E-mail: [email protected] Or visit our web site: http://www.rwedp.org FOREWORD Bhutan presents a unique case of energy production and consumption amongst the16 RWEDP member countries. From a net importer of virtually all (over 91%) commercial energy consumed in 1979, it has become a bulk exporter of hydroelectricity. Hydroelectricity production has grown from 3.5 MW to almost 342 MW during 1981-1988, and new schemes are in the pipeline. Despite these changes the largest single energy consumer in Bhutan is still the household sector. Its share is about 81% of total energy consumption of which 98% is from woodfuel. Only 2% of the energy in the household sector is from commercial sources like electricity, kerosene and LPG. Even in the non-household sector, 50% of the energy demand is met by traditional biomass fuels. This heavy reliance on wood energy is not expected to change within the foreseeable future in this Himalayan Kingdom, since the majority of the people still live in rural areas with a limited transportation network and an extensive forest cover of about 64% of the land area. Sustainable production and efficient use of woodfuel is the priority task ahead in the forestry sector, particularly in high population density areas. The ever increasing woodfuel demand from the urban population and private and public sector institutions have contributed to localized degradation of the high value mixed-hardwood forests in the vicinity of places like Thimpu. Bhutan has been an active member of RWEDP and has benefited from its long-term participation in numerous meetings, seminars, workshops and training courses related to wood energy development. Therefore, the basic knowledge necessary to initiate wood energy development, enhance the production and flow of woodfuel from both forest and non-forest lands, as well as the efficient utilization of wood energy through innovation and adoption of appropriate technology already exists in Bhutan. In order to disseminate the knowledge among experts in related agencies, national training courses and workshops are being implemented. The present publication on Woodfuel Production and Marketing in Bhutan is a report of the National Workshop on Integrating Woodfuel Production and Marketing into Forest, Agriculture and Tree Production Systems in Bhutan, sponsored by RWEDP. The workshop was hosted in Thimpu by the Forestry Services Division (FSD) of the Ministry of Agriculture. Mr. T. Bhattarai, Wood Energy Resources Specialist from RWEDP, provided technical assistance. The report addresses important issues related to woodfuel production, marketing and utilization in Bhutan, which were discussed in-depth by the experts from government agencies, selected industries and NGO’s. Recommendations designed to further strengthen the wood energy sector were an important outcome of the workshop and are included in this report. As of now, only 5% of the total hydro potential is utilized for electricity generation where 75% of generation is exported to India. Despite the enormous potentials, as Bhutan’s transport fuel requirement is 100% import-dependent, the national renewable energy share currently remains at 60%. In addressing this challenge, this study aimed to identify alternative renewable energy supplies and their potentials for Bhutan’s 100% RE vision. The qualitative analysis carried out on the available RE sources indicates that Bhutan has about 50 GW of solar energy potential and 4 GW of wind potential in addition to the existing untapped 30 GW hydro energy potential for electrical energy generation. Additionally, biomass from cattle waste is also suitable for rural cooking energy demand. Combined potential of these RE sources have the capacity to mitigate adverse impact of climate change. While Bhutan has achieved 34% renewable electricity supply, this study aimed to find substitutes for transport fuel and coal employing clean renewable electricity leading to a 100% renewable energy supply.

Importance of Dzongs in Bhutan Rinpung Dzong in Paro, home to the government administrative offices and monastic body of the district (Source) The dzongs in Bhutan serve several purposes. The two main purposes that these dzongs serve are administrative and religious purposes. A part of the building is dedicated for the administrative purposes and a part of the building to the monks for religious purposes. Generally, this distinction is made within the same room from where both administrative and religious activities are conducted.

While there is evidence of increased religious disapproval of pig raising, the consumption of pork, which is mainly met from imports, is increasing every year. Pig development activities are mainly focused on introduction of exotic germplasm. There is an evidence of a slow but steady increase in the population of improved pigs in the country. On the other hand, indigenous pigs still comprise 68 percent of the total pig population but their numbers are rapidly declining. If this trend continues, indigenous pigs will become extinct within the next 10 years. Once lost, this important genetic resource is largely irreplaceable. Therefore, Government of Bhutan must make an effort to protect, promote and utilize indigenous pig resources in a sustainable manner. In addition to the current ex situ conservation programme based on cryopre- servation of semen, which needs strengthening, in situ conservation and a nucleus farm is required to combat the enormous decline of the population of indigenous pigs and to ensure a sustainable source of swine genetic resources in the country.

OPENING CEREMONY The 70th Session of the National Assembly of Bhutan began with the hallowed tradition of Shugdrel Ceremony on the first day of the ninth month of the year of the Iron Sheep corresponding to 8th October, 1991. In his opening address, the Speaker of the Assembly, Dasho Passang Dorji, welcomed His Majesty the King and all the representatives of the Central Monk Body and Rabdeys, ministers and officials representing the Royal Government, and the representatives of the public. He stated that this most auspicious occasion which had enabled the King, Government and People to assemble in the Great Hall of the National Assembly to deliberate upon matters of great importance to the country was due to the age-old and timeless blessings of the Revered Guru Ugyen Rimpochey, and the most Venerable Lineage of Lamas of the Kagyu tradition established by the great spiritual ruler Shabdrung Ngawang Namgyel to whom the nation would forever be indebted. Secondly, he said it was due to the boundless merit of the nation’s most revered sovereigns, His Majesty the King and the preceding monarchs.
