CARIFORUM-EU Brussels, 6 November 2018 ECONOMIC PARTNERSHIP AGREEMENT CARIFORUM-UE 3651/18 MINUTES Subject: Minutes of the Fourth Meeting of the Joint CARIFORUM-EU Council, held on 17 November 2017 in Brussels, Belgium The Fourth Meeting of the Joint CARIFORUM-EU Council (referred to hereafter as 'the Joint Council') took place in Brussels, Belgium, on 17 November 2017. The Joint Council was chaired on behalf of the European Union jointly by Mr Sven MIKSER, Minister of Foreign Affairs of Estonia, who represented the Council of the EU, and by Ms Cecilia MALMSTRÖM, European Commissioner for Trade. Ms Kamina JOHNSON SMITH, Minister of Foreign Affairs and Foreign Trade of Jamaica, served as CARIFORUM High Representative. CARIFORUM-UE 3651/18 1 EN 1. OPENING OF THE MEETING The Co-Chairs welcomed the participants to the Meeting. The list of participants is set out in Annex 1 to these Minutes. 2. ADOPTION OF AGENDA The Joint Council adopted the agenda as set out in document CARIFORUM-UE 3651/1/17 REV 1, as set out in Annex 2 to these Minutes. 3. PROCEDURAL MATTERS The Joint Council agreed on the procedures for conducting its business. 4. IMPLEMENTATION PROGRESS REPORT BY THE CARIFORUM-EU TRADE AND DEVELOPMENT COMMITTEE The Joint Council took note of the oral progress report by the EU on the Seventh Meeting of the CARIFORUM-EU Trade and Development Committee (TDC), held on 15 November 2017 in Brussels, Belgium. The progress report is set out in Annex 3A to these Minutes. The essence of the reaction by the CARIFORUM High Representative is set out in Annex 3B to these Minutes. -

Trade agreement between the European Union and Colombia and Peru European Implementation Assessment STUDY EPRS | European Parliamentary Research Service Editor: Anna Zygierewicz Ex-Post Evaluation Unit PE 621.834 – July 2018 EN Trade agreement between the European Union and Colombia and Peru European Implementation Assessment On 29 November 2017, the Committee on International Trade (INTA) of the European Parliament requested authorisation to undertake an own-initiative report on the implementation of the trade agreement (TA) between the EU and Colombia and Peru (2018/2010 (INI). Santiago Fisas Ayxelà (EPP, Spain) was appointed rapporteur. This European implementation assessment has been provided to accompany the work of the INTA committee in scrutinising the implementation of the agreement. This European implementation assessment (EIA) consists of two parts. The in-house opening analysis (Part I) outlines the process leading to the signature of the trade agreement between the EU and Colombia and Peru. It also presents the socio-economic situation in Colombia and Peru and relations between the EU and Colombia and Peru, as well as relations between the EU and the Andean Community. The research paper prepared by external experts (Part II) presents a detailed analysis of trade in goods and services and foreign direct investments. The paper also evaluates, in detail, the implementation of the trade and sustainable development chapter of the trade agreement in both Colombia and Peru. Finally, the paper provides recommendations for the improvement of the implementation of the trade agreement. Now is the time for us to act and we must act boldly. Mr. Chairman In your opening statement on April 19 th you stated that "the broad picture is not very reassuring, and the international community is not on track when it comes to meeting the globally agreed targets." You stressed the need to overcome hindrances and create soldtions. The statements made over the course of the last two weeks by participants from governments; the NGO community, Youth, experts and the private sector all support your conclusion. Assessing the reports of the proceedings so far, it is a struggle not to be overwhelmed by what appears to be a daunting challenge. Such a condition however is unacceptable if we are to secure for our people their right to a sustainable future. Our responsibility, no matter how overwhelming, will overcome those hindrances and create equitable and meaningful solutions. In the Caribbean, we have spent the last two years assessing our progress in the implementation of the sustainable development goals we elaborated and agreed to in the Barbados Programme of Action. -

Please address all correspondence to [email protected]. 1 1 Introduction The Dynamic Gravity dataset contains a collection of variables describing aspects of countries and territories as well as the ways in which they relate to one-another. Each record in the dataset is defined by a pair of countries or territories and a year. The records themselves are composed of three basic types of variables: identifiers, unilateral character- istics, and bilateral characteristics. The updated dataset spans the years 1948{2019 and reflects the dynamic nature of the globe by following the ways in which countries have changed during that period. The resulting dataset covers 285 countries and territories, some of which exist in the dataset for only a subset of covered years.1 1.1 Contents of the Documentation The updated note begins with a description of main changes to the dataset from Version 1.00 to Version 2.00 in section 1.2 and a table of variables available in Version 1.00 and Version 2.00 of the dataset in section 1.3. -

Organization of American States ECONOMIC PARTNERSHIP AGREEMENT BETWEEN THE CARIFORUM STATES, OF THE ONE PART, AND THE EUROPEAN COMMUNITY AND ITS MEMBER STATES, OF THE OTHER PART Article 1 The objectives of this Agreement are: a)Contributing to the reduction and eventual eradication of poverty through the establishment of a trade partnership consistent with the objective of sustainable development, the Millennium Development Goals and the Cotonou Agreement; b)Promoting regional integration, economic cooperation and good governance thus establishing and implementing an effective, predictable and transparent regulatory framework for trade and investment between the Parties and in the CARIFORUM region; c)Promoting the gradual integration of the CARIFORUM States into the world Objectives economy, in conformity with their political choices and development priorities; d)Improving the CARIFORUM States' capacity in trade policy and trade related issues; e)Supporting the conditions for increasing investment and private sector initiative and enhancing supply capacity, competitiveness and economic growth in the CARIFORUM region; f)Strengthening the existing relations between the Parties on the basis of solidarity and mutual interest. EU trade with Latin America and the Caribbean Overview and figures IN-DEPTH ANALYSIS EPRS | European Parliamentary Research Service Authors: Gisela Grieger and Roderick Harte Members' Research Service PE 625.186 – September 2018 EN This publication provides an overview of trade relations between the EU and Latin American and Caribbean countries and groupings. The EU has fully fledged agreements with two Latin American groupings (Cariforum and the Central America group), a multiparty trade agreement with three members of the Andean Community (Colombia, Ecuador, and Peru), and bilateral agreements with Chile and Mexico. Since November 2017, a new agreement governing trade relations with Cuba has also been provisionally applied. In addition, the EU is currently modernising its agreements with Mexico (with which it has reached an 'agreement in principle') and Chile. The EU also has framework agreements with Mercosur and its individual members (Argentina, Brazil, Paraguay, and Uruguay). The agreement with the former will be replaced, once the ongoing negotiations on an EU-Mercosur association agreement have been completed. This publication provides recent data on trade relations between the EU and Latin American and Caribbean countries and groupings, compares the main agreements governing trade relations that are already in place, and analyses the rationale behind the ongoing negotiations on the EU-Mercosur, EU-Mexico and EU-Chile agreements. RFC-03-2 The European Union Perception of Cuba: From Frustration to Irritation* Joaquín Roy EXECUTIVE SUMMARY Fidel Castro dramatically selected the commemoration of the 50th anniversary of his failed attack against the Moncada Barracks in Santiago de Cuba on July 26, 1953, for his rejection of any kind of humanitarian assistance, economic cooperation, and political dialogue with the European Union (EU) and its member states, signalling one of the lowest points in European- Cuban relations.1 Just days before the anniversary of what later history would recognize as the prelude of the Cuban Revolution, the European Union’s Foreign Relations Council issued a harsh criticism of the regime’s latest policies and personal insults against some European leaders (notably, Spain’s José María Aznar), in essence freezing all prospects of closer relations. The overall context was, of course, the global uncertainty of the U.S. occupation of Iraq in the aftermath of the post-September 11 tension. Having survived the end of the Cold War and the perennial U.S. harassment, the Castro regime seemed to have lost its most precious alternative source of international cooperation, if not economic support. STATEMENT BY THE CHAIRMAN OF THE CARIBBEAN COMMUNITY (CARICOM) THE HONOURABLE MIA AMOR MOTTLEY, PRIME MINISTER OF BARBADOS ON ACCESS BY CARICOM TO THE AFRICA MEDICAL SUPPLIES PLATFORM Member States of the Caribbean Community (CARICOM) have been given access to the Africa Medical Supplies Platform (AMSP), a procurement system for supplies and equipment in the fight against COVID-19. The AMSP unlocks immediate access to an African and global base of vetted manufacturers and procurement strategic partners. It enables African Union Member States to purchase certified medical equipment, such as diagnostic kits, personal protection equipment (PPE) and clinical management devices, with increased cost effectiveness and transparency. Chair of CARICOM, the Honourable Mia Mottley, welcomed the development and thanked the Chair of the African Union (AU), His Excellency Cyril Ramaphosa, President of South Africa, His Excellency Uhuru Kenyatta, President of Kenya and Dr. Tedros Ghebreyesus, Director General of the World Health Organization (WHO) for their assistance in making it possible. “The COVID-19 crisis has produced, among other things, a glaring example of the disparity among developed and developing states regarding the access to critical supplies necessary to successfully combat the spread of the COVID,” the Prime Minister said. “We have seen supplies being withheld from transhipment, and our relatively small populations put us at a disadvantage for successful optimal procurement of needed supplies. We, therefore, welcome this opportunity which has become available through inter-regional discussion. This underlines the strength of the relationship between Africa and CARICOM,” Prime Minister Mottley added. The outgoing CARICOM Chairman went on to say “Coincidentally, last week we were to have been holding the inaugural OAU- CARICOM Summit in Nairobi to discuss such partnerships but this had to be postponed because of the COVID-19 pandemic, and here we are today with a tangible outcome of the partnership between Africa and the Caribbean”. -
