various postal operators regarding changes in international mail services due to the novel coronavirus (COVID-19). The following countries have suspended certain mail services: France UPDATE: La Poste has advised that effective March 30, 2020, it will be unable to accept inbound letter-post flows in their entirety for the upcoming weeks, during which there will be four days of reception: Tuesday, Wednesday, Thursday and Friday. Efforts will be focused on urgent flows and the delivery of small packets able to help people during this confinement period. Therefore, La Poste is asking mailers worldwide to defer their non-urgent shipments to France and requesting that postal operators reduce the volume of despatches. For the same reason, La Poste will be unable to receive the following letter-post items; International Surface Airlift, M-bags, returns, and International Business Reply Service (IBRS). Honduras UPDATE: Empresa de Correos de Honduras (Honducor) has advised that it has extended the suspension of postal services until April 12, 2020, or a later date to be communicated in due course. The suspension affects imports of international mail at land and sea borders, and at Ramon Villeda Morales Airport in San Pedro Sula and Toncontin Airport in Tegucigalpa.
