To Receive and Approve the Minutes of the Full Meeting of the Council held on 6th July 2015. The minutes of the Full Meeting held on Monday 6th July 2015 were formally approved. Proposed by Cllr Williams, seconded by Cllr Richards and signed off by Cllr Bundy. All Members present agreed. 4. Adjournment for 10 Minute Public Question Time. 4.1 None 5. To Dispose of Business Remaining From The Previous Meeting/ Chairman’s Report. 5.1. Nursling Street – PB has met shop owner representative and the Complete rep was amenable to landscape improvements near the shops. 5.2 Parish Beacon. BT has helped replace the pole. Basket & burner Continues need refurbishment and checking prior to being replaced on Nursling & Rownhams Parish Council 15th September 2015 pg. 17 No. No. ITEM Action by pole. 5.3 M27 Roadchef Barriers. No further response from Manager. Continues Although it is believed one barrier(southside) may be in place. A Planning Application has been received (since Appendix 1) for a drive-thru unit. All members agreed to No Comment. 5.4 Jubilee Plinth. No further news. Continues 5.5 Investment Funding. Met with CCLA representative but decided Continues to move £77,000 from Barclays Account to a Skipton Account when registered. 5.6 RoW paths. Clerk has contacted Warden to look at R0W18/19. Complete 5.7 HGVs in Nursling Street. No further news. Continues 5.8 Councillors providing information for website. Continues 5.9 Pothole in road behind Nursling shops has now been repaired Complete 5.10 Licence for new Green King Pub at Adanac Park. Cllrs Bundy & Complete Anderdon attended the Meeting to present against the licence but it was agreed. 6. Approval of Payments for Period Ending 14/09/2015 and Finance. 6.1 Payments for the period ending 14th September 2015 were formally approved. Proposed by Cllr Hall, seconded by Cllr Wheeler, the payments were unanimously agreed at £10113.00. A schedule of payments and financial reports shown in appendices 1 – 3 were distributed at the meeting. 7.0 Police Report 7.1 As there was no police presence, no report was made. 8.0 TVBC and County Councillors Reports 8.1 Cllr Roy Perry presented County Councillor Report. All Hampshire districts plus the unitary councils of Southampton, Portsmouth and the Isle of Wight have made a bid to become a combined Authority. There would be no change to existing local authorities’ powers. HCC is preparing for next year’s budget which is hoped will bring no change in the Council tax precept. If achieved will be the 7th year that Hants Council tax frozen but will be difficult with a further reduction of £100million. Hants now providing services to Oxfordshire County Council. A 1% increase in council tax would Nursling & Rownhams Parish Council 15th September 2015 pg. 18 No. No. ITEM Action by not have enough of an effect on the £100million reduction. 71% of pupils within Romsey and Mountbatten Schools attained passes of at least 5 GCSEs A-C including English & Maths. Puts them within top 10 schools in Hampshire. The proposed extension to Nursling School is postponed until new housing is in place. A new Youth Centre will be built at the Romsey Sports Centre. The rollout of superfast broadband continues with Abbotswood now connected. The £500,000 enhancement to Romsey Town centre under way and it is hoped it will make Romsey more attractive to visit and thus improve the economy. Romsey Rapids celebrates its 25th Anniversary and has become one of the best swimming pools and leisure centres in the country. HRH the Duchess of Cornwall has agreed to become honorary President of Hillier Gardens. Hants CC remains the sole trustee. 8.2 Cllr Anderdon presented the Borough Councillors Report. An article in the Village News about Affordable Housing only produced 2 responses and the Parish Council have received no requests for housing. TVBC’s housing list has 55 families connected to this Parish and with over 300 affordable houses possibly being built in this Parish there is likely to be influx from other areas. It is hoped the 40% ratio of affordable house built within new house builds will be split so 20% are shared ownership. The Lights theatre in Andover has sold all tickets to its 5 top name shows but other shows are available and can be viewed on the www.thelights.org.uk website. The inaugural Romsey Film Festival takes place between 26th Sept and 3rd Oct as part of the Romsey Festival. The Romsey Festival will provide a variety of entertainment at venues across the town. Cllr Bundy mentioned that following the deferment of the Fields Farm Application, it will be considered at Crosfield Hall, Romsey on the 22nd September now that responses to questions relating to Housing land supply, landscape and affordable Housing have been received. Approval of the cost of £8210 + vat for tree works to St Boniface Park, Balmoral Way and The Bund following Survey by Christopher Hoare Tree Services. 9.1 A number of Council members thought this too large a sum so it Clerk was decided to look for two further quotes. Also the Clerk to contact TVBC(Dermot Cox) 10. Approval the cost of £587 for repairs to Skate Park following Inspection 10.1 Costs due to concrete repairs. Proposed NA Seconded LW. All Clerk members agreed. Clerk to arrange date. 11. Nursling & Rownhams Website. 11.1 Mike Maltby attended the Meeting to discuss the website. He Clerk described the work involved and how the website was currently split into 2 with the website controlled by VidaHost and emails controlled by MGF. The website was not currently getting many ‘hits’ but it was thought that investing some time and resources could improve this. The website was hoped to augment with the Village News not take its place as the Village News was still thought to be the best way of getting information across, especially to the older generation or those who do not have computers. Mike was asked to put together some ideas and come up with some costs for running an improved website. 12. Rownhams Lane proposal for 50mph limit. 12.1 The PC has received a proposal from Hants CC to implement a PB 50mph limit along Rownhams Lane between North Baddesley and the 30mph limit on the entrance to Rownhams. Cllrs were concerned about residents leaving Greenhill Lane and meeting fast traffic coming south up the hill towards Rownhams. It was agreed to accept the 50mph limit but also propose a 40mph limit be introduced before the brow of the hill (and Greenhill Lane) which will go onto the 30mph limit at Rownhams. This will hopefully make this corner junction safer. PB to send proposal to HCC. 13. Movement of Allotment AGM from 23rd September to Wed 7th October 2015 13.1 A number of Allotment holders were unavailable for the 23rd so Clerk/SW the Clerk had moved the date to 7th October. Cllr Williams agreed to Chair the Meeting on behalf of the Parish Council. 14 Approval Clerk’s Attendance at HALC Annual General Meeting 10th October at Sparsholt nr Winchester 14.1 Proposed SW seconded DS. All members agreed completed 15. All members agreed. completed 16. Approval cost of £35 re-registration as data controller under Data Protection Act. 16.1 Proposed DS seconded JH. All members agreed. completed 17. Developments and Applications. 17.1 15/01408/FULLS 1 Chambers Close, Nursling - 2 Storey extension to provide enlarged kitchen/family room, 1 enlarged bedroom & bathroom over. No Objection 17.2 15/01172/FULLS Land at Eight Acres, Upton Lane, Nursling – Detached domestic garage attached to equestrian workers dwelling (Retrospective). No Comment 17.3 15/01178/VARS Land at Eight Acres, Upton lane, Nursling – Variation of condition 6 of 13/01358/FULLS to allow retention of wall erected as boundary (retrospective). No Comment (other than to point out that this was yet another retrospective Application) 17.4 15/01633/TPOS 8 Victory Way, Rownhams, - T1 – Oak – Crown raise to 4metres & reduce mid crown. No Objection to raising crown but leave the decision on the mid-crown to TVBC tree officer. 17.5 15/01636/FULLS Explorers Day Nursery, 4A Adanac Park – Single storey extension to existing building (amendment). No Objection 17.6 15/01643/FULLS Units 17 & 18 Oriana Way, Nursling Estate - Removal of front extension & installation of 6 x Loading Bays. No Objection. 17.7 15/01763/FULLS Land at Redbridge Lane, Nursling – Erection of 331 dwellings, access, footpaths, cycleways, open space, drainage. No Objection but comment made on the number of affordable housing.
