    ACTA VIA SERICA Vol. 5, No. 1, June 2020: 121–152 doi: 10.22679/avs.2020.5.1.005 Pashinyan’s Gambit or Armenia’s Failed Revolution VAHRAM ABADJIAN The article is a critical examination of the political developments in Armenia since the ‘Velvet Revolution’ of April-May 2018, when, on the wave of massive protests against the ruling regime, new young forces came to power raising amongst broad segments of population enormous enthusiasm and hopes about radical reforms that would lead to profound transformations in the political and socio-economic spheres. It contains a thorough analysis of underlying political processes in the country in an attempt to answer a number of topical questions, so important to get a deeper understanding of the situation in Armenia and in the South Caucasus region. Based on the analysis of the new authorities’ performance against the acknowledged benchmarks and standards of democracy consolidation, such as: separation of powers, independence of the judiciary, good governance, transitional justice the author comes to the conclusion that they failed to achieve any breakthrough in the above-mentioned fields. On the contrary, as demonstrated by concrete examples, what occurred in Armenia was not a revolution but a mere regime change under the leadership of Prime Minister Pashinyan, who gradually has concentrated in his hands executive, legislative, and quasi-totality of the judicial branch of power.     SUSTAINABLE URBAN DEVELOPMENT INVESTMENT PROGRAM FOUR YEARS OF PROGRESS Yerevan is the economic, scientific and cultural center of the Republic of Armenia. It is considered as the major regional transportation junction. And due to the increase of the transportation flow the necessity of the city expansion is becoming a vital issue. Sustainable development preconditions are urged along with the expansion of Yerevan. One of the sustainable development projects is implemented within the framework of Sustainable Urban Development Investment Program, the aim of which is to create safe, affordable and sustainable transport system. The aim of the Project implemented by the loan funds of the Asian Development Bank is to construct a highway according to international standards, which will also significantly relieve the city center from the traffic flows. Yerevan Municipality is currently working with the Asian Development Bank on the implementation of the Sustainable Urban Development Investment Program, which is the biggest infrastructure investment project implemented in Yerevan during the last 30 years. As a result of this cooperation the City of Yerevan is going to have the Western Ring Road, linking North and South of the City and significantly decreasing the traffic in the center of the City, as well as a new bus network. By the loan funds of the Asian Development Bank major road construction programs are carried out in Yerevan. Construction of roads and bridges, improvement of urban infrastructure, rehabilitation of public transport network and infrastructure are planned within the Sustainable Urban Development Investment Program. 2 3 ARSHAKUNYATS AVENUE (reconstruction/widening of the existing road section) The newly reconstructed road section with 1.3km length and 21m width carriageway located within Arshakunyats Avenue, Ashkhatank square and Shirak street was put into operation in December 2014.

IFES was the capacity to promote only organization in Armenia to provide immediate electoral support to the CEC sustainable democracy. for the preparation and conduct of the snap municipal elections in Yerevan that followed the unexpected self-dissolution of the Yerevan City Council of Elders. IFES- led assistance activities for the September 23, 2018, City Council elections in Yerevan included training of 4,750 poll workers and implementation of a voter education and motivation campaign.

    Doc. 11962 22 June 2009 The functioning of democratic institutions in Armenia Report Committee on the Honouring of Obligations and Commitments by Member States of the Council of Europe (Monitoring Committee) Co-rapporteurs: Mr Georges COLOMBIER, France, Group of the European People’s Party, and Mr John PRESCOTT, United Kingdom, Socialist Group Summary The present report notes that, as a result of the efforts by the Parliamentary Assembly, as well as other parts of the Council of Europe, and also the excellent co-operation with the Armenian delegation to the Assembly over the last fifteen months, incremental progress has been made by the Armenian authorities to comply with the demands of the Assembly: – the controversial amendments to the Law on Conducting Meetings, Assemblies, Rallies and Demonstrations have been repealed; – an investigation into the events of 1 and 2 March 2008 has started; – important changes to problematic provisions in the Criminal Code have been adopted; – and several reforms recommended by the Assembly have been initiated. That process has now culminated in an amnesty as a result of which most, albeit not all, persons deprived of their liberty in relation to the events of 1 and 2 March 2008 will be released. At the same time, the Monitoring Committee notes that the fact-finding group to establish the facts with regard the events on 1 and 2 March 2008 and their circumstances has been disbanded due to insurmountable tensions between its members and considers that the disbandment of the fact-finding group should not be allowed to circumvent the conclusion of an independent and credible inquiry as demanded by the Assembly.
