For several decades, United Nations peacekeeping has evolved significantly in its complexity. The spectrum of multi-dimensional UN peacekeeping operations includes challenging tasks such as restoring state authority, protecting civilians and disarming, demobilizing and reintegrating ex-combatants. Air commanders have clashed continually with ground leaders over the proper use of aircraft in the support of ground operations. This is perhaps not surprising given the very different outlooks of the two services on what constitutes prop- er air support. Often this has turned into a competition between the two serv- ices for resources to execute and control close air support operations. Although such differences extend well back to the initial use of the airplane as a military weapon, in this book the author looks at the period 1946- 1973, a period in which technological advances in the form of jet aircraft, weapons, communications, and other electronic equipment played significant roles. Doctrine, too, evolved and this very important subject is discussed in detail. Close air support remains a critical mission today and the lessons of yesterday should not be ignored. This book makes a notable contribution in seeing that it is not ignored. -

Liles Research Associate Foreign Affairs, Defense and Trade Division Christopher Bolkcom Specialist in National Defense Foreign Affairs, Defense and Trade Division Congressional Research Service ˜ The Library of Congress Military Helicopter Modernization: Background and Issues for Congress Summary Recent military operations, particularly those in Afghanistan and Iraq, have brought to the fore a number of outstanding questions concerning helicopters in the U.S. armed forces, including deployability, safety, survivability, affordability, and operational effectiveness. These concerns are especially relevant, and made more complicated, in an age of “military transformation,” the “global war on terrorism,” and increasing pressure to rein in funding for the military, all of which provide contradictory pressures with regard to DOD’s large, and often complicated, military helicopter modernization efforts. Despite these questions, the military use of helicopters is likely to hold even, if not grow. This report includes a discussion of the evolving role of helicopters in military transformation. The Department of Defense (DOD) fields 10 different types of helicopters, which are largely of 1960s and 1970s design. This inventory numbers approximately 5,500 rotary-wing aircraft, not including an additional 144 belonging to the Coast Guard, and ranges from simple “utility” platforms such as the ubiquitous UH-1 “Huey” to highly-advanced, “multi-mission” platforms such as the Air Force’s MH- 53J “Pave Low” special operations helicopter and the still-developmental MV-22B “Osprey” tilt-rotor aircraft. Three general approaches can be taken to modernize DOD’s helicopter forces: upgrading current platforms, rebuilding current helicopter models (often called recapitalization), or procuring new models. -

It is presented by the President in the name of Congress and thus is often called the Congressional Medal of Honor. Since its first presentation in 1863, 3,467 Medals of Honor have been awarded to a total of 3,448 individuals (there have been 19 double recipients). In 1979, the Senate Veterans’ Affairs Committee issued the committee print, Medal of Honor Recipients: 1863-1978, which lists recipients and provides the full text of the citations describing the actions that resulted in the awarding of the Medal. This report covers additions and changes to the list of recipients of the Medal since the release of the committee print. For further information, see CRS Report 95- 519, Medal of Honor: History and Issues, by David F. Burrelli. This report will be updated as new recipients are named.
