Events such as the nationwide legalization of same-sex marriage in the US (which oc- Icurred in June 2015) and the more recent debate regarding the toilets that transgender individuals may use have been publicized internationally, and have also led to other countries focusing more on their own lgbt popula- tions. In Japan, lgbt issues have been in the media not only because of what is happening overseas, but because of the changes happening within Japan as well. In April 2015, the Shibuya-ward in Tokyo made it possible for same- sex couples to apply for partnership certificates, and other wards and mu- nicipalities are following suit. This marked the first official recognition, and granting, of partnership rights to same-sex couples. However, not all news has been good. A recent report from the Human Rights Watch showed that bullying of lgbt youth is widespread in schools in Japan, and the govern- ment has not done much to ameliorate the situation.1 In this paper, I discuss the issue of education and lgbt rights in Japan. First, I discuss the current context of lgbt rights in Japan and issues cur- rently under discussion. Second, I provide an overview of how lgbt issues are discussed in educational settings, as well as government attitudes to- wards teaching such material in schools. Drawing on my own experience from teaching lgbt issues in universities in Japan, I discuss teaching meth- ods and student reactions to these issues, and conclude with a discussion of teaching methods that I found to be effective as well as possible tactics for discussing lgbt issues in class.

Although these were produced in Japanese and for the Japanese market, and reflect contemporary Japan’s social, cultural and political milieu, I argue that they not only articulate the concerns and desires of gay men and (other queer people) in Japan, but also that they reflect a transnational global gay culture and identity. The study focuses on the work of current Japanese writers and directors while taking into account a broad, historical view of male-male eroticism in Japan from the Edo era to the present. It addresses such issues as whether there can be said to be a Japanese gay identity; the circulation of gay culture across international borders in the modern period; and issues of representation of gay men in mainstream popular culture products. As has been pointed out by various scholars, many mainstream Japanese representations of LGBT people are troubling, whether because they represent “tourism”—they are made for straight audiences whose pleasure comes from being titillated by watching the exotic Others portrayed in them—or because they are made by and for a female audience and have little connection with the lives and experiences of real gay men, or because they circulate outside Japan and are taken as realistic representations by non-Japanese audiences.

However, currently, legislation in favor of the LGBTQ+ community is quite limited in Japan. In order to explain such limited legislation, an examination of theories regarding the creation of minority rights is conducted. These theories include national factors such as regime type, economic status, religiosity, the health of civil society, the rule of law, and how socialization, policy diffusion, and global queering has and continues to have an influence over attitudes and legislation. After observing Japan’s status regarding each of these theories, it is determined that they do not provide an explanation for the limited LGBTQ+ equal legislation. Compared to countries with similar levels as Japan in each of these theories, Japan appears to be much more apathetic towards LGBTQ+ rights and protections.

In relation to sexuality, approaches to gender-sexuality have been enriched by the incorporation of new theories from areas such as literary criticism, art or history, among others. This has allowed for new critical exam- inations of heterosexism and of questions about gender and sexuality, and has eventually derived in the institutionalization of feminist studies with a poststructuralist influence in the Japanese academia. The article also analyzes the incorporation of postcolonial studies into feminist studies, as well as the impact that the question of prostitution during the war has had on them. Darell Hayes International Immersion Program: Japan Substantive Research Paper April 28, 2016 I. INTRODUCTION Japan’s lesbian, gay, bisexual and transgender (LGBT) movement is nascent. Looking at several facts: (1) Japan’s history—there was no religious animus towards LGBT persons1, (2) great amount of people publicly support LGBT people2, and (3) prominent members of the Japanese political class have been welcoming of LGBT movements3, one could expect Japan to be much further along when it comes to LGBT rights. But, it is not.
