By MATT HORTENSTINE Staff writer The Board of Governors set up a 17-goal plan to attract and retain minority, female and disabled students at its meeting Thursday at Chicago State University. BOG spokesperson Pam Meyer said the steps taken were in· reaction to a 1985 law that requires the Illinois Board of Higher Education to study the problem of disadvantaged student access to public universities and monitor the progress. For the five BOG univer sities, the IBHE determined that one plan should be developed. The plan was developed for the BOG by the Systemwide Committee on the Specific Student Groups, said Meyer.
