1. EXECUTIVE SUMMARY

Project

M/s Parnami Buildcon Pvt. Ltd is a firm started with the objective to get involved in the business of manufacturing & trading in organic chemicals viz. Formaldehyde.

M/s Parnami Buildcon Pvt. Ltd is proposing to setup an manufacturing unit of Formaldehyde with the production capacity of 300 M.T per day at Village Ismalia, Tehsil Sampla, District Rohtak, Haryana.

Location

The proposed project shall be located in 1.51 acres (0.61107 hactares) falling under Khasra No. 8/3/1, 9/2/2, 12/1, 12/2 in Mussil No. 180 and is situated at Village Ismalia, Tehsil Sampla, District Rohtak, Haryana. The land is already under the possession of project proponent.

There is no forest land involved in this 1.51 acre (0.61107 hactares) of land and NOC for the same is attached as Annexure- I. The geographical location of the proposed plant lies from Latitude- 28°45'36.7"N to Longitude- 76°43'59.6"E.

The site is about 3.4 km from NH-10 (Rohtak-Bahadurgarh Corridor) which is in NNE direction and is about 1.8 kms from SH-20 which is in SE direction. The nearest settlement Ismalia is at a distance of 2.3 km (approx) in North direction. The nearest major railway station is Ismalia Haryana Railway station is at a distance of 4.0 km (approx) which is in North direction. Sampla and Rohad Nagar Railway stations are at a distance of 4.2 kms (approx.) which is in NE direction and 7.6 km (approx.) which is in East direction respectively which can also be used to avail regional trains. Indira Gandhi International Airport, is at a distance of 40.9 kms (approx) which is in ESE direction.

It is connected with the adjacent states and other parts of as well, which facilitates transportation of goods, both inwards and outwards. This further facilitates the marketing of Formaldehyde all over India, Including Haryana, Punjab & Rajasthan are nearby industrial areas having plywood and sunmica/decorative laminate industry.

Need for the project

The Formaldehyde is used by plywood and sunmica laminated sheets manufacturers, who make adhesives like Urea Formaldehyde, Phenol Formaldehyde, Malamine Formaldehyde.

PRE FEASIBILITY REPORT Plywood Boards and sun mica sheets market is growing very fast in India. The market is expected to continue to grow at the minimum rate of 10 to 15% per year. During the last decade, India has built a very strong position as sun mica sheets and ply wood boards for domestic consumption and for exports to South Asian countries & Middle East.

Formaldehyde is used by ply wood and sun mica laminated sheets manufacturers, who make adhesives like Urea Formaldehyde and Phenol Formaldehyde products. So considering the above, the M/s Parnami Buildcon Pvt. Ltd. is proposing to setup a manufacturing unit of Formaldehyde with the capacity of production of 300 M.T per day.

Project Proponent

The present proposal is for the production of Formaldehyde with a manufacturing capacity of 300 M.T per day which is being promoted by Mr. Shekhar Bansal, and Mr. Padam Kumar Bansal, who are very experienced persons.

Process / Technology

The commercial production of Formaldehyde is manufactured from oxidation- dehydrogenation using a silver catalyst involving either the complete or incomplete conversion of methanol.

Methanol is vaporized and mixed with air and steam and it is then passed over a thin bed of silver catalyst at 650°C. Formaldehyde is formed by the dehydrogenation of methanol.

The heat required for the endothermic reaction is obtained by burning hydrogen content in the off gasses, produced from the dehydrogenation reaction.

Manpower Requirement

During construction phase, approx 10-14 persons will be required. Whereas it is estimated that total 20-24 persons will be required for the proposed project during operation phase.

Water requirement

Total water requirement for the proposed project will be 688.04 KLD. For industrial purpose will be 678.04 KLD & for domestic or drinking purpose will be 10 KLD which will be sourced from tubewell for which the groundwater abstraction application will be filed to CGWA.

Power Requirement

Maximum power requirement for the plant will be 996 KVA (Total connected load). Average running load power requirement for the project will be 724 KVA. The power will be supplied from UHBVN (Uttar Haryana Bijli Vitran Nigam).

2 D.G. sets of capacity 350 KVA each & 1 Transformer of capacity 800 KVA will also be proposed

Raw Material Requirement

The only raw material is Methanol- 135 MT per day which comes in lorry tankers & stored in Underground CS (Carbon Steel) tanks.

Capital Cost of the project

The fixed cost for the proposed project estimated to be 1490 lacs which include, building, plant & machinery, raw material, plant shed and others.

2. INTRODUCTION OF THE PROJECT / BACKGROUND INFORMATION

(i) Identification of Project & Project Proponent

Project

M/s Parnami Buildcon Pvt. Ltd is proposing to setup a manufacturing unit of Formaldehyde with the capacity of production of 300 M.T per day at Village Ismalia, Tehsil Sampla, District Rohtak, Haryana.

Project Proponent

The present proposal is for the production of Formaldehyde with a manufacturing capacity of 300 M.T per day which is being Promoted by Mr. Shekhar Bansal and Mr. Padam Kumar Bansal who are experienced persons.

(ii) Brief description of nature of project:

M/s Parnami Buildcon Pvt. Ltd is proposing to setup a manufacturing unit of Formaldehyde with the capacity of production of 300 M.T per day. The commercial production of Formaldehyde is manufactured from oxidation-dehydrogenation using a silver catalyst involving either the complete or incomplete conversion of methanol.

As per EIA Notification dated 14th September, 2006, as amended on 25 June 2014, the project falls under activity ‘5(f)’ and it is present outside the Notified Industrial Area due to which category ‘A’ is applicable on the project and the project will be appraised by MoEF&CC.

(iii) Need for the Project and its importance to the country and or region.

Formaldehyde is used by ply wood and sun mica laminated sheets manufacturers, who make adhesives like Urea Formaldehyde and Phenol Formaldehyde products. So considering the above, the M/s Parnami Buildcon Pvt. Ltd. is proposing to setup a manufacturing unit of Formaldehyde with the capacity of production of 300 M.T per day.

Supply – Demand Gap

The project is envisaged to meet the demand supply gap in the domestic market, as the gap is created due to increase in demand of Formaldehyde for meeting increased demand of PLYWOOD and SUN MICA industries.

(iv) Indigenous Production

Company is making its Raw Material/Packing material procurement from the domestic market in big quantities.

(v) Domestic/Export Market

The Plywood Boards and sun mica sheets market is growing very fast in India. The market is expected to continue to grow at the minimum rate of 10 to 15% per year which makes the sufficient possibility to fulfill the domestic market demand. The Domestic supplies of the company will indirectly contribute to the growth of our nation.

(vii) Employment Generation (Direct and indirect)

During construction phase approx 10-14 persons will be required. Whereas it is estimated that total 20-24 persons will be required for the proposed project during operation phase.

Indirect & direct employment is also likely to be generated with the proposed project which will be economically beneficial for the development.

3. PROJECT DESCRIPTION

(i) Type of Project including interlinked and interdependent projects, if any

Formaldehyde is a main constituent for manufacturing valuable chemical like melamine, urea and phenolic resins. It also acts as biocides, preservatives and used in many household & common products including medicines, health & beauty aids. It is available in 37% aqueous solution. It is identified by some of its properties like molecular weight about 30.3, boiling point -118 °C, melting point at - 19 °C and density of 0.815 at -20 °C.

The proposed integrated facility will produce 300 M.T per day of Formaldehyde.

The project will be equipped with fully diversified processing facilities. The number of working days for the proposed project will be 365 days. The Plant will be operated 7 days in a week along with effective utilization of the resources.

(ii) Location (Map showing general location, specific location, and project Boundary and project site layout) with coordinates.

(iii) Details of alternate sites Considered and the basis of selecting the proposed site, particularly the environment consideration gone into should be highlighted.

No alternate sites have been examined for the proposed project as the project shall be setup on the purchased land.

(iv) Size and Magnitude of Operation

M/s Parnami Buildcon Pvt. Ltd. is proposing to setup a manufacturing unit of Formaldehyde with the capacity of production of 300 M.T per day at Village Ismalia, Tehsil Sampla, District Rohtak, Haryana. The estimated project cost is about 1490 Lacs.

(v) Project description with process details: (a schematic diagram/flowchart layout, components of the project) Manufacturing Process Formaldehyde is the oxidation/dehydrogenation product of methanol with oxygen in the presence of silver catalyst. A fixed quantity of methanol and water is introduced into a mixer (F03) from where this mixture is taken into an evaporator (F04).

PRE FEASIBILITY REPORT Pre-heated Air is also introduced into the evaporator and Pre-heated Recycled Tail Gas is fed just above the evaporator through a Tail Gas Mixer (F06). A temperature of 70oC is maintained by heating with steam through the steam coil (F05) which facilitates the evaporation of methanol. The air, methanol vapour, water molecules and Tail Gas mixture is then further heated to 120ºC. in the Super heater (F07).

REACTION

The superheated vapour is then introduced into the Reactor I (F09) and then comes down to the Catalyst bed in Reactor II (F10) where, in presence of silver catalyst maintained at a temperature of 650º.C, the oxidation/dehydrogenation reaction takes place as per the following chemistry: CH3OH = HCHO + H2 Endothermic Reaction H2 + 1/2 O2 = H2 O Exothermic Reaction CH3OH + 1/2 O2 = HCHO + H2O Net Exothermic Reaction

Several side reactions also happen to produce formic acid, carbon dioxide and carbon monoxide. The endeavor is to minimize these side reactions. The catalyst bed temperature is maintained at around 640 to 650º C by controlling the composition of Reactor feed gas.

The Reaction is net Exothermic. In the Reactor II (F10) itself, which is also a waste heat boiler, the temperature of the product gasses is brought down to 180º C and then further cooled to about 95ºC in the Reboiler(F11). This is achieved by circulating the Solution in the Evaporator in the Reboiler which cools down the Product gasses to about 95º c and itself is heated up to 70º C thus saving on energy.

With Tail Gas Recycle incorporated in the design, Surplus steam to the extent of 200-250 kg/ton of produced Formaldehyde is available for export which can be used in the heating of the Resin Kettle.

ABSORPTION The reaction gas containing Formaldehyde, unreacted Methanol and water vapour is then directed to Absorption Column-I (F16) and the Formaldehyde gases are absorbed by the circulating Formaldehyde solution. The absorption of Formaldehyde is an exothermic process and the circulating Formaldehyde solution is cooled in the Plate Heat Exchanger (HE1). A part of the circulation is taken out as product.

The Absorber-I is packed with Structure Packing with a high efficiency of contact and coupled with the efficient cooling system provided results in very efficient absorption of the Formaldehyde in the absorber. The unabsorbed gas from the Absorption Column-I is absorbed in the Absorption Column (F17) which is packed with Pall Rings. Finally, the gas is washed with pure Chilled DM water at the upper 13

PRE FEASIBILITY REPORT part of the Column-III (F18), provided with bubble cap trays, and then exhausted as tail gas to the atmosphere. The Exhaust gases now contain only Nitrogen, Hydrogen, Carbon Dioxide, Carbon Monoxide and traces of Formaldehyde and Methanol which leads out to the atmosphere. The waste gas containing Hydrogen can be burnt or incinerated to generate steam for use in the Resin section if so desired.

Detailed Process

The Formaldehyde is manufactured as per the following process for the proposed project:

Unit Process:

The basic raw material for the manufacturing of Formaldehyde is Methanol. Controlled oxidation of methanol forms Formaldehyde as per the following reaction

CH3OH + ½ O2 HO + H20

Silver Granules →a reHC used as catalyst in the reactor. The catalyst is exhausted in 3 to 4 month’s time which is regenerated & reused in the process after reactivation.

Unit Operations:

1). Firstly, methanol is subjected to methanol vaporizer, where the compressed air is fed into the bottom of the methanol vaporizer. The ratio of the methanol and air is maintained between 35%- 45%.

2). This mixture is heated to the reaction temperature with the help of pre-heaters, before entering into silver catalyst reactor.

3). The catalyst reactor is a fixed bed type filled with silver catalyst. The production stream is sent to rectification and recovery station. Unreacted methanol is fed back to the process to methanol vaporizer.

4). Recycled stream contains 15% unreacted methanol, which is fed into methanol vaporizer as stated above.

5). Stripping column is used to separate Formaldehyde. The product is stored in aqueous form in the storage tank.

Process Waste:

There will be no solid waste generated in the process. Any Kitchen solid waste can be binned and disposed. With regards to STP, since the quantity generated will be so small that a septic tank shall be sufficient and the waste water generated will be used for the Greenbelt Purpose.

PRE FEASIBILITY REPORT There will be no liquid effluent from the process except once in 4 months when the plant is washed after shut down. There will be water discharge from the blow down of the cooling tower and the waste from the water treatment plant which should be treated.

Hazardous Waste

Used oil from machineries/D.G. Set will be carefully stored in HDPE drums in isolated covered facility. The used oil will be sold to vendors authorized by Central Pollution Control Board for the treatment of the same. Suitable care will be taken so that spills / leaks of used oil from storage could be avoided.

Air Emissions and Control:

All the exhaust gas emissions will be channelized all through the process and will be reused for various purposes like heating & remained chemical utilization. At the end, the remaining gas will be exhausted through a chimney. Emissions from production processes will contain exhaust gasses which shall contain only Nitrogen, Hydrogen, Carbon dioxide, Carbon Monoxide, VOC and traces of Formaldehyde and Methanol.

To control the air emissions from D.G. Set, stack height of 6.0 m shall be provided above the roof level of D.G. Set. Boiler shall be installed for heating load of the plant, this shall be based on biomass combustion from local areas and waste wood chips of the plant.

(vi) Raw material required along with estimated quantity, likely source, marketing area of final products, mode of transport of raw material and Finished products. Raw Material requirement for production of Formaldehyde is methanol- 135 MT per day.

(vii) Resources optimization/recycling and reuse envisaged in the project, if any, should be briefly outlined. M/s. Parnami Buildcon Pvt. Ltd. Will optimize utilization of resources including Land, Fuel, Water and Electricity.

(viii) Availability of Water its source, Energy/Power requirement and source

The site has been observed to be almost flat level in topography with an elevation of 291 m.

(iv) Existing Land use Pattern :

1.51 acres (0.61107 hactares) land is industrial and no forest land is involved in the area identified for setting up of the proposed project for manufacturing of Formaldehyde by M/s Parnami Buildcon Pvt. Ltd.

(v) Existing Infrastructure

The proposed project is under the possession of project proponent.

Road links: The proposed plant site is well connected with the road connectivity. The site is about 3.4 km from NH-10 ( Rohtak- Bahadurgarh Corridor) and well connected with internal roads from Ismalia.

(vi) Soil classification :

The area is occupied by Indo- Gangetic alluvium soil. Alluvium plains which forms a part of large Indo- Gangetic Quaternary basin comprises of sand and silty sand layers interbedded with silt and clay beds. The alluvium plains are of vital economic value as it supports the dense population of the district. The soils are mainly developed on alluvium under the dominant influence of climate followed by topography and time. The project site comes under Alluvial plain region. The major soil type of is solemnized tropical arid brown soils. High potassium, medium phosphorus and low nitrogen occur in soil of Rohtak. The soils of the district are sandy loam in texture generally. It may vary with the site location. However, detailed soil investigation work to be carried out before construction work at site.

(vii) Climatic Data from secondary sources:

Climate: Rohtak, Haryana has a sub-tropical continental monsoon climate characterized by a seasonal rhythm: hot and sub-humid summers, mild & dry winters, unreliable rainfall and great variation in temperature (7°C to 40.5 °C). In winter, sometimes frost also occurs during December and January. The average annual rainfall is recorded to be 592 mm. The city also receives occasional winter rains from the west.

Average temperature Summer: The temperature in summer may rise to a maximum of 48°C. Temperatures generally remain between 30°C to 40°C.

Autumn: In autumn, the temperature may rise to a maximum of 26°C. Temperatures usually remain between 16° to 24° in autumn. The minimum temperature is around 15°C.

Winter: Winters are quite cool. Average temperatures in winter (November to February) remains at (max)14°C to 21 °C and (min) 0°C to 8°C.

Spring: The climate remains quite pleasant during the spring season. Temperature varies between (max) 22°C to 30°C and (min) 7°C to 15°C.

Rainfall: The rainfall in the zone is caused by South-West monsoon. It starts in the month of July and extend upto the month of September. During this period the monsoon rainfall contribute about 84% of the total annual rainfall. The average annual rainfall is 458.5 mm. The annual number of rainy days on average are about 23 in a year.

Humidity: In summer months of April, May and June which is the driest part of the year, the afternoon humidity comes down to 40% to 45% while the relative humidity during monsoon months goes up to 55%.

Wind Speed/Direction: The wind direction in the area is mostly from North-West to South- East. During January to May the winds are quite strong while July to October is calm months.

(viii) Biodiversity:

The data of existing flora and fauna components in the study area has been collected through secondary sources. With the change in environmental conditions, the vegetation cover as well as animals reflects several changes in its structure, density and composition. The present study was carried out separately for floral and faunal community respectively.

Flora: Tree species which are most commonly found in the area are Azadirachta indica (Neem) Acacia (Babool), Ficus religiosa (Peepal), Emblica officinalis (Amla), Dalbergia sissoo (Shishum), Mangifera indica (Aam), Prosopis juliflora (Vilayati babool) etc. Fauna: Commonly found animal in the study area are Common mongoose(Herpestes edwardsi), Rat (R.rattus), Bull Frog (Rana tigrina), House crow (Corvus splendens), Common garden lizard (Calotes vesicolor) etc. Crops: The major crops of the district are Wheat, Paddy & Maize. The Sugarcane & Sunflower crops are also cultivated in the district to some extent.

Socio-economic status of the population is an indicator of development of the region. Any developmental project of any magnitude will have a bearing on the living condition and the economic bearing of the population in particular and the region as a whole. Similarly, the proposed project at village Ismalia, Tehsil Sampla, Rohtak will have its share of socio-economic influence in the study area. The section delineates the overall appraisal of the socially relevant attributes. The data on socio-economic aspects in the study area has been carried out through the analysis of the secondary data available for the study area. As per 2011 Indian census record, Rohtak (Haryana) had a population of 105,8683 out of which 566687 males constitute of the population and females constitutes 491,975. Rohtak (Haryana) has an average literacy rate of 80.22%, male literacy is 87.65%, and female literacy is 71.72%.

(i) Planning concept

As per EIA Notification dated 14th September, 2006, as amended on 25 June 2014, the project falls under activity ‘5(f)’ and it is present outside the Notified Industrial Area due to which category ‘A’ is applicable on the project and the project will be appraised by MoEF&CC.

(ii) Employment & Population projection

It is estimated that total 20-24 persons are required to ensure smooth working of the plant. Direct & Indirect employment will also be generated from the proposed project during construction and operation. The summary of employment estimate for the project is given in the table below:

6. PROPOSED INFRASTRUCTURE

(i) Total Area:

Total Plot area of M/s Parnami Buildcon Pvt. Ltd is approx 1.51 acres (0.61107 hactares) whereas the built up area for the proposed project is estimated as 0.24443 hactares.

Residential Area :

There is no residential area proposed within the proposed project site.

(ii) Green Belt :

Total land area of the proposed project is 1.51 acres (0.61107 hactares). The greenbelt will also be developed at the site whose area is estimated as 0.21387 hactares. Adequate green belt provision as per MoEFCC guideline has already been considered for proposed project development. Further, unpaved areas if any, within the plant boundary will be provided with grass cover which will also improve the plant aesthetics.

(iii) Social Infrastructure

Branch Post Office, Sampla Police Station, Shiv Temple , Pakasma drain & KCB drain , Chhotu ram Park , Shops & Bazaars, World college of Medical Sciences and Hospital, Nalanda Public School, Jama Masjid, etc. etc. are all available in nearby Village Ismalia, Tehsil Sampla, District Rohtak, Haryana.

(iv) Connectivity

The site is about 3.4 km from NH-10 (Rohtak-Bahadurgarh Corridor) which is in NNE direction and is about 1.8 kms from SH-20 which is in SE direction. The nearest settlement Ismalia is at a distance of 2.3 km (approx) in North direction. The nearest major railway station is Ismalia Haryana Railway station is at a distance of 4.0 km (approx) which is in North direction. Sampla and Rohad Nagar Railway stations are at a distance of 4.2 kms (approx.) which is in NE direction and 7.6 km (approx.) which is in East direction respectively which can also be used to avail regional trains. Indira Gandhi International Airport, Delhi is at a distance of 40.9 kms (approx) which is in ESE direction.

(v) Water Requirement

Total water requirement for the proposed project will be 688.04 KLD. For industrial purpose will be 678.04 KLD & for domestic or drinking purpose will be 10 KLD which will be sourced from tubewell for which the groundwater abstraction application will be filed to CGWA.

Potable Drinking water shall be provided. Domestic water requirement which include drinking water is envisaged as 10 KLD.

(vii) Water Treatment System

There will be no solid waste generated in the process. Any Kitchen solid waste can be binned and disposed. With regards to STP, since the quantity generated will be so small that a septic tank shall be sufficient and the waste water generated will be used for the Green belt Purpose. There will be no liquid effluent from the process except once in 4 months when the plant is washed after shut down. There will be water discharge from the blow down of the cooling tower and the waste from the water treatment plant which should be treated further.

(viii) Power requirement & Supply/Source

Maximum power requirement for the plant will be 996 KVA (Total connected load). Average running load power requirement for the project will be 724 KVA. The power will be supplied from UHBVN (Uttar Haryana Bijli Vitran Nigam)

2 D.G. sets of capacity 350 KVA each & 1 Transformer of capacity 800 KVA will also be proposed as the backup power supply.

7. REHABILITATION & RESETTLEMENT PLAN

Agricultural land and habitation is not present in the land and there is no displacement involved. Hence, no Land Acquisition, Resettlement and Rehabilitation is envisaged for this project.

The construction of the project shall commence soon after receipt of Environment Clearance from MoEF&CC and CTE from HSPCB. The project execution schedule shall be another 18 months after getting project clearance/ environment clearance.

Daily Contribution = Rs 0.45 x(0.45 x 300,000) = Rs 135000 lacs

Monthly Contribution = 135000 x 30 (days) = Rs 40.5 lacs

The manufacturing of Formaldehyde is economically viable. ------

9. ANALYSIS OF PROPOSAL (Final Recommendation)

Formaldehyde is used by ply wood and sun mica laminated sheets manufacturers, who make adhesives like Urea Formaldehyde and Phenol Formaldehyde products. The commercial production of Formaldehyde is manufactured from oxidation- dehydrogenation using a silver catalyst involving either the complete or incomplete conversion of methanol.

The project is envisaged to meet the demand supply gap in the domestic market, as the gap is created due to increase in growth of Formaldehyde for meeting increased demand of PLYWOOD and SUN MICA industries.

The Plywood Boards and sun mica sheets market is growing very fast in India. The market is expected to continue to grow at the minimum rate of 10 to 15% per year which makes the sufficient possibility to fulfill the domestic market demand. The Domestic supplies of the company will indirectly contribute to the growth of our nation.

So considering the above, the M/s Parnami Buildcon Pvt. Ltd. is proposing to setup a manufacturing unit of Formaldehyde with the capacity of production of 300 M.T per day at Village Ismalia, Tehsil Sampla, District Rohtak, Haryana.
