SEA/BOB ADS-B WG/8 – IP/3 Agenda Item 3.4 05/12/12 International Civil Aviation Organization THE EIGHTH MEETING OF THE SOUTHEAST ASIA AND BAY OF BENGAL SUB-REGIONAL ADS-B IMPLEMENTATIONPROVISIONAL WORKINGAGENDA GROUP (SEA/BOB ADS-B WG/8) Yangon, Myanmar 5 - 7 December 2012 Agenda Item 3: Updating implementation and co-ordination activities 3.4 Updates by other States PROGRESS ON ADS-B DEPLOYMENT IN MYANMAR (Presented by Myanmar) SUMMARY This paper provides the information on the progress of implementation and co-ordination activities of ADS-B deployment, the new surveillance technology that supports Radar like separation standards and enhancing flight safety and efficiency in Myanmar. 1. INTRODUCTION 1.1 Myanmar has planned to install ADS-B ground stations through out the country as back up to the present radar systems and to fill the gap of radar coverage. The ADS-B ground stations are being installed at following locations: (a) Myeik Airport (b) Coco island Airport (c) Sittwe Airport (d) Yangon International Airport (e) Lashio Airport 2. SURVEILLANCE COVERAGE AREA OF THE AIRSPACE 2.1 The ADS-B ground stations at Yangon International Airport and Myeik Airport provides back up surveillance system for the Secondary Surveillance Radars. The present radar coverage of Myanmar air space is shown at Fig (1). Those coverage areas are shown at Fig (2). This will facilitate in filling the surveillance gap due to non-availability of radar at the airspace covering the Bay of Bengal major air routes in order to provide surveillance based service. The coverage area is shown at Fig (3). Among the three ground stations, Lashio station is the filling the Surveillance coverage gap on the north east of the airspace. The other two will provide backup to the present radar system for existing radar coverage area. 2.5 Altogether five ADS-B ground stations will provide whole surveillance coverage over the Myanmar airspace as demonstrated in Fig (4). 2.6 For the first phase, tender for ADS-B ground stations was issued in August, 2011. After the evaluation process, the contract was signed in December 2011. For purchasing, letter of credit was made in February 2012. The advanced payment, 20 % of the total price has been paid in July 2012. Nowadays, Myanmar DCA waiting for the equipment from the vender. 3. CO-ORDINATION ACTIVITIES 3.1 The ADS-B data sharing discussion over the Bay of Bengal for Myanmar started from the eleventh meeting of ICAO ADS-B SITF, 24-27 April 2012. This discussion was between Myanmar, India, CANSO, Malaysia and Singapore. The outcome from that discussion was further discussed at ADS-B focus group meeting on 3-4 July 2012. 3.2 ADS-B focus group meeting was held on 3-4 July 2012 at Singapore Aviation Academy which was attended by the Civil Aviation Authority of Singapore, CANSO, IATA, Airport Authority of India and Myanmar. The meeting was focusing Bay of Bengal area. Discussions included a draft ADS-B data sharing agreement, implementation issues, financing models, maintenance options and key project milestones between AAI and DCA Myanmar. 4. OTHER INFORMATION 4.1 By the end of 2013 the Myanmar DCA will require ADS-B equipage for aircraft flying over FL 260 on air-routes M770 and L759.
