Russian Journal of Economics 4 (2018) 44–64 DOI 10.3897/j.ruje.4.26005 Publication date: 23 April 2018 www.rujec.org The Austrian school in Bulgaria: A history✩ Nikolay Nenovsky a,*, Pencho Penchev b a University of Picardie Jules Verne, Amiens, France b University of National and World Economy, Sofia, Bulgaria Abstract The main goal of this study is to highlight the acceptance, dissemination, interpretation, criticism and make some attempts at contributing to Austrian economics made in Bulgaria during the last 120 years. We consider some of the main characteristics of the Austrian school, such as subjectivism and marginalism, as basic components of the economic thought in Bulgaria and as incentives for the development of some original theoreti- cal contributions. Even during the first few years of Communist regime (1944–1989), with its Marxist monopoly over intellectual life, the Austrian school had some impact on the economic thought in the country. Subsequent to the collapse of Communism, there was a sort of a Renaissance and rediscovery of this school. Another contribution of our study is that it illustrates the adaptability and spontaneous evolution of ideas in a different and sometimes hostile environment. Introduction The emergence and development of specialized economic thought amongst the Bulgarian intellectuals was a process that occurred significantly slowly in comparison to Western and Central Europe. It also had its specific fea- tures. The first of these was that almost until the outset of the 20th century, the economic theories and different concepts related to them were not well known. -

View metadata, citation and similar papers at core.ac.uk brought to you by CORE provided by University of Missouri: MOspace Robert Nozick, Anarchy, State and Utopia Peter Vallentyne, University of Missouri-Columbia in The Twentieth Century: Quine and After (Vol. 5, of Central Works of Philosophy ) edited by John Shand (Acumen Publishing, 2006), pp. 86-103 Robert Nozick’s Anarchy, State, and Utopia (1974), along with John Rawls’s A Theory of Justice (1971), radically changed the landscape in analytic political philosophy. For much of the preceding half-century, under the influence of logical positivism’s heavy emphasis on empirical verifiability, much of moral philosophy was taken up with meta-ethics (e.g., the semantics of moral discourse)—with little attention given to normative moral theories. Moreover, to the extent that normative theories were considered, utilitarianism was the center of attention. This all changed with the publication of Rawls’s articulation and defense of liberal egalitarianism and Nozick’s libertarian challenge to the legitimacy of anything more than the night-watchman state. At the core of Nozick’s book are two arguments. One is that a night-watchman state (which protects only against violence, theft, fraud, and breach of contract) could be legitimate, even without the consent of all those to be governed. The other is that nothing more extensive than the night-watchman state is legitimate, except with the consent of all. The argument is complex, and Nozick often inserts long—and very interesting—digressions. Below I shall focus only on his core argument. Review of Murray N. Rothbard's an Austrian
Reason Papers 97 Murray N. Rothbard, An Austrian Perspective on the History of Economic Thought, Vol. i & ii (Cheltenham, UK: Edward Elgar Publ., Ltd., 1995), pp.576 & 544; Index; $99.95 each. Parth Shah, University of Michigan, Dearborn I have always enjoyed Professor Rothbard's talks at various Austrian conferences and seminars, especially the ones on the history of economic thought. That subject itself, I think, brought out all the qualities that made Professor Rothbard such a loving and towering figure in Austrian and libertarian circles; his incredible breadth of knowledge, diligent scholarship, disarming sense of humor, perspective coalescing of personal with social and intellectual history, genuine respect for a worthy adversary, and yes, his unwavering dedication to praxeology and liberty. Professor Rothbard's two volumes on the history of thought more than meet the expectations; they encapsulate all those unique qualities of his. It makes it all the more unfortunate that the volumes cover the period only up to about 1870. Taking his cue from his mentor Joseph Dorfman, Professor Rothbard eschews the "Few Great Men approach" (talking about the already anointed), and focuses on the "'lesser' figures... emphasizing the importance of their religious and social philosophies as well as their narrower strictly 'economic' views" (1, p.xii). With Thomas Kuhn's realistic appraisal of the path of progress in science in terms of paradigm shifts, Professor Rothbard dismisses the Whig theory of history and works with no presumption that "later thought is better than earlier" (1, p.x). The acceptance of the zig-zag path of the progress of the discipline promises us "far more human drama than is usually offered in histories of economic thought." (1, p.xiii). -

TRISTRAM ENGELHARDT (Rice Universtiy / USA) ABSTRACT Given intractable secular moral pluralism, the force and significance of the four principles (autonomy, beneficence, non-maleficence, and justice) of Tom Beauchamp and James Childress must be critically re-considered. This essay examines the history of the articulation of these four principles of bioethics, showing why initially there was an illusion of a common morality that led many to hold that the principles could give guidance across cultures. But there is no one sense of the content or the theoretical justification of these principles. In addition, a wide range of secular moral and bioethical choices has been demoralized into lifestyle choices; the force of the secular moral point of view has also been deflated, thus compounding moral pluralism. It is the political generation of the principles that provides a common morality in the sense of an established morality. The principles are best understood as embedded not in a common morality, sensu stricto, but in that morality that is established at law and public policy in a particular polity. Although moral pluralism is substantive and intractable at the level of moral content, in a particular polity a particular morality and a particular bioethics can be established, regarding which health care ethics consultants can be experts. De-Socialization in a United Germany Hans-Hermann Hoppe* I s a result of the defeat of Hitler's Germany in Word War 11, there were 10 million refugees living on a significantly A reduced German territory; 40 percent of the population was bombed-out (the population of Cologne, for instance, had declined from 750,000 to 32,000) and 60 percent was undernourished.' In those territories occupied by the Western Allies, initially the economic system inherited from the Nazi regime-a command-war- economy-was retained. Almost all consumer goods were rationed, all-around price and wage controls remained in effect, and imports and exports were strictly regulared by the military administration. Black markets and barter trade were ubiquitous. Due to general price maxima and an expansionary supply of paper Reichs marks, no goods were to be found and money was largely u~eless.~alack-market prices experienced a highly inflationary development and substitute curren- cies like coffee, cigarettes, and butter emerged. German output in 1946 was less than one-third of what it had been in 1938. Chaos and desperation were the mark of the day. CRATICS RAHIM TAGHIZADEGAN AND MARC-FELIX Otto ABSTRACT: Ludwig von Mises’s most important legacy is the foundation and analysis of catallactics, i.e. the economics of interpersonal exchange, as a sub-discipline of praxeology, the science of human action. In this paper, based both on Mises’s methodical framework and on insights by Tadeusz Kotarbinski and Max Weber, a “praxeology of coercion,” or, more precisely, an analysis of interpersonal actions involving threats, is developed. Our investigation yields both a reviewed taxonomy of human action and a first analysis of the elements of this theory, which we term cratics. This shall establish the basis for adjacent studies, furthering Mises’s project regarding the science of human action. Kinsella (2007, 2009A) takes issue with this position and likens it to the properly denigrated Lockean pro- viso. The present paper is an attempt to distinguish the two provisos one from the other, and defend the former from Kinsella’s critiques. What is the Lockean proviso? Let us allow “da man” to speak for himself on this issue. According to Locke (1689, emphasis added): “Though the earth, and all inferior creatures, be common to all men, yet every man has a property in his own person: this nobody has any right to but himself. The labour of his body, and the work of his hands, we may say, are properly his. Whatsoever then he removes out of the state that nature hath provided, and left it in, he hath mixed his labour with, and joined to it something that is his own, and thereby makes it his property.
