Trade Agreement Between the European Union and Colombia and Peru Trade agreement between the European Union and Colombia and Peru European Implementation Assessment STUDY EPRS | European Parliamentary Research Service Editor: Anna Zygierewicz Ex-Post Evaluation Unit PE 621.834 – July 2018 EN Trade agreement between the European Union and Colombia and Peru European Implementation Assessment On 29 November 2017, the Committee on International Trade (INTA) of the European Parliament requested authorisation to undertake an own-initiative report on the implementation of the trade agreement (TA) between the EU and Colombia and Peru (2018/2010 (INI). Santiago Fisas Ayxelà (EPP, Spain) was appointed rapporteur. This European implementation assessment has been provided to accompany the work of the INTA committee in scrutinising the implementation of the agreement. This European implementation assessment (EIA) consists of two parts. The in-house opening analysis (Part I) outlines the process leading to the signature of the trade agreement between the EU and Colombia and Peru. It also presents the socio-economic situation in Colombia and Peru and relations between the EU and Colombia and Peru, as well as relations between the EU and the Andean Community. The research paper prepared by external experts (Part II) presents a detailed analysis of trade in goods and services and foreign direct investments. The paper also evaluates, in detail, the implementation of the trade and sustainable development chapter of the trade agreement in both Colombia and Peru. Finally, the paper provides recommendations for the improvement of the implementation of the trade agreement. In November 2016, Ecuador signed the trade agreement, and the agreement has applied provisionally to it since 1 January 2017. At the time of writing this analysis, the trade agreement had still not been fully ratified. Article 4 of the trade agreement between the EU and Colombia and Peru describes its objectives, which include, inter alia, progressive and gradual liberalisation of trade in goods; facilitation of trade in goods; progressive liberalisation of trade in services; development of an environment conducive to an increase in investment flows; facilitation of trade and investment; the opening of government procurement markets and the protection of intellectual property rights. The trade agreement between the EU and Colombia and Peru belongs to the 'new generation' of EU trade agreements that, in addition to trade and investment, focus, inter alia, on the sustainable development of the partner countries. This element raises many concerns, in particular owing to the insufficiently described means for its enforcement. In the case of the trade agreements between the EU and Colombia and Peru voices were raised against the signature of the agreement. Civil society organisations and trade unions, for instance, pointed out the insufficient protection or violation of human, labour and environmental rights in Colombia and Peru. In contrast, the signature of the trade agreement was supported by business associations. Regional cooperation between the European Union and the Andean Community, as well as bilateral cooperation between the EU and the Andean Community Member States, is progressing, bringing the benefits to both sides. The EU supports the sustainable development of the four Andean countries while helping them to terminate internal conflicts or deal with emerging situations arising from natural disasters. The EU has also played an important role in the peace process in Colombia. The socio-economic situation in both Colombia and Peru is improving, according to various reports prepared by international organisations and civil society organisations. Yet, improvements are needed, especially in the area of human rights, with special attention to the indigenous peoples and other groups in the 'litigation' areas, such as mining areas and areas that are the focus for conflict over land. The need to achieve more equal distribution of the growing wealth of the Andean Community member states and to combat wide-spread corruption are also on-going problems. In the Basque Country, 1895 marked the birth of the Partido Nacionalista Vasco (Basque Nationalist Party), concurrent with the development of the cultural nationalist movement known as the ‘Gaelic revival’ in pre-revolutionary Ireland.     Inca Civilization 1425 A.D - 1532 A.D The Inca first appeared in the Andes region during the 12th century A.D. and gradually built a massive kingdom through the military strength of their emperors. Known as Tawantinsuyu, the Incan empire spanned the distance of northern Ecuador to central Chile and consisted of 12 million inhabitants from more than 100 different ethnic (cultural) groups at its peak. Well-devised agricultural and roadway systems, along with a centralized religion and language, helped maintain a cohesive (solid) state. Despite their power, the Inca were quickly overwhelmed by the diseases and superior weaponry of Spanish invaders, the last bastion of their immense empire overtaken in 1572. The Inca first appeared in what is today southeastern Peru during the 12th century A.D (1100’s). According to some versions of their origin myths, they were created by the sun god, Inti, who sent his son Manco Capac to Earth through the middle of three caves in the village of Paccari Tampu. After killing his brothers, Manco Capac led his sisters and their followers through the wilderness before settling in the fertile valley near Cusco circa 1200. The expanding reach of the Inca state, lead to the need for information and people to travel quickly throughout the empire. Pachacuti Inca Yupanqui is believed to have been the first Inca emperor to order forced resettlement to squash the possibility of an uprising from one ethnic (cultural) group. In addition, he established the practice in which rulers were prevented from inheriting the possessions of their fathers, thereby making sure that new leaders would conquer new lands and accumulate new wealth of their own.

By Peruvian history of Peru I mean a history that studies the past of this land from the point of view of the formation of Peru itself. We must insist upon an authentic history ‘of ’ Peru, that is, of Peru as an idea and entity that is born, grows, and develops. The most important personage in Peruvian history is Peru. Jorge Basadre, Meditaciones sobre el destino histórico del Perú Although many gifted historians graced the stage of twentieth-century Peru- vian letters, Jorge Basadre Grohmann (1903 – 1980) was clearly the dominant figure. Today Basadre is universally celebrated as the country’s most sagacious and representative historian, and he is commonly referred to as “our historian of the Republic.” Libraries, avenues, and colleges are named after him.     LATIN AMERICA AND THE CARIBBEAN The EU’s relations with Latin America and the Caribbean are multifaceted and conducted at different levels. The EU interacts with the entire region through summits of the heads of state and government, while agreements and political dialogue bind the EU and the Caribbean, Central America, the Andean Community, Mercosur and individual countries. LEGAL BASIS — Title V (EU external action) of the Treaty on European Union; — Titles I-III and V (common commercial policy; development cooperation and humanitarian aid; international agreements) of the Treaty on the Functioning of the European Union. REGION-TO-REGION RELATIONS A. The summits The first summit between the EU, Latin America and the Caribbean was held in Rio de Janeiro in June 1999 and established a Bi-regional Strategic Partnership. The most recent biennial summit, held in June 2015 in Brussels, was the second between the EU and the Community of Latin American and Caribbean States (Comunidad de Estados Latinoamericanos y Caribeños, CELAC). The summits strengthen links between the two regions at the highest level and address issues on the bi-regional and international agendas. Debates have focused on topics such as democracy and human rights; fighting poverty; promoting social cohesion, innovation and technology; and the environment and climate change. Fils d’un petit industriel de la bonneterie, Victor Martin fait de brillantes études au Collège catholique d’Ath, qu’il poursuit à l’Université catholique de Louvain, études couronnées par un doctorat de sociologie. Pour le mener à bien, Martin n’hésite pas à descendre à la mine de Boussu pour connaître les conditions de vie et de travail des ouvriers et à voyager dans l’Europe des années 1930, dans l’Allemagne nazie constellée de croix gammées, dans la France du Front Populaire et enfin en Suisse, où il mènera bien plus tard une partie de sa carrière professionnelle. Très vite, il s’éveille aux questions sociales, politiques et internationales. Dans cette Belgique d’avant-guerre, marquée par la crise, le mouvement rexiste de Léon Degrelle inquiète par ses outrances. A Blaton, le jeune Victor, auréolé de ses diplômes universitaires, entretient ses amis et ses voisins de ce qu’il a vu à l’étranger, mais aussi des menaces qui se profilent à l’horizon, la guerre civile qui ravage l’Espagne, l’agression de la République de Chine par l’armée japonaise..

    EU trade with Latin America and the Caribbean Overview and figures IN-DEPTH ANALYSIS EPRS | European Parliamentary Research Service Authors: Gisela Grieger and Roderick Harte Members' Research Service PE 625.186 – September 2018 EN This publication provides an overview of trade relations between the EU and Latin American and Caribbean countries and groupings. The EU has fully fledged agreements with two Latin American groupings (Cariforum and the Central America group), a multiparty trade agreement with three members of the Andean Community (Colombia, Ecuador, and Peru), and bilateral agreements with Chile and Mexico. Since November 2017, a new agreement governing trade relations with Cuba has also been provisionally applied. In addition, the EU is currently modernising its agreements with Mexico (with which it has reached an 'agreement in principle') and Chile. The EU also has framework agreements with Mercosur and its individual members (Argentina, Brazil, Paraguay, and Uruguay). The agreement with the former will be replaced, once the ongoing negotiations on an EU-Mercosur association agreement have been completed. This publication provides recent data on trade relations between the EU and Latin American and Caribbean countries and groupings, compares the main agreements governing trade relations that are already in place, and analyses the rationale behind the ongoing negotiations on the EU-Mercosur, EU-Mexico and EU-Chile agreements.
