VILLAGE OF NORTH RIVERSIDE BOARD OF TRUSTEES MEETING APRIL 5, 2021 COUNCIL CHAMBERS 7:00 PM Mayor Hermanek called the meeting to order with a Roll Call. In attendance were Trustee Czajka, Trustee Flores, Trustee Demopoulos, Trustee Mandel, Trustee Mengoni and Trustee Sarro. Others in attendance were Administrator Scarpiniti, Attorney Byrne, Police Chief Garcia, Fire Chief McDermott, and Public Works Director Kutt. APPROVAL OF AGENDA Trustee Czajka moved seconded by Trustee Demopoulos to approve the agenda for this meeting as presented. Roll Call Vote: AYES: Trustees Czajka, Demopoulos, Flores, Mandel, Mengoni, Sarro NAYS: None. Motion carried BIDS-None CASH RECEIPT REPORT- No report APPROVAL OF MINUTES Trustee Mengoni moved and Trustee Flores seconded to approve the minutes of the March 15, 2021 Village Board Meeting. Roll Call Vote: AYES: Trustees Czajka, Demopoulos, Flores, Mandel, Mengoni, Sarro NAYS: None. Motion carried REPORT OF TRUSTEES Trustee Czajka- No report Trustee Demopoulos- No report 31 REPORT OF TRUSTEES (continued) Trustee Flores- No report Trustee Mandel- No report Trustee Mengoni Trustee Mengoni let the administration know that he had received confirmation from Cook County Department of Public Health and a Vaccination Clinic was approved for the remaining seniors on the waiting list. Trustee Sarro- No report MAYORAL REPORT- No report CORRESPONDENCE Request from the Chicago Radio Association for use of Veterans Park on June 27th and 28th. Trustee Czajka moved and Trustee Mengoni seconded to approve the above request from the Chicago Radio Association. Motion carried unanimously. APPROVAL OF BILLS Trustee Sarro moved, seconded by Trustee Flores to approve the list of bills submitted for this meeting totaling $462,331.20 and to have them paid out of proper funds when such funds become available. Roll Call Vote: AYES: Trustees Czajka, Demopoulos, Flores, Mandel, Mengoni, Sarro NAYS: None. Motion carried ORDINANCES AND RESOLUTIONS- None 32 UNFNISHED BUSINESS-None NEW BUSINESS- None AUDIENCE Pete McDonald emailed a two part question to Mayor Hermanek. He asked if moving forward will the pension debt/liability start to decrease, stay the same or is it projected to keep increasing? Will all (or most) new revenue such as from gambling and or new sources of revenue be earmarked for the pension liability? Mayor Hermanek stated that every year the village has an independent actuarial and every year they tell us how much we need to fund the pensions. For the past eight years the Village has funded the pensions at 100% and intends on continuing to do so. It is difficult because it comes out of our general revenue fund which budgets the village, public works and recreation department. Even though we are funding at 100% it continues to go up every year and difficult to make up the difference every year. The State has told us under the new proposals that if we keep our pension payments current at 100% every year that by the year 2040 our pension payments would bring down the liability to zero. For the past eight years, all of the red light camera revenue has been earmarked to go directly to the police and fire pension funds and will continue to do so. If more revenue becomes available, that would also go to the pensions as well. ADJOURNMENT Trustee Czajka moved and Trustee Flores seconded for adjournment of this meeting at 7:15 pm. It was wonderful to see happy, satisfied residents socializing safely with one another. Our Greener Earth Day Shred Event was a success. The Accurate Document Destruction Mobile Shredding Truck not only securely destroys the product, but also recycles all shredded material committing to green practices. Our Skate, Rattle and Roll – Pop-Up Roller Skating Party will be held at the Village Commons on May 1st. Registration will be accepted until Monday, April 26th. Break out your skates and register soon. The scope of the project consists of upgrading an existing 8” water main to a new 12”water main along 26th Street, from Lewe Court to Veterans Park Dr. The total anticipated project cost, with engineering, is expected to be $385,000. The Village’s local share match is $185,000, if we decide to complete the entire scope of the project. The project will be included in the Village’s upcoming 2022 fiscal year budget, with construction to occur in the summer/fall of 2021.     CEO Report (Addendum to PowerPoint Presentation) Debra D. Carey, Interim CEO May 29, 2020 Community Advisory Council CCH held its first joint virtual Community Advisory Council meeting on May 28th for the representatives on the Cottage Grove and Robbins Councils. Updates on CCH services, facilities and programs were provided including COVID-19. Cook County Board President Toni Preckwinkle ‘stopped by’ virtually to greet the participants. Approximately 40 individuals participated. The Englewood Advisory Council will meet on June 18th. Food as Medicine As access to healthy food remains a great need for our patients and communities, the Fresh Truck partnership between Cook County Health (CCH) and the Greater Chicago Food Depository (GCFD) continues. The onset of the COVID-19 pandemic required CCH and GCFD to develop and implement revised protocols for the Fresh Truck distributions that allow for appropriate screenings and social distancing to protect patients, as well as CCH and GCFD staff and volunteers. These revised protocols are in place until further notice. Through May 19, CCH’s Fresh Truck partnership with the Greater Chicago Food Depository (GCFD) resulted in 259 visits to 13 CCH health centers – Arlington Heights, Austin, the CORE Center, Cottage Grove, Englewood, Logan Square, Near South, North Riverside, Oak Forest, Provident/Sengstacke, Prieto, Robbins, and Woodlawn. Collectively, the Fresh Truck distributions have resulted in the provision of fresh fruits and vegetables, as well as some shelf stable items during the COVID-19 pandemic, to an estimated 33,847 individuals, representing 112,381 household members, totaling more than 685,000 pounds of food. Most of the individuals benefiting from the Fresh Truck screened positive for food insecurity at a CCH health center visit.

ANAYA 7th District The heavily used at-grade crossing results in 59,600 hours of delay each year and is also a 911 critical location for emergency services to access communities with a high frequency of train LUIS ARROYO, JR crossings and delays. These delays will be eliminated by the grade separation.
