Local Access Forum Report Title: Annual Survey of Rights Of Way in Sandwell Report Author: Adam James Date of Local Access 6th January 2016 Forum Meeting: 1. Report Details: 1.1. The monitoring under the Rights of Way Improvement Plan (ROWIP) involves an annual survey of 5% of the Definitive Rights of Way network in Sandwell. 1.2. An Extended Area survey is also carried out and is covered by the Definitive Maps and the West Bromwich Draft Map. The extended survey requires 5% of the total Public Rights of Way (PROW) network to be surveyed. 1.3. The total length of all Sandwell PROW is 105,822m, which includes 45,181m of routes covered by Definitive maps. This means that a minimum distance of 2,259m of Definitive routes are required to be surveyed for the ROWIP survey, and 5,291m of all routes to be surveyed for the Extended Area survey. The survey consisted of 10 PROW from the ROWIP survey and 24 PROW from the Extended Area survey. The combined routes surveyed in November 2015 were: ROWIP Survey Route ref. Four of the ten randomly selected routes from the ROWIP survey passed the “easy to use public right of way” criteria. The Extended Area Survey had seventeen routes which passed the “easy to use public right of way” criteria. The ROWIP survey had a pass percentage of 40% (down from 72% in Jan 2015) and the Extended Area survey had a pass percentage of 71% (up from 21% in Jan 2015). 1.5. The four routes which achieved pass criteria for the ROWIP survey measured 623 metres from an overall length of 2400 metres. The seventeen routes which achieved pass criteria in the Extended Area survey equated to 3431 metres from an overall length of 5382 metres. [IL0: UNCLASSIFIED] 1.6. A common reason for failure on some ROWIP survey routes was the lack of signage at the both ends of the route. However, these routes have been recorded so that a programme of works to install signposts can be undertaken. This will help to increase pass rates going forward. 1.7. Efforts are still being made to resolve the legal issues relating to unnavigable routes. Legal Event Modification Orders will continue to improve pass rates. 1.8. Other measures are also being undertaken, such as the resurfacing of PROW and other physical improvements. The ROWIP proposals are contributing to this. 1.9. The results from the ROWIP and Extended Area surveys help to highlight the need for improvements to the network in order to improve the ease of use and therefore accessibility to workplaces, education and local services. Improvements also help with transforming the physical environment, contributing to the public health agenda, and making Sandwell a safe borough that is clean and tidy. 2. Recommendations: 2.1.
