Planning and Highways Meeting Tuesday 2nd July 2019 Sutton Coldfield Town Hall 7pm Present Cllrs L. Allen, Briggs, Hodgins, Horrocks (Chairman), Jolley, Puri & Simper. In Attendance Olive O’Sullivan – Chief Executive Officer (CEO) & Natalia Gorman – Senior Administrator & Projects Officer and Cllr John Cooper as a non-voting observer. There were two members of the public and no press present. Maureen Murphy, Walmley & Minworth ward queried if Asda Stores Ltd should have installed notices in relation to two planning applications 2019/04215/PA & 2019/04198/PA that featured on June’s Planning schedule. The Chairman confirmed that the applications in question does not require notice. Ms Murphy also expressed concerns regarding of motorist breaching a no right turn in Walmley Ash Road. The Chairman will forward Ms Murphy’s concerns onto Birmingham City Council’s Highways department. Gillian Ingleston, a Wylde Green resident spoke to raise further concerns over planning application 2018/09223/PA featured on February’s Planning schedule. Ms. Ingleston advised committee that whilst plans have been modified, they will still create overshowing and loss of privacy to nearby properties in particular flats at Sunningdale Court. The resident also advised Committee that there would be a risk to mature trees at the rear of the garden of 31 Station Road. The Chairman advised that she will forward the residents’ concerns onto Birmingham City Council Planning department. 12 Apologies for Absence The CEO received apologies from Cllr D Allan. 13 Declarations of Interest Cllr Horrocks declared a pecuniary interest in application 2019/05155/PA. Cllr Cooper declared a non pecuniary interest in item 16 which features Walmley Infant School. 14 Minutes of Last Meeting Resolved that the minutes of the meeting of Planning & Highways Committee Meeting held on Tuesday 4th June 2019 be signed as a true record of the meeting. Page | 1 Planning and Highways Minutes | Tuesday 2nd July 2019 15 Matters Arising None. 16 Additional Parking Enforcement Measures Trial The Chairman advised committee that Walmley and Minworth Town Councillors had identified ongoing parking issues in their ward despite measures having been put in place by Birmingham City Council to address parking problems around five junior and infant schools. The Chairman confirmed that this scheme would be seperate to ‘Mode Shift Stars’ previously funded by the Town Council. Committee members discussed the value for money in undertaking this trial. The CEO confirmed that should this project be overseen by the Birmingham City Council Highways Engineers, a 15% fee would be required for administration costs. The trial would be carried out at five schools in the Walmley & Minworth ward. Additional enforcement visits would take place at Junior and Infant Schools in the ward over a ten- week period commencing from September 2019, pending the completion of Highway works. Resolved to undertake a ten-week trial project providing additional parking enforcement measures around the five junior and infant schools in Walmley and Minworth. Resolved to allocate a total budget of up to £2,272.40 Resolved that a weekly progress report is provided by Birminghgam City Council to Officers. A report to Planning & Highways Committee will be provided at the end of the trial. Resolved that Officers from both Councils develop impact measures prior to trial commencing and baseline data be examined to gauge lasting impact. 17 Heritage Gateway Signs The Chairman thanked Mark Dixon, Programme Delivery Manager Neighbourhoods for his efforts on this scheme. Resolved to note the update. 18 Planning Applications (i) Schedules of Planning Applications for Sutton Coldfield Town Council Area Cllr Horrocks left the meeting at 8:04pm during the discussion of planning application 2019/05155/PA.
