To Receive and Approve the Minutes of the Full Meeting of the Council held on 10th February 2015. The minutes of the Full Meeting held on Tuesday 10th February 2015 were formally approved. Proposed by Cllr Williams, seconded by Cllr Bulpit and signed off by Cllr Bundy. All Members present agreed. 4. Adjournment for 10 Minute Public Question Time. 4.1 Mrs Stuart, Mr Ball and Mr Elliott attended to discuss the use of The Glebe for the combined Church May Festival. They were told that the Parish Council in principle agreed for the Glebe to be used. In order to go ahead, however, Health & Safety (Risk Assessments etc) will need to be in place at least three weeks before the event. NURSLING & ROWNHAMS PARISH COUNCIL 3RD MARCH 2015 PG. 59 No. No. ITEM Action by 5. To Dispose of Business Remaining From The Previous Meeting/ Chairman’s Report. 5.1. Unlawful cutting of vegetation along Balmoral Way. The Clerk Continues has written to the alleged perpetrator. No response. 5.2 Nursling Street – PB to discuss proposals with shop owner’s PB representatives. Continues 5.3 Post box in Bakers Drove. No further news. Continues 5.4 Inspection of Parish Council Assets (Beacon) Cllr Maltby has MM/PB/ completed ward grant form and the PC hope to receive 50% of NA cost (£5,500). To be sent. Continues 5.5 M27 Roadchef Barriers. PC informed barriers hoped to be in Continues place by 21st March 2015 5.6 Dog bin in Jubilee Park has now been re-positioned. Still waiting Clerk for quotes to position plaque. Continues 5.7 Defibrillators and Cabinets arrived. They will require internal Clerk/PB electrical point. Position to be agreed. Form completed for grant Continues to cover 50% of cost. Cllr Bulpit asked if a course could be arranged to show how to use defibrillators. Decided to book someone for Annual Parish Meeting. 5.8 Investment Funding. Cllr Williams has reviewed the use of Clerk Skipton BS and has suggested taking out a 3 year Bond. 5.9 Felling of trees at McTruck & Bus. No further response. Continues 5.10 Adanac Park Bus Shelter. PB to contact HCC for funding. PB 5.11 Notice of forthcoming election in Village News & Hall Complete 5.12 Right Of Way 4. Still waiting for Test Valley to respond. Continues 5.13 Change of date of Annual Parish Meeting to 22nd April 2015 Complete 5.14 Use of the Glebe for Church May Festival. Agreed use but Continues Church notified Risk Assessments must be in place 3 weeks prior to event (13th April) in order for it to take place. 6. Approval of Payments for Period Ending 02/03/2015 and Finance. 6.1 Payments for the period ending 3rd March 2015 were formally approved. Proposed by Cllr Maltby, seconded by Cllr Bulpit, the payments were unanimously agreed at £1908.97. A schedule of payments and financial reports shown in appendices 1 – 3 were NURSLING & ROWNHAMS PARISH COUNCIL 3RD MARCH 2015 PG. 60 No. No. ITEM Action by distributed at the meeting. 7.0 Police Report 7.1 PC Trish Attwood presented the report. The bicycle provided by the Parish Council will continue to be held at Romsey police station where it will be maintained and still used to patrol Nursling & Rownhams. It is hoped to re-introduce Beat Surgeries but the weekly Beat Report will be replaced by an online website HampsireAlert. Test Valley police will continue to cover Nursling & Rownhams with a Team stationed at Romsey. 6 PCSOs will cover Nursling & Rownhams, Chilworth and North Baddesley. The police have 4 key fobs available for access to the Village Hall. Anti-Social behaviour has reduced but there are still problems on Adanac Park.There was a burglary by 2 males in a house along Romsey Road. A number of cars have been damaged and one car torched in Coldharbour Lane. Action at Rownhams Service station includes charges for drug offences, cars seized for no insurance but cars are still filling with fuel and driving off without paying whilst thefts including tyres are also occurring. 8.0 TVBC and County Councillors Reports 8.1 Report by Borough Councillors Nigel Anderdon, Phil Bundy & Alison Finlay The Roadchef barriers are targeted to be in place by 21st March 2015. The Appeal for development of Parkers farm will take place on 28th April 2015. Residents, wishing to comment, must write to the inspectorate at Bristol or email [email protected]. The Parish Council were dissatisfied with having to reconsider the planning officer’s recommendations with respect to the application to develop Parkers Farm. Application to develop Fields Farm received. 140 dwellings proposed. The Parish Council resolved to object to further development within Nursling & Rownhams. 8.2 HCC Councillor Roy Perry’s Report. The Hampshire County Council precept has remained fixed for the 6th year running. An Ofsted report of Nursling School stated there was room for improvement. 97% of children received their school placement request. NURSLING & ROWNHAMS PARISH COUNCIL 3RD MARCH 2015 PG. 61 No. No. ITEM Action by Local Government Boundary Commission are currently reviewing Hampshire boundaries and a report should be issued during April 2015. Decision regarding the access at junction of Bakers Drove, Romsey Road and Redbridge Road is still on-going. 9. Approval of HCC terms for alterations to the Community Centre. 9.1 A licence for alterations to the Community Centre was approved Complete by the Parish Council. Works can now proceed. 10. Request by company GEA to use Nursling Recreation Ground. 10.1 Clerk to contact GEA to ask for further information. Clerk a) Was the event solely for employees of GEA? b) How were they going to segregate the use of equipment from the public? c) Were health & safety documentation in place? 11. New pedestrian/cyclist link between Testlands Avenue and Paulette Lacave Avenue 11.1 Two options were discussed. The Parish Council decided on option 2 but want cycleway to be only 1.5m wide with restrictions for motorbikes. Would also like to see more trees planted. 12. Agree the cost of £120 for Clerk and Chairman’s attendance at HALC Annual Conference at Chilworth Manor, Chilworth on Wednesday 4th March 2015 12.1 Cost of £120 was proposed by Cllr Martin and seconded by Cllr Complete Williams. All members agreed. 13. Developments and Applications. All Members present agreed the following responses to TVBC: 13.1 15/00266/TPOS St Johns Nursling Home, Rownhams – Fell 1 x Oak tree. No Objection 13.2 14/02666/FULLS 7 Hedgerow Close, Rownhams – replace garage door with bricks & window to facilitate conversion. No Objection 13.3 14/00299/TPOS South of Holiday Inn, Redbridge Lane, Nursling – fell to ground vegetation on plan within W1 of TPO. No Objection but vegetation to be replaced once work completed. 13.4 15/00328/TPOS 31 Horns Drove, Rownhams – Fell 1 x Oak. No Comment but agree replacement oak in new position. NURSLING & ROWNHAMS PARISH COUNCIL 3RD MARCH 2015 PG. 62 No. No. ITEM Action by 13.5 15/00302/FULLS 22 Rownhams Way, Rownhams – Erection of single storey extension to provide bedroom, bathroom & utility room. No Objection 13.6 15/00410/TPOS 4 Fairlawn Close, Rownhams – T1 x Silver Birch. Overall reduction of approx. 2.5m. Reduction back to appropriate growth points to leave good shape and form. No Objection but tree to be left in good shape and condition. 13.7 15/00355/OUTS Fields Farm, Land east of Rownhams Lane, Rownhams. – Demolition of one dwelling and outbuilding and erection of up to 140 dwellings (Class C3) including access, associated landscaping, open space and management of SINC (Details of access to be determined). Objection submitted. 13.8 15/000210/FULLS 35 Fairlawn Close, Rownhams – install 4 roof lights windows in the roof to the rear of the property.
