Bank of Albania Annual Conference BANKING DEVELOPMENTS AND FINANCIAL MARKET INFRASTRUCTURE The role of structure, size and market infrastructure in risks mitigation and nancial intermediation SPEAKERS’ BIOS Gent SEJKO Governor Bank of Albania Mr Gent Sejko is the Governor of the Bank of Albania and Chairman of its Supervisory Council, as of February 2015. He was voted in as Governor by the Parliament of the Republic of Albania on 5 February 2015, upon the Decree of the9 President of the Republic of Albania. Mr Sejko graduated from the Faculty of Economics, University of Tirana, in 1991, in industrial economics. He earned a Master’s degree in International Accounting and Financial Management (MAcc) from the University of Glasgow, Scotland, in 1997, with his thesis on the “Role of banks and privatisation of banks in economies in transition”. Mr Sejko started his banking career in 1992 as Head of Credit Division of the National Commercial Bank. Then he worked as an Inspector at the Supervision Department of the Bank of Albania, until 1998, while pursuing his post-university studies. During 1998-2000, Mr Sejko worked for Deloitte & Touche as senior auditor and consultant, responsible for the management of audit procedures. In the years 2001-2002, he worked for the American Bank of Albania as Head of Internal Audit and Compliance Division, and engaged in extending the branches network of the bank. During 2002-2004, Mr Sejko returned to the Bank of Albania’s Supervision Department as Head of Division for on-site examinations. In the period 2004-2010, he held a number of managing positions at Raiffeisen Bank such as Head of Division for the Internal Audit, Compliance and Relations with the Government, Director General of Raiffeisen Leasing, and Head of Corporate Banking. -

AMA rikujton këto OSHMA, por dhe të tjera, të njoftuara në mënyrë të përsëritur, me shkresë zyrtare dhe përmes komunikimeve të drejtpërdrejta, se duhet që të zbatojnë sistematikisht kërkesat e Kodit Zgjedhor dhe akteve nënligjore të miratuara nga KQZ. The significance of this study is to describe the forms that Albanian youth participation in politics and also to compare the Albanian youth engagement with the one of the Croatia. The main research question of this study is “how does Albanian youth engages in politics?” The significance of this study is to describe the forms that Albanian youth participates in politics and also comparing between one (of youth forum of the political parties, or directly an activist on a higher level; secondly is during election times by voting and convincing others to vote for their political parties; thirdly is in general, just following the latest developments in politics; and fourthly is engaging in “civic” duties. -

Biography of Mr. Ilir Meta Speaker of the Parliament of Albania Ilir Meta is the Speaker of the Parliament of the Republic of Albania, elected on September 10 th 2013. He was born on March 24, 1969 in Skrapar, Albania, and graduated in Political Economy at the Faculty of Economics, University of Tirana in 1992, where he also pursued his postgraduate studies. Ilir Meta, former Prime Minister of Albania and current Speaker and also Member of the Albanian Parliament, is also the Leader of the Socialist Movement for Integration of Albania (LSI) established in September 2004, currently part of the governing coalition of Albania led by the Socialist Party of Albania. During the previous parliamentary legislature, Mr. Meta served as Deputy Prime Minister and Minister of Foreign Affairs as well as Deputy Prime Minister and Minister of Economy, Trade and Energy of the Republic of Albania. Prior to that, he held the Chairmanship of the Parliamentary Commission of European Integration. Ilir Meta has been engaged in politics since 1990 as an active participant in the students’ movement against communism that brought political pluralism in Albania. Since 1992 he has been elected Member of Parliament in all legislatures and has been an active member of several Parliamentary Commissions. From 1996 to 1997 he was Deputy Chairman of the Foreign Affairs Commission of the Albanian Parliament. During the period of October 1998 – October 1999, Ilir Meta held the office of Deputy Prime Minister and Minister of Coordination, as well as that of State Secretary for European Integration in the Ministry of Foreign Affairs during March – October 1998. -

April 2021 Albania Country Office Albania Has Voted On 25 April, Albania voted for its next parliament and Prime Minister Edi Rama was confirmed in office. The Democratic Party under Lulzim Basha is returning to parliament and has gained additional seats. The big loser in this election is the Socialist Movement for Integration. Dr Tobias Rüttershoff Last Sunday, just under 3.6 million Albanians were called upon to elect a new parliament, with Prime Minister Edi Rama having been re-elected once again. Contender Lulzim Basha did not succeed in preventing Rama’s third term of office. Having said that, his Democratic Party are returning to parliament following a two-year boycott and have achieved the best result since 2009. Heavy losses were suffered by the Socialist Movement for Integration led by Monika Kryemadhi, however. Whereas election day in itself ran smoothly, the country experienced a somewhat violent end to the election campaign. Moreover, there were severe accusations of election fraud and irregularities before and after the election. Briefing Notes Group 62 – Information Centre for Asylum and Migration 3 May 2021 Afghanistan Warlords ready to support the Afghan army against the Taliban In case the Taliban would boycott the peace process, some of the old Mojahedin and warlords from the civil war period (1992-96) and/or their successors have announced to support the Afghan army with their militias in the fight against the Taliban. Ethnic Tajik Ahmad Massoud, the son of the well-known Mojahed Ahmad Shah Massoud, has reportedly announced that he would lead a new resistance movement against the Taliban in the provinces of Takhar, Baghlan, Kunduz and Samangan. The same applies to ethnic Tajik warlord Ismail Khan in Herat, Gulbuddin Hekmatyar's Hizb-e-Islami supporters in Badakhshan and Baghlan, and other militias in Maidan Wardak and Daikundi (including the Hazara Resistance Front). In view of these developments, some observers fear a new fragmentation of the parties; they see a second civil looming in a situation similar to that after the withdrawal of the Soviet troops in 1989 and call for unconditional joint action against the Taliban. So far, only the international troops have been able to keep under control the numerous and ethnically diverse warlords, the observers say. Neither the Afghan government nor the military is thought capable of accomplishing this. It seems likely that the warlords will begin to strive for more power in the country. ISIS and al-Qaida fighters in Afghan prisons On 27.04.21, the National Directorate of Security (NDS) reported that 408 ISIS militants, among them and children, from at least 13 countries are being held in Afghan prisons. -
