Transpower owns and operates the National Grid, and its assets across the Wellington Region include 12 substations, 25 transmission lines, three submarine cables, four high voltage direct current links, five overhead fibre cables, and seven communications sites. 2 Transpower made a submission and further submission on the Proposed Plan. 3 Transpower is not a trade competitor for the purposes of section 308D of the Resource Management Act 1991 (‘RMA’). 4 Transpower received notice of the decisions on 31 July 2019. 5 The decisions were made by the Respondent. Provisions being appealed 6 The part of the decision that Transpower is appealing is the Respondent’s decisions on the Proposed Plan that relate to regionally significant infrastructure, and in particular the operation, maintenance, upgrading and development of the National Grid. -

MS HAWKEN: Thank you, your Honour, and members of the Board for giving me this opportunity to speak about the expressway proposal. 10 My name is Dinah Hawken and I live in Paekakariki because of the quiet and the beauty of the coastal environment and the satisfactions of living in a small community. I identify strongly with others who live on the Kapiti Coast for the same reasons and who would be affected by the building of an expressway through their neighbourhoods. 15 I have worked as a social worker and counsellor. I am also a poet and have recently been teaching a course at Victoria University called “Writing the Landscape”. My name is James Lunday. I hold the qualifications of Diploma of Architecture, Bachelor of Arts with First Honours, Bachelor of Planning with First Honours, a Diploma of Urban Design and a Masters of Urban Design (Distinction) both from Oxford Brookes. I have 35 years experience in Architecture, Strategic Planning, Heritage Planning, Urban Regeneration and Urban Design having worked in Government, Academic and Private Sector roles. 2. I have held the positions of Architect for City of Glasgow, Urban Designer/Landscape Planner for the State Government of Victoria, Australia, Director of Urban Regeneration for the Civic Trust, UK, Executive Director of the Auckland Heritage Trust, Senior Lecturer at University of Auckland, and Principal of Common Ground Studio. 3. I have been a practicing Urban Designer since 1982, when I was appointed to the position of Urban Designer and Landscape Planner for the Ministry for Planning and Environment, Victoria, Australia. During this time I was involved in the restructuring of Melbourne with a focus on infrastructure / land-use led economic recovery with aim of creating Melbourne as the most Livable City in Australia. 4. In 1985 I returned to Europe from Australia to take up the position of Project Director of Regeneration for the Civic Trust, London, in charge of Urban Renewal Projects. -

15 July, 2016 Plywood Cut-outs Support Construction Plywood construction worker cut-outs that have popped up in a paddock off State Highway 1 just north of Paekakariki have peaked commuter curiosity. They have appeared as part of early works to support construction of the Transmission Gully Motorway and generated a range of theories as to what they are there for. Project Director Boyd Knights sheds some light on the mystery by explaining that the cut-outs act as markers for vehicle operators working inside an area of sand dunes just south of Mackays Crossing. This ‘sand borrow pit’ is being excavated for use as fill for the future alignment of the new motorway. “Much like farmers use scarecrows to protect crops germinating below ground from birds flying overhead,” Boyd Knights says “the life-size plywood cut-outs alert operators to sensitive pieces of equipment which have been placed beneath the foundation treatment layer.” In this instance he says the cut-outs are protecting ‘settlement plates’ which are a critical monitoring and measuring tool supporting current activity known as ‘pre-loading’ which involves excavating sand from the borrow pit and laying it along the area in which the new motorway will be built. “Preloading is all about preparing the area for construction. It literally drains moisture from the soil below the new road embankment and compresses it, to ensure appropriate consolidation and compaction. The settlement plates allow us to measure this compression to ensure the ground has completely settled again prior to laying pavement to minimise any risk of movement or cracking of the new road surface”, Boyd Knights says. -
