EXECUTIVE SUMMARY Project M/s Parnami Buildcon Pvt. Ltd is a firm started with the objective to get involved in the business of manufacturing & trading in organic chemicals viz. Formaldehyde. M/s Parnami Buildcon Pvt. Ltd is proposing to setup an manufacturing unit of Formaldehyde with the production capacity of 300 M.T per day at Village Ismalia, Tehsil Sampla, District Rohtak, Haryana. Location The proposed project shall be located in 1.51 acres (0.61107 hactares) falling under Khasra No. 8/3/1, 9/2/2, 12/1, 12/2 in Mussil No. 180 and is situated at Village Ismalia, Tehsil Sampla, District Rohtak, Haryana. The land is already under the possession of project proponent. There is no forest land involved in this 1.51 acre (0.61107 hactares) of land and NOC for the same is attached as Annexure- I. The geographical location of the proposed plant lies from Latitude- 28°45'36.7"N to Longitude- 76°43'59.6"E. The site is about 3.4 km from NH-10 (Rohtak-Bahadurgarh Corridor) which is in NNE direction and is about 1.8 kms from SH-20 which is in SE direction. The nearest settlement Ismalia is at a distance of 2.3 km (approx) in North direction. The nearest major railway station is Ismalia Haryana Railway station is at a distance of 4.0 km (approx) which is in North direction. Sampla and Rohad Nagar Railway stations are at a distance of 4.2 kms (approx.) which is in NE direction and 7.6 km (approx.) which is in East direction respectively which can also be used to avail regional trains. Indira Gandhi International Airport, Delhi is at a distance of 40.9 kms (approx) which is in ESE direction. It is connected with the adjacent states and other parts of India as well, which facilitates transportation of goods, both inwards and outwards. This further facilitates the marketing of Formaldehyde all over India, Including Haryana, Punjab & Rajasthan are nearby industrial areas having plywood and sunmica/decorative laminate industry. Need for the project The Formaldehyde is used by plywood and sunmica laminated sheets manufacturers, who make adhesives like Urea Formaldehyde, Phenol Formaldehyde, Malamine Formaldehyde. 3 M/s Parnami Buildcon Pvt. Proposed Project for Manufacturing of Formaldehyde 300 M.T per day at Village Ismalia, Tehsil Sampla, District Rohtak, Haryana PRE FEASIBILITY REPORT Plywood Boards and sun mica sheets market is growing very fast in India. The market is expected to continue to grow at the minimum rate of 10 to 15% per year. During the last decade, India has built a very strong position as sun mica sheets and ply wood boards for domestic consumption and for exports to South Asian countries & Middle East. Formaldehyde is used by ply wood and sun mica laminated sheets manufacturers, who make adhesives like Urea Formaldehyde and Phenol Formaldehyde products. So considering the above, the M/s Parnami Buildcon Pvt. Ltd. is proposing to setup a manufacturing unit of Formaldehyde with the capacity of production of 300 M.T per day. Project Proponent The present proposal is for the production of Formaldehyde with a manufacturing capacity of 300 M.T per day which is being promoted by Mr. Shekhar Bansal, and Mr. Padam Kumar Bansal, who are very experienced persons. Process / Technology The commercial production of Formaldehyde is manufactured from oxidation- dehydrogenation using a silver catalyst involving either the complete or incomplete conversion of methanol. Methanol is vaporized and mixed with air and steam and it is then passed over a thin bed of silver catalyst at 650°C. Formaldehyde is formed by the dehydrogenation of methanol. The heat required for the endothermic reaction is obtained by burning hydrogen content in the off gasses, produced from the dehydrogenation reaction. Manpower Requirement During construction phase, approx 10-14 persons will be required. Whereas it is estimated that total 20-24 persons will be required for the proposed project during operation phase. Water requirement Total water requirement for the proposed project will be 688.04 KLD. For industrial purpose will be 678.04 KLD & for domestic or drinking purpose will be 10 KLD which will be sourced from tubewell for which the groundwater abstraction application will be filed to CGWA. Power Requirement Maximum power requirement for the plant will be 996 KVA (Total connected load). Average running load power requirement for the project will be 724 KVA. The power will be supplied from UHBVN (Uttar Haryana Bijli Vitran Nigam). 2 D.G. sets of capacity 350 KVA each & 1 Transformer of capacity 800 KVA will also be proposed 4 M/s Parnami Buildcon Pvt. Raw Material Requirement The only raw material is Methanol- 135 MT per day which comes in lorry tankers & stored in Underground CS (Carbon Steel) tanks. Capital Cost of the project The fixed cost for the proposed project estimated to be 1490 lacs which include, building, plant & machinery, raw material, plant shed and others. --------------------- 5 M/s Parnami Buildcon Pvt. INTRODUCTION OF THE PROJECT / BACKGROUND INFORMATION (i) Identification of Project & Project Proponent Project M/s Parnami Buildcon Pvt. Ltd is a firm started with the objective to get involved in the business of manufacturing & trading in organic chemicals viz. Formaldehyde. M/s Parnami Buildcon Pvt. Ltd is proposing to setup a manufacturing unit of Formaldehyde with the capacity of production of 300 M.T per day at Village Ismalia, Tehsil Sampla, District Rohtak, Haryana. Project Proponent The present proposal is for the production of Formaldehyde with a manufacturing capacity of 300 M.T per day which is being Promoted by Mr. Shekhar Bansal and Mr. Padam Kumar Bansal who are experienced persons. Process / Technology M/s Parnami Buildcon Pvt. Ltd is proposing to setup a manufacturing unit of Formaldehyde at Village Ismalia, Tehsil Sampla, District Rohtak, Haryana. (ii) Brief description of nature of project: M/s Parnami Buildcon Pvt. Ltd is proposing to setup a manufacturing unit of Formaldehyde with the capacity of production of 300 M.T per day. The commercial production of Formaldehyde is manufactured from oxidation-dehydrogenation using a silver catalyst involving either the complete or incomplete conversion of methanol. As per EIA Notification dated 14th September, 2006, as amended on 25 June 2014, the project falls under activity ‘5(f)’ and it is present outside the Notified Industrial Area due to which category ‘A’ is applicable on the project and the project will be appraised by MoEF&CC. (iii) Need for the Project and its importance to the country and or region. The Plywood Boards and sun mica sheets market is growing very fast in India. The market is expected to continue to grow at the minimum rate of 10 to 15% per year. During the last decade India has built a very strong position as sun mica sheets and ply wood 6 M/s Parnami Buildcon Pvt. Ltd. Formaldehyde is used by ply wood and sun mica laminated sheets manufacturers, who make adhesives like Urea Formaldehyde and Phenol Formaldehyde products. So considering the above, the M/s Parnami Buildcon Pvt. Ltd. is proposing to setup a manufacturing unit of Formaldehyde with the capacity of production of 300 M.T per day. Supply – Demand Gap The project is envisaged to meet the demand supply gap in the domestic market, as the gap is created due to increase in demand of Formaldehyde for meeting increased demand of PLYWOOD and SUN MICA industries. (iv) Indigenous Production Company is making its Raw Material/Packing material procurement from the domestic market in big quantities. (v) Domestic/Export Market The Plywood Boards and sun mica sheets market is growing very fast in India. The market is expected to continue to grow at the minimum rate of 10 to 15% per year which makes the sufficient possibility to fulfill the domestic market demand. The Domestic supplies of the company will indirectly contribute to the growth of our nation. (vii) Employment Generation (Direct and indirect) During construction phase approx 10-14 persons will be required. Whereas it is estimated that total 20-24 persons will be required for the proposed project during operation phase.

In fact, this application is not yet submitted. In the instant case, EDS was raised on 13.08.2018 but reply was given on 07.02.2019 i.e. after expiry of ToR. Therefore, Ministry directed that first apply for extension of ToR validity and then for EC before the expiry of outer limit of ToR, which is 4 years from the date of issue of ToR. Reply: As per the acknowledgement (copy enclosed as Annexure – I) issued by MoEFCC after submission of FEIA/EMP report of the project, EC application of this case was submitted on 03rd Aug., 18 i.e. within the validity period of ToR.
