Sin embargo, la crisis de las promotoras en los años setenta condujo a la quiebra del modelo, abocado al “turismo residencial”, y las infraestructuras hoteleras, de baja calidad y escasas, no competían con las residenciales y los campamentos turísticos. Desde principios de los noventa, la iniciativa privada redescubre un litoral con amplios espacios libres de urbanización, y las promotoras y constructoras comienzan a construir hoteles de alta categoría (4 y 5 estrellas), explotados por cadenas hoteleras nacionales. A un tiempo, la diversificación y recualificación a través de la construcción de campos de golf y puertos deportivos u otras infraestructuras (centros comerciales) conduce a un nuevo modelo territorial de ocupación turística, en el que crecimiento hotelero y urbanístico son paralelos. En este contexto, se intenta la inserción de la Costa Occidental de Huelva como producto en los circuitos turísticos internacionales. Desde 2007, la situación de crisis internacional complica sobremanera el escenario turístico de la Costa Occidental de Huelva, donde se dejan sentir las consecuencias de la especulación inmobiliaria y la residencialización del litoral, en muchos casos en contra de los intereses del destino turístico.
