Allen, Briggs, Hodgins, Horrocks (Chairman), Jolley, Puri & Simper. In Attendance Olive O’Sullivan – Chief Executive Officer (CEO) & Natalia Gorman – Senior Administrator & Projects Officer and Cllr John Cooper as a non-voting observer. There were two members of the public and no press present. Maureen Murphy, Walmley & Minworth ward queried if Asda Stores Ltd should have installed notices in relation to two planning applications 2019/04215/PA & 2019/04198/PA that featured on June’s Planning schedule. The Chairman confirmed that the applications in question does not require notice. Ms Murphy also expressed concerns regarding of motorist breaching a no right turn in Walmley Ash Road. The Chairman will forward Ms Murphy’s concerns onto Birmingham City Council’s Highways department. Gillian Ingleston, a Wylde Green resident spoke to raise further concerns over planning application 2018/09223/PA featured on February’s Planning schedule. Ms. Ingleston advised committee that whilst plans have been modified, they will still create overshowing and loss of privacy to nearby properties in particular flats at Sunningdale Court. The resident also advised Committee that there would be a risk to mature trees at the rear of the garden of 31 Station Road. The Chairman advised that she will forward the residents’ concerns onto Birmingham City Council Planning department. 12 Apologies for Absence The CEO received apologies from Cllr D Allan. 13 Declarations of Interest Cllr Horrocks declared a pecuniary interest in application 2019/05155/PA. Cllr Cooper declared a non pecuniary interest in item 16 which features Walmley Infant School. 14 Minutes of Last Meeting Resolved that the minutes of the meeting of Planning & Highways Committee Meeting held on Tuesday 4th June 2019 be signed as a true record of the meeting. Page | 1 Planning and Highways Minutes | Tuesday 2nd July 2019 15 Matters Arising None. 16 Additional Parking Enforcement Measures Trial The Chairman advised committee that Walmley and Minworth Town Councillors had identified ongoing parking issues in their ward despite measures having been put in place by Birmingham City Council to address parking problems around five junior and infant schools. The Chairman confirmed that this scheme would be seperate to ‘Mode Shift Stars’ previously funded by the Town Council. Committee members discussed the value for money in undertaking this trial. The CEO confirmed that should this project be overseen by the Birmingham City Council Highways Engineers, a 15% fee would be required for administration costs. The trial would be carried out at five schools in the Walmley & Minworth ward. Additional enforcement visits would take place at Junior and Infant Schools in the ward over a ten- week period commencing from September 2019, pending the completion of Highway works. Resolved to undertake a ten-week trial project providing additional parking enforcement measures around the five junior and infant schools in Walmley and Minworth. Resolved to allocate a total budget of up to £2,272.40 Resolved that a weekly progress report is provided by Birminghgam City Council to Officers. A report to Planning & Highways Committee will be provided at the end of the trial. Resolved that Officers from both Councils develop impact measures prior to trial commencing and baseline data be examined to gauge lasting impact. 17 Heritage Gateway Signs The Chairman thanked Mark Dixon, Programme Delivery Manager Neighbourhoods for his efforts on this scheme. Resolved to note the update. 18 Planning Applications (i) Schedules of Planning Applications for Sutton Coldfield Town Council Area Cllr Horrocks left the meeting at 8:04pm during the discussion of planning application 2019/05155/PA. Cllr Horrocks nominated Cllr Hodgins to act as Chairman during this period. Cllr Horrocks re-joined the meeting and position of Chairman at 8:06pm. Cllr Puri left the meeting at 8:06pm.     WYLDE GREEN HOUSE, SUTTON COLDFIELD A short history of this once prominent house By Alan Howells The Wylde Green district, south of the town, between Sutton Coldfield and Erdington, had been an agricultural and farming area since the middle ages. Earliest records of the area date from the fourteenth century. For over four hundred years the major land owners and farmers were the Sedgewick family. They lived in the farmhouse of the large Wylde Green Farm situated east of the Birmingham Road and south of Wylde Green Road (originally Walmley Road). Most of the farm is now occupied by Walmley Golf Club. The farmhouse was a large Tudor residence rebuilt in 1639 using bricks manufactures by han from local clay. The farm was large, the fourth wealthiest estate in Sutton after Moor Hall, New Hall and the estate of the Rector of Sutton. The family was prominent in town affairs, various Sedgwicks holding the office of Warden. Map of Sutton Coldfield in the eighteenth century, based on Yates’ 1789 map of Warwickshire. The 1600s and the first Wylde Green House. The farm was being managed and run by tenant farmers living in the farmhouse, and the Sedgewicks decided to have another house built on part of their land close to the green at Wylde Green. It stood at the junction of Wylde Green Road and Birmingham Road with easy access to the road network; this was the first Wylde Green House. No details of this house have been found except for a plan of its location. It is recorded in the Hearth Tax returns for Sutton Coldfield in the 1670s as having one hearth, whereas the large farmhouse was taxed on six hearths.

    1 Midland Lodge, Sutton Park The profiles of two remarkable tenants and their association with the foundation of The Vesey Club in Sutton Coldfield Roy Billingham This late Victorian cottage was designed by Birmingham architect William Jenkins in 1879 in the Gothic Revival style for the Warden and Society of Sutton Coldfield. When completed in 1880 it was named New Lodge to complement the adjacent New Entrance to Sutton Park created by the Midland Railway Company the previous year. In the late 1880s, it was known as The Mayor’s Cottage when it was in the tenancy of Sutton’s first Mayor. When he gave up the tenancy in 1891 its name was changed to Midland Lodge in accord with the new entrance being called Midland Gate. In the late 19th and early 20th centuries Midland Lodge had two remarkable tenants. One was a well- known local businessman, political figure and photographer, while the other was a renowned plantsman. They were also founding members of the Vesey Club in 1888, a learned organisation that was elitist and to which membership was most keenly sought from far and wide.     THE POPLARS 204 Birmingham Road, Wylde Green – the oldest of the large houses on Birmingham Road. By Alan Howells History of the Wylde Green area. Sutton Coldfield originated from a Saxon village; it is mentioned in the Domesday Book of 1086 when it was a royal manor. It developed into a medieval market town under the Earls of Warwick, with much of the surrounding forest and chase used for hunting. The Royal Town was incorporated by a charter of Henry VIII in 1528 as a self-governing town. The small town centre was surrounded by extensive commons (including Sutton Park) and farm lands. The area to the south of the town (now Wylde Green) between Maney and Erdington village consisted of uncultivated commons interspersed with agricultural land, dominated by the large Wylde Green Farm. Across this wild area ran the main road from Birmingham through Sutton Coldfield and beyond to Lichfield and towns to the north. This is Birmingham Road, a busy road from 1750 onwards with many horse-drawn carriages and carts travelling along it. It became a turnpike road in 1806, with trustees to take tolls and repair and improve the carriageway. There were fields alongside the road and open commons not far away. The Sutton Coldfield Enclosure Act of 1824 provided for the common land in Sutton to be allotted to private owners; this included wide roadside verges, such as a narrow strip on the corner of Green Lanes. This and part of the nearby field was to be the site of the first large house to be built on Birmingham Road in the early 1800s, “The Poplars”.

    Wylde Green Farm Sutton Coldfield By Alan J. H. Howells. Sutton's Farmland On the south side of Sutton Coldfield, the borough boundary of the town, before it became part of Birmingham in 1974, was near Chester Road; in the early 20th century, Erdington Urban District Council lay to the south of this boundary. Until the second half of the century, travelling along Birmingham Road towards the south, most of the town's houses finished at Maney, with its smithy and travellers' inn, 'The Horse and Jockey'. Much of the remaining land between Maney and the borough boundary near Chester Road was agricultural, with fields and farms. This formed a green belt from Boldmere (common and waste land) eastward through Wylde Green and Penns (farmland) to Walmley Village (commons) and 'Beyond the Wood'. (See map A) Location of the Farm Wylde Green Farm had been farming an area of this green belt for centuries. The farm was situated on the east (Walmley) side of Birmingham Road at Wylde Green, just off Wylde Green Road, behind the large, ostentatious Wylde Green House. There were only a few early Victorian large houses built in the area before 1850, and these were situated in the countryside along the edge of the rural Birmingham to Sutton turnpike road at Wylde Green. These residences had stables and carriage houses to accommodate their means of transport to and from their businesses, usually in Birmingham. The remainder of the area was fields, let out to tenant farmers or smallholders by their wealthy owners. A transport revolution in the area started in 1862 with the opening of the London and North Western Railway line from Birmingham to Sutton, with stations at Chester Road and Wylde Greenl This resulted in land being used for building on the western (Boldmere) side of Birmingham Road, including fields belonging to the farm.
