SALARY GRADE : GRADE 8 – SPINAL POINTS 25-28

RESPONSIBLE TO : WASTE AND STREET SCENE MANGER

JOB PURPOSE:

The Waste and Street Scene Supervisor is responsible to the Relevant Section Head for the supervision and control of the workforce and equipment utilised by the Waste and Street Scene Section for the purposes of carrying out the operations of Domestic Refuse Collection, Recycling, Schedule 2 Refuse Collection and Street Cleansing services. You will have specific responsibility for promoting, developing and monitoring waste collection systems, recycling initiatives and Street Scene Operations in accordance with the Council’s waste strategy.

PRINCIPAL DUTIES AND RESPONSIBILITIES:

1. Responsible for the delivery, running and organisation of the daily workload of Waste Management & Street Scene Services and specifically provide the management and supervision of the workforce.

2. To be responsible for the monitoring of the performance of the services that you are directly responsible for and making recommendations to the Waste and Street Scene Manager regarding the increased efficiency of those services.

3. To investigate and implement corrective and preventive action in respect of accidents and complaints. Liaisons with relevant sections/organisations as required.

4. Direct liaison with householders regarding service provision and queries regarding Waste Collection Services/Street Scene Services

5. To carry out enforcement action with regard to the requirements of current relevant legislation/working procedures/policies where necessary.

6. To take statements of evidence and assist in the production of files to a high quality fit for Court purposes.

7. Liaise with the Council’s legal section and work in co-operation with the Police, Environment Agency, North County Council and neighbouring authorities. 8. Responsibility for the calculation, collation and submission of payments and receipts in relation to the Authorities waste and recycling tonnages and waste data flow. Collation and reporting of data with regards to national indicators. 9. The collection and interpretation of statistical data. 10. Establish and support applications for community Protection Notices & Public spaces Protection Orders within the Waste and Street Scene Section. 11. To undertake the appraisal of staff, to review their performance at work and set targets for future performance. Also to enable staff to develop the skills necessary to deliver effective services through the identification of training and development needs ensuring all staff have access to relevant opportunities

12. The recruitment, selection, Induction training and continuation training of both new and established staff and the maintenance of good discipline (including monitoring and mentoring) in accordance with current corporate procedures.

13. To make proposals regarding the use of vehicles, plant and manpower (resources) in the operation of services required and ensure maximum daily availability to meet operational requirements.

14. To ensure that the services provided are operated in a safe and workmanlike manner and that all staff are aware and updated on the relevant requirements under the relevant Health and Safety at Work Legislation.

15. To update information on operating practices and ensure that all relevant Risk Assessments and Work Instructions are current and up to date.

16. To attend meetings as required.

17. To operate the IT systems associated with the service, and to contribute to the development of new systems and with training, keep up to date on IT development affecting the work carried out by the Section.

18. To be responsible for the compliance of all relevant legislation within the Section.

19. Responsible for identifying, preventing and reporting on fraud and corruption within the Section including time sheet verification.

20. At times you will be required to use your own vehicle to undertake your duties for which a casual user mileage rate will be paid.

21. To provide office cover for late and early shifts as and when required. 22. To carry out other duties broadly compatible with your current duties and responsibilities as may be allocated from time to time by the Waste and Street Scene Manager. 23. To demonstrate an acceptance of and commitment to the Council’s Equalities and Diversity Policy. 24. To observe the requirements of the health and Safety legislation. 25. To observe the requirements of the Data Protection Action
