EXECUTIVE SUMMARY
The site is irregular in shape and extends to an area of approximately Site 1.4 hectares. The site is located upon the southern side of Forge Road at the southern edge of Chinley Village NGR SJ 41855 93221 The site has a full recorded history of open rural and agricultural use with no development or issues. The land immediately to the west has Site History been occupied by a form mill which has now been demolished and remediated. This site is currently in the process of being developed by our clients. The investigations have extended to:- Walkover survey Investigations Desk study Extensive intrusive investigations by trail pitting techniques. Geotechnical & chemical analyses of soil samples Topsoil approximately 0.2m thick is present over almost the whole site (except at the south eastern corner). The very shallow superficial deposits comprise of glaciofluvial and alluvial deposits comprising of Ground Conditions soft / frim clays with sands and gravels bands and lenses typically extending to depths in the order of 1.5 – 2.0m below ground level. The site appears to be underlain by Glacial Till deposits as a basal superficial deposit Very significant water entries have been recorded at varying depths in almost all trial pits. The excavations have suffered “running sand” type conditions and severe instability. The ground water does appear to Groundwater exhibit a hydraulic gradient across the site in line with the topography. Ground water is expected to represent a very significant issue at this site. No evidence of any potentially hazardous contamination of the ground has been identified during these works. No on-site or off-site sources of Environmental potential ground gas emission have been identified and the site is classified as CS1 (Green) The site contains a series of mature and semi mature trees which may influence the development. A detailed arboraculturists report is strongly Trees recommended before any further works take place. Foundation precautions in accordance with NHBC Handbook chapter 4.2 are likely to be required. The shallow strata offers the potential to adopt traditional strip foundations BUT it is likely that all excavations will be impacted by heavy water ingress and this may limit the economic viability of a shallow spread footing solution. In the absence of a formal ground Foundations water management strategy the following foundations type are available: Raft foundation VSC (bottom fed system) subject to contactor agreement Piles and ground beams It is recommended that suspended ground floor construction be adopted for all properties located within this site. These floors may be of a pre cast concrete beam and block arrangement or of a suitably
designed cast insitu reinforced concrete. In those areas where tree root Slabs effects are important it is recommended that a pre cast concrete beam and block type floor is utilised to allow for the provision of a suitable air void below the ground floor construction. It is considered that the site is not capable of adopting a soakaways SUDS system of surface water disposal and will need to connect to existing drainage sewers. There are no requirements for any formal remediation works to facilitate Remediation the residential development of this suite.
This brief summary should not be assumed to represent a complete account of all the potential geo-environmental issues that may exist at the site. As such it is strongly recommended that the report be read in its entirety.

1.0 INTRODUCTION
1.1 Instructions
1.1.1 We are instructed by Wainhomes (NW) Ltd., Kelburn Court, Daten Park, Birchwood, Warrington WA3 6UT to undertake a program of ground investigation works at a site situated off Forge Road, Chinley, Derbyshire which they intend to develop in a residential manner.
1.2 Object
1.2.1 The object of these investigations are as follows:
To determine the engineering properties of the soils present within the site to form a basis upon which foundation and general infrastructure recommendations and design may be based; To enable sufficient information regarding ground conditions to be obtained from which risks to end users and the environment can be assessed; To utilise the information obtained from the investigations to provide recommendations for remediation measures where required.
1.3 Scope
1.3.1 The investigations considered within this report have comprised of the following elements:
An initial environmental and engineering desk study based upon existing reports, services location information, geological, hydrogeology and hydrological information, a commercially available database and old Ordnance Survey maps; An initial walkover survey of the site has been undertaken prior to any intrusive investigations being commenced to determine the presence of any visible hazards or features which may affect the design of the ground investigation works; Undertake ground investigation works by trial pit excavation techniques; Determine the presence, nature and extent of any soil and groundwater contamination at the site; Determination of the engineering properties of the soils present within the site to form a basis upon which recommendations for foundations and infrastructure construction may be based; Identify the potential requirements for any remedial action, where required.
1.4 Development Proposals
1.4.1 We understand that it is our client’s intention that the site will be developed in a residential manner and an initial development proposal has been provided. A copy of the proposed site layout is appended to this report for general reference. It is however acknowledged that amendments may be made to these proposals as a result of planning consultations and commercial considerations.

1.4.2 At the present time the proposed site layout shows the site be developed by the construction of 13 no. residential properties in detached configurations. All residential properties within the site are to be provided with appropriate private garden areas, associated soft landscaping and road access. The site also includes substantial areas of public open space in the northern part. The site layout plan is appended to this report for reference, (drawing reference 1307WHD/Extra/SK01).
1.5 Services
1.5.1 Information regarding the possible presence of live public services within the site area has been provided by our client. These records indicate that an electricity service and gas service pass through the northern edge of the site adjacent to Forge Road. It is important that these services be identified and protected during any subsequent development works.
1.5.2 Although the remainder of the site is shown to be free of any potential services, each trial pit position has been preceded by a survey utilising a cable avoidance tool (CAT) and careful supervision of each excavation.
2.0 THE SITE
2.1 Location
2.1.1 The site is irregular in shape and extends to an area of approximately 1.4 hectares. The site is located to the south of Forge Road at the southern edge of Chinley village. The centre of the site is located at approximate National Grid Reference SK 04133 82130.

2.2.1 The northern boundary to the proposed development is formed by the existing route of Forge Road. To the east the site is bounded by a modern crèche development to the north and by a very modern residential development undertaken by our clients to the south section. The southern boundary of the site is formed by a former mineral tram line which is now retained as a linear parkway and public open land. To the west the site is bounded by an existing scout hut facility and mature residential development.
2.3 Access
2.3.1 The site is currently accessed directly from Forge Road at the northern boundary. The proposed layout shows that formal vehicular access is to be formed from this boundary with a highway arrangement which will be constructed in agreement with the requirements of the appropriate regulatory authorities.
2.4 Topography
2.4.1 The site has an undulating topography but generally rises from north to south with the mineral railway line lying at a higher level than the site. It is likely that the topography of the site will impact upon the development proposals and may require the provision of retaining walls and other features to facilitate the proposed development.
2.5 Site Conditions
2.5.1 At the time of the site walkover and ground investigation the site was in a vacant and overgrown condition with vegetation extending to heights in excess of 1.5m. At the south western boundary area of the site, evidence of builders rubble and construction debris was visible at the surface and this has emanated from the adjoining residential development which is currently progressing.
2.6 Trees
2.6.1 The site contains extensive areas of mature trees and hedges, though from our examination majority of these appear to be Hawthorn. It is strongly recommended that trees within the site and those lying outside the site but within potentially influencing distance of the development should be subject to a detailed arboriculturist report prior to any further development works being undertaken.
2.7 Walkover Survey 2.7.1 Prior to commencing the ground investigation works we have undertaken an initial walkover survey of the site to identify any visible features which may impact upon the proposed redevelopment works and which may require specific attention in terms of ground investigation approach.
2.7.2 The site walkover was conducted on the 26th June 2017 when the weather conditions were dry and sunny. The walkover confirmed that the site was heavily overgrown with surface debris from the adjoining development being visible adjacent to the south western boundary. In localised areas wet surface ground conditions were identified and surface running water was evident in a number of locations.
2.7.3 The walkover survey appraisal has confirmed the undulating topography of the site. However, it is anticipated that the topography of the site may impact upon the development proposals and we anticipate that there will be a requirement for retaining structures to be adopted within the development to regulate the existing levels.

3.0.1 As part of our environmental desk studies we have commissioned an Enviro-Insight report by Groundsure which gives details of all recorded environmental features relating to the site and its immediately surrounding area. We have also obtained copies of all available old Ordnance Survey maps for the area and these give some historical guidance regarding the former usage of the site area and its immediate vicinity. A Geo-Insight report has also been commissioned which assesses the geological structures within the general area of the site. It should be noted that the area of desk study extends to a greater area than the proposed development site.
3.1 Historical Industrial Sites
3.1.1 The Enviro-Insight report has identified up to twenty five (25 No.) records of sites with potentially contaminative past uses within 250m of the study site boundary. These records predominately relate to the former presence of Forge Mill which occupied the site immediately to the east. This site has however now been fully remediated and is in the process of residential development. The remainder of the references relate to the main highway trunk road located 200m to the south of the site and this clearly will not have any impact upon the proposed development.
3.2 Environmental Permits, Incidents & Registers
3.2.1 The environmental report has identified four (4 No.) records of licensed discharge consents located 127m to the north east of the site. In fact these consents relate to a single operation in relation to the former mill building which has now been removed.
3.2.2 The report has identified a single record of a Part A (2) and Part B activities within the vicinity and this also relates to the former mill usage of the adjoining site.
3.2.3 There are records of five (5 No.) licensed discharge consents within 500m of the study site and here again these relate to the former usage of the adjoining land which has now been fully remediated.
3.2.4 There are no sites determined as contaminated land under Part 2 (A) EPA1990 within 500m of the study site area.
3.3 Landfill Sites
3.3.1 The environmental report has not identified any historical or current landfill sites located within 250m of the study site boundary. The site is therefore not considered to be at risk from migrating explosive or toxic gases from off-site landfill sources.
3.4 Current Land Uses
3.4.1 The Enviro-Insight report has identified five (5 No.) records of potentially contaminative industrial sites, though these are all situated in excess of 100m from the site boundary. Predominately these features relate to electrical substation and pylons, though a commercial business does appear to be operated from a residential property within Chinley. These industrial sites are not considered to pose any potential sources of contamination to this development.

3.4.3 The environmental report has not identified any National Grid underground electrical cables or high pressure gas mains within 500m of the study site.
3.5 Hydrogeology & Hydrology
3.5.1 The superficial deposits within the vicinity of the site are designated as Secondary (undifferentiated). This designation is assigned when it is not possible to attribute either category A or B to a soil type. In general these layers have previously been designated as both minor and none aquifer in different locations due to the variable characteristics of the soil type.
3.5.2 The site is located above Secondary (A) aquifer rocks which comprise of permeable layers capable of supporting water supplies at a local rather than strategic scale in some cases form an important source of base flow to rivers. These are generally aquifers formally classified as minor aquifers.
3.5.3 The environmental report has not identified any groundwater, surface water or potable water abstraction licences within 350m of the site boundary and therefore this development does not pose a hazard to any abstraction licences. Although records do exist beyond this distance.
3.5.4 The environmental report provides Environment Agency information on groundwater vulnerability and the soil leaching potential. Information is provided for the site which is classified as minor aquifer with low to high leaching potential. The soil vulnerability is categorised as varying between L to H3.
3.5.5 The environmental report has identified the presence of a series of river network entries within 500m of the study site. Predominately these references relate to Black Brook which is listed as a primary river and is situated immediately to the north of Forge Road. It is clearly possible that this river may be impacted by development works carried out upon this site and it is therefore essential that appropriate precautions be adopted during the development process to ensure that this primary river is not negatively impacted by any development works.
3.6 Flooding
3.6.1 The environmental report has identified that portions of the northern section of the site may be subject to Zone 2 and Zone 3 flooding effects during severe weather conditions. It is recommended that consultations be held with the Environment Agency regarding data available for these flooding effects and their potential impact upon the residential development of the site. It is currently noted that a significant area of the proposed development is indicated to remain as public open space and these areas approximately correlate with the anticipated Zone 2 and Zone 3 flood plains.
3.6.2 The environmental report has indicated that the site is within 50m of a British Geological Survey groundwater flooding susceptibility area that relates to superficial deposits flooding with potential of surface. Where potential for groundwater flooding to occur at surface is indicated this means that given the geological conditions in the area groundwater flooding hazard should be considered in all land use planning decisions. It is recommended that other relevant information e.g. records of previous incidents of groundwater flooding, rain fall, property type and land drainage information be investigated in order to establish relative but not absolute risk of groundwater flooding. High confidence has been to this flooding susceptibility.

3.7.1 The Enviro-Insight report has confirmed a local nature reserve referred to as Stubbins Park lying some 569m to the north west of the site along with the National Park boundary which is situated some 516m to the north of the site. These environmentally sensitive areas would not be anticipated to be detrimentally impacted in any way by the residential development of this site.
3.8 Geology
3.8.1 The geological report confirms that the superficial geology underlying the site is likely to comprise of a combination of alluvium and glacial till. The alluvium deposits are anticipated to be associated with the current and former route of Black Brook as it passes through the site area. These materials are likely to comprise of a combination of soft clays, silts, sands and gravels which are poorly sorted and deposited by river action. To the north and south of the site glacial till is indicated to be present and this comprises of firm to stiff boulder clays with occasional sand and gravel bands and lenses. It is possible that glacial till may underlie the surface alluvial deposits.
3.8.2 The solid geology underlying the site is likely to comprise of the Carboniferous Millstone Grit Group which comprises of alternating sequences of mudstones, siltstones and coarse grained sandstones.
3.8.3 Geological faulting is indicated to lie within the proximity of the site and an inferred fault location extends to the western boundary of the site area. It is considered possible the unrecorded location of continued faulting within the area cannot be discounted and appropriate foundation precautions are likely to be required.
3.8.4 The geological report confirms that the site is not located within a radon affected area as less than 1% of properties are above the action level. In accordance with the Building Research Publication BR211 no radon protective measures are necessary within proposed structures located upon this site.
3.8.5 The geological report confirms that coal mining activity may have taken place within 1000m of the study site boundary. Accordingly a recommendation has been made to obtain a Coal Authority report in relation to the site area. The Coal Authority report is appended to this report for reference and confirms that the site does not lie within an area where any recorded coal mining activity has taken place and unrecorded workings are not considered to be an issue. Accordingly no further precautions or investigations are required in relation to potential coal mining activities.
3.8.6 References are made to the potential presence of mineral veins being present within the site area and its immediately adjoining vicinity. It is however concluded that non-coal mining activities are also considered to represent a highly unlikely possibility and further investigations and precautions are not considered to be necessary.
3.9 Ground Workings
3.9.1 The Geo-Insight report has confirmed the presence of a series of areas where ground workings appear to have taken place. These relate predominately to the former mill lodge structure located to the east of the site along with the highway cutting which is situated to the south. Further reference is made to a small reservoir to the north of the site. These elements are not anticipated to have any impact upon the development and no special precautions are required.

3.10.1 The initial desk study information presented by Groundsure now includes an estimation of the natural soil chemistry within 250m of the study site boundary. The estimated geometric means of soil concentrations of arsenic, cadmium, lead and nickel are all anticipated to lie below the current soil guideline values.
3.11 Site History

3.11.2 Careful appraisal of all available historical information has confirmed that there are no on-site historical features which may impact upon the environment and the site area is indicated to be in a greenfield condition. Clearly substantial commercial and industrial development has taken place within the area of land immediately to the east of the site but this has now been fully remediated and is in the process of extensive residential development.
3.12 Anticipated Ground Conditions
3.12.1 Based upon the information obtained during the initial desk study phase, the anticipated ground conditions are expected to comprise of strata as detailed in table 2 overleaf.

The solid geology underlying the site is likely to comprise of the Millstone Grit Bedrock Group with medium / coarse grained sandstones, siltstones and shales.
Secondary (A) aquifer alluvium and bedrock indicated. Isolated standing ground water anticipated to be present perched on underlying impermeable Ground Water Till material. The site may exhibit a hydraulic gradient down slope within the ground water.
3.12.2 Based upon the data available within the desk study and tables 1 and 2 above, potential ground related issues associated with the proposed redevelopment of this site are likely to include the elements noted in table 3 below.

3.13 Preliminary Conceptual Model
3.13.1 The information presented within this Desk Study section of this report has been used to compile a preliminary conceptual model for the site. The identified potential contaminant and receptors have been considered along with any possible pathways that may link them. The resulting pollution linkages are considered in table 4 overleaf. The risk classification has been estimated in accordance with the terms and definitions based upon CIRIA C552 Contaminated Land Risk Assessment, A Guide to Good Practice.

4.0 SITE WORKS
4.1 Intrusive Works
4.1.1 The ground conditions at this site have been investigated by a series of trial pit excavations. A total of twelve (12 No.) trial holes have been excavated within the site by a JCB type back acting excavator in the presence of an experienced engineer. The locations of these trial pits have been positioned to areas where access could be gained by this type of machine and to where development is intended to take place.
4.1.2 Difficulties of access to some areas of the site due to “boggy” surface conditions and the topography has been prevented. Representative samples of the strata encountered during these investigation works have been retained for laboratory analysis and testing where considered to be appropriate.
4.2 Locations
4.2.1 The locations of the trial pits were chosen by ourselves in conjunction with the desk study information and the proposed site layout. Investigations have been targeted towards the development areas to identify the geotechnical conditions to assist in foundation design and to determine any potential environmental hazards which may impact upon sensitive private gardens.
4.2.2 The locations of each of the trial pits are indicated upon the appended trial pit location plan 17134/01. These locations are shown in relation to the existing site features.

4.3.1 During the investigations records of the strata types, water entries, ground conditions and levels within each trial pit have been maintained. This information has been collated into a series of trial pit journals which are appended to this report for reference. Representative samples of the strata encountered have been retained for laboratory testing as required and where appropriate.
4.4 Targeting
4.4.1 The trial pit excavations have been undertaken to identify the shallow superficial strata present over the area of the proposed development. It is acknowledged that ground conditions may vary between individual investigation locations due to the complexity of the lithology of this superficial strata.
4.4.2 The desk study information and site walkover has not identified the presence of any significant historical or current features which may impact upon the proposed redevelopment and accordingly specific targeting of investigations has not been undertaken.
4.4.3 The investigation locations have been spread over the whole area of the site in accordance with the recommendations laid down in BS10175: 2011 “Investigation of Potentially Contaminated Sites”. The initial ground investigation strategy is detailed within table 5 below.

5.0 GROUND CONDITIONS
5.1 Topsoil
5.1.1 Topsoil has been located over the majority of the site area. The trial pits situated within the south eastern corner of the site (TP 5 and TP 6) have not located any surface topsoil but we anticipate that this has been removed as part of the remediation works which have been undertaken in relation to the immediately adjacent residential development. Generally the topsoil varies in thickness between 0.1m – 0.3m but typically a thickness of some 0.2m or so is present across the site area.

5.2.1 Made ground has only been identified within TP 6 which lies immediately adjacent to the south eastern site boundary and which has been impacted by the remedial works to the adjoining site. The made ground extends to a depth of some 1.0m below ground level and comprises of brick, concrete and sandstone fragments within a brown silty clay matrix material. Reference to the remediation program of the adjoining site confirms that these materials are entirely, as anticipated, as a result of these works.
5.3 Natural Strata
5.3.1 The initial desk study information has suggested that the site is likely to be underlain by glacial till materials, though within the northern portions of the site it is likely that significant alluvial deposits are likely to be present overlying the till. These investigations have in fact demonstrated that majority of the site area appears to be covered with a possible combination of glaciofluvial and alluvial deposits which comprise of a complicated sequence of soft to firm sandy clays and clayey sands and gravels. The various layers do not appear to demonstrate lateral conformity and whilst the materials are similar in each trial pit, it is clear that the lithology is highly variable.
5.3.2 Hand vane tests carried out upon samples of cohesive strata obtained from the trial pitting work has confirmed shear strength values in the range of 31 – 78kN/m2. Statistical assessment of these results suggests that the mean shear strength is likely to be in the order of some 50kN/m2 and this suggests that generally this upper strata is capable of offering a safe bearing capacity in excess of 100kN/m2. It is however important to note that localised softer strata has been identified and in these instances increased foundation widths or depths may be required. It is also important to recognise that the bearing capacity of these glaciofluvial and alluvial deposits may be significantly impacted by groundwater, particularly in relation to any deeper excavations.
5.3.3 Underlying the upper glaciofluvial and alluvial deposits the investigations have proved the presence of glacial till material as anticipated. Typically the glacial till lies at a depth of approximately 1.8m below ground level, though till was not encountered in TP 5 – TP 8 and TP 10. In these localities it is anticipated that the glacial till lies at depths beyond the base of these individual trial pits.
5.3.4 Insitu testing of these glacial till materials has confirmed a mean shear strength in the order of 105kN/m2 and this suggests that the glacial till material is capable of offering a safe bearing capacity in excess of 250kN/m2. Whilst this material certainly offers a satisfactory foundation strata to traditional residential development, it is important to recognise that it lies at a significant depth below ground level and its adoption as a bearing strata may be impacted by other factors such as groundwater and stability of excavations.
5.4 Bedrock
5.4.1 Bedrock has not been anticipated to lie at a particularly shallow depth within this site. However, TP 6 appears to have encountered weathered mudstone lying at a depth of approximately 1.4m below existing ground level. Whilst we cannot rule out the possibility that this feature may represent a boulder or other similar anomaly, it should be noted that no other trial pits have encountered bedrock even though they have extended to significantly increased depths.

5.5.1 The trial pits undertaken within this area have identified the presence of significant water entries at various depths. The original walkover survey of the site also noted the presence of water at the surface, some of which was seen to be flowing. It would appear therefore that the upper glaciofluvial and alluvial deposits contain significant volumes of water which we anticipate extend from the area to the south of the site which lies at a greater topographical level. The water levels encountered within the trial pits do not represent a consistent groundwater table level and, as anticipated, appear to be predominately associated with the mainly non-cohesive sands and gravels deposits.
5.5.2 It is anticipated that groundwater will represent a significant hazard to all excavations made upon this site and groundwater management will represent a significant issue which should be addressed at a preliminary stage. On the basis that the basal glacial till material lies at relatively shallow depth, it may be possible to create a cut off drain type arrangement at the southern boundary of the site and this may reduce water levels within the development area. Alternatively, localised groundwater management techniques will be required in each area where excavations are to be undertaken.
5.6 Excavations
5.6.1 The natural strata across this site is highly variable and contains significant deposits of predominately non-cohesive sands and gravels deposits, many of which are inundated by groundwater. It is our opinion that majority of excavations made upon this site are likely to be highly unstable and subject to extensive and sudden side collapse without warning. Management of groundwater may improve the general stability of excavations, however it is important to recognise that catastrophic collapse of any excavation made within this site represents a very significant hazard.
5.6.2 It is essential therefore that personnel should not be allowed to approach or enter any excavation made upon this site unless appropriate precautions have been adopted to ensure that hazardous side instability and significant groundwater entry has been prevented. This is particularly important in relation to foundation and drainage construction where personnel may be specifically required to enter deeper excavations for essential construction purposes. Reference should be made to H.S.E. publication HSG 150 for guidance.
5.7 Contamination
5.7.1 The intrusive investigations have identified made ground only within the vicinity of TP 6. The material present at this trial pit appears to be associated with the remedial works undertaken to the adjoining site. The presence of anthropogenic materials within the made ground indicate the potential for contaminants to be present within this strata. The underlying natural strata is not considered to contain any naturally occurring contaminants.
5.8 Sampling
5.8.1 Based upon the initial site appraisal in conjunction with the findings of the intrusive investigations a series of representative samples of the strata encountered have been retained for laboratory analyses. These analyses have been intended to determine the potential presence of any contamination which may represent a hazard to site operatives or end users of the site. This section of the work is considered in more detail in section 7 of this report.

5.9.1 A total of seven (7 No.) samples of clay strata encountered during these investigations have been returned to a civil engineering laboratory to determine their index properties. Copies of the laboratory tests are appended to this report for reference. Consideration of these results confirms that generally the clay soils within the site have a plasticity index in the range of 15 - 30%. Assessment of these results suggests that the clays associated with the shallow alluvial deposits appear to have a raised plasticity index. Accordingly at this time we would recommend that the clay soils within this site be considered to have a medium volume change potential as defined by NHBC Handbook Chapter 4.2.
5.10 Ground Gases
5.10.1 The desk study information has not identified any landfill or licensed waste sites within 500m of the study site area. Clearly the adjoining site has been subject to a program of remediation within the recent past but this has not resulted in any condition which may give rise to the generation of toxic or explosive gases. We therefore consider that there is no potential source of toxic or explosive gases within the site and the site may be classified as Characteristic Situation 1 as defined by CIRIA publication C665 and Green as defined by NHBC Report No. 4.
5.11 SUDS
5.11.1 Assessment of the ground conditions present within this site in terms of sustainable urban drainage confirms that the presence of extensive cohesive deposits coupled with saturated non-cohesive material suggests that the strata across the site should be considered to be effectively impermeable. Accordingly it is our opinion that the ground conditions within this site are not conducive to the adoption of a soakaway system of surface water drainage disposal.
6.0 CONTAMINATION ANALYSIS & ASSESSMENT CRITERIA
6.1 Sampling
6.1.1 This investigation has identified made ground overlying natural strata over the whole of the site. A total of seven (7 No.) samples of the ground strata obtained during this investigation have been retained for chemical analysis. These samples relate to made ground located across the whole site. These samples are considered to be representative of the ground conditions within the site and form a basis for assessment of their potential for reuse within a residential environment.
6.1.2 All samples obtained from this site were considered to be subject to a program of PAH analyses. Accordingly all samples have been placed into a 500ml wide necked brown glass jar. All soil samples have been stored in cool boxes at temperatures of approximately 4º (+ or - 2ºC) until delivery to the selected laboratory. All sample containers were marked with the site address, trial pit or borehole number, depth and date of sampling. All samples have been tested within the specified handling period to accord with the sampling protocol presented by Exova Laboratories.
6.2 Range
6.2.1 Made ground has been identified within the site and representative samples of this material have been retained for analysis to determine whether it is suitable for reuse and retention within the proposed development.

Wainhomes NW Ltd 6.2.2 Natural strata has been identified within all the exploratory holes underlying the made ground material. This natural strata comprises of varying firm to stiff clays which do not contain any visual or olfactory evidence of contamination. Accordingly the natural strata present within this site is considered to be suitable for the retention within the residential environment.
6.3 Laboratory
6.3.1 All samples selected for chemical analyses have been returned to Exova Ltd., who are an MCERTS and UKAS accredited laboratory facility. Each sample has been subject to a range of chemical analyses to determine the concentrations of a wide range of common contaminants applicable to the former use of this site and the materials present. Details of the analysis program are shown in table 6 below. Confirmation of the UKAS and MCERTS accreditations for each test is indicated within the results which are appended to this report.
6.4 Development Proposals
6.4.1 We understand that the site is to be re-developed in a residential manner with associated rear garden areas, areas of hard standing and access roads. It is essential to ensure that the materials present within the sensitive site areas are suitable for retention within a residential environment.
6.5 Analysis Range
6.5.1 The preliminary conceptual model identifies that there is the potential for a pollutant pathway linkage to be present at the site and that further assessment is required. Table 6 below confirms the range of analyses undertaken upon the samples of topsoil and made ground obtained from this site.

6.6 Results
6.6.1 Full details of the chemical analyses results are appended to this report for reference and should be read in conjunction with the comments and recommendations regarding risk assessments. Summaries of the test results are presented in conjunction with the current assessment criteria in Section 7 of this report.
6.7 Approach
6.7.1 The current UK approach to the consideration of contaminated land is based upon the principles of risk assessment. This in turn is founded upon the use of a source-pathway-target principle in order to establish the presence of a potential pollutant linkage. Our approach to the risk assessment is consistent with UK guidance and best practice.

Wainhomes NW Ltd As advocated in the EA Policy Statement: Guidelines for Environmental Risk Assessment and Management a tiered approach has been adopted. This tiered approach is central to Part IIA of the Environmental Protection Act 1990 and the Town and Country Planning Act 1990.
6.8 Site Classification
6.8.1 Although no proposed site layout is available for this site, we can confirm that it is intended to be developed on a private residential basis utilising large areas of private gardens. Accordingly the site usage has been considered on the basis of an end land use of residential as defined by EA Science Report SC050021/SR3 2009 in relation to the most recent soil guideline values.
6.9 Criteria
6.9.1 The concentrations of contaminants within the ground have been compared to a range of generic soil guideline values that have been prepared by DEFRA and the Environment Agency. Where published, soil guideline values (SGV) have been utilised as intervention values for the purpose of an initial tier 1 assessment.
6.9.2 At the time of the preparation of this report soil guideline values were available only for a limited number of contaminants and the development of both the CLEA model and additional soil guideline values is on-going. Where published soil guideline values are available they have been utilised as intervention values for the purposes of an initial tier 1 assessment. A number of SGV’s have recently been updated to reflect a modern approach to the protection of human health.
6.9.3 In March 2014 the Department for Environment Food & Rural Affairs published SP1010: Development of Category 4 Screening Levels for Assessment of Land Affected by Contamination Policy Companion Document. This document provides a series of Category 4 screening levels based upon differing land uses. Reference has been made to the values presented within this report in relation to the appropriate land usage.
6.9.4 Where soil guideline values were not published at the time of preparing this report, generic assessment criteria (GAC) published by Land Quality Management Ltd., in conjunction with the Chartered Institute Of Environmental Health have been adopted. The values published in the “LQM/CIEH S4UL’s for Human Health Risk Assessment” Registration No. S4UL3265.
6.9.5 Reference has also been made to published soil screening values presented by Atkins Ltd., under their Atrisk Subscription Service. The SSVs have been adopted where SGVs or GACs are not available. The remaining contaminants have been considered based upon information that was the best available at the time of the study.
7.0 RESULTS OF ANALYSIS & QUALITATIVE RISK ASSESSMENT
7.1 Model 7.1.1 As discussed above, assessment of contaminated land is based upon a simple assessment of pollutant linkages referred to as the source-pathway-target model. This assessment considers the current or proposed usage of the site in terms of suitability for use. This implies the use of risk assessment in principle in order to evaluate the potential effects and concerns of contamination on a site-specific basis.

Wainhomes NW Ltd 7.1.2 Initial assessment of the chemical analyses results has been undertaken to assess the concentrations of determinands in relation to tier 1 assessment criteria. The summary of these test results is detailed below.
7.2 Results Summary
7.2.1 The samples were obtained from the made ground deposits from across the site. The differing strata have initially been assessed together with a more detailed assessment of any samples which exceed the assessment criteria. Tables 7 to 10 have been prepared as a summary of the laboratory analyses depending upon the class of analyses undertaken and the strata type present. The test results have been compared to the adopted assessment criteria, relating to a proposed residential with home grown produce land usage.
7.3 Metals & Inorganics
7.3.1 Table 7 below indicates the range of contaminants that were included within the metals and inorganics analyses along with their respective assessment criteria. The review of the results has identified no exceedances of any of the assessment criteria and all contaminants tested are considered to lie within acceptable ranges in terms of human health.

7.4 Speciated PAH
7.4.1 The made ground samples retained from the site investigation have been subject to a programme of analyses which have assessed the concentrations of the individual constituents of the polycyclic aromatic hydrocarbon series. A summary of these results is shown in table 8 below. The assessment criteria utilised are based upon the presence of 1% soil organic matter within the samples generally. Reference to the tests results does however show more variable soil organic matter content.

Reference to the laboratory results presented by Exova confirms that soluble sulphates are present at concentrations of 0.015 – 0.23g/l. Reference to BRE Special Publication 1 : 2005 “Concrete in Aggressive Ground” confirms that at <0.5g/l, the design sulphate class for this site is DS-1. Accordingly the ACEC class for the site is assessed to be AC-1s on the basis that the site does not have mobile groundwater and the pH value is >5.5. Reference to Table D of BRE Special Publication 1 indicates that the DC class for this site should be considered to be DC-1. 7.8 Ground gases 7.8.1 The desk study information has not identified any landfills within 500m of the site boundary and the site investigation has not identified any deep deposits of made ground material or organic matter with the potential to generate toxic or explosive gases within the site itself. Therefore there has not been a requirement for a full programme of ground gas monitoring as part of the investigation. 8.0 DISCUSSIONS 8.1 General 8.1.1 The desk study information has confirmed a recorded history of the site as agricultural or open rural land since prior to available records. The site contains no evidence of any development having taken place in the past, though it is impacted at the extreme south eastern corner by the adjoining development and associated remediation works. It contains extensive areas of trees and vegetation, some of which may be subject to preservation orders and may require protection during the proposed development activities. Wainhomes NW Ltd 8.1.2 The investigations have demonstrated that the site predominately contains naturally occurring strata which at very shallow depth appears to comprise of glaciofluvial and alluvial deposits but these are shown to overlie glacial till. The site contains extensive areas of surface topsoil which will represent an important resource to the garden areas of the final development. Local made ground has been identified within the vicinity of TP 6 but this undoubtedly represents an area of remediation which has transgressed the boundary of the adjoining site at this location. 8.1.3 A program of chemical analyses undertaken upon representative samples of strata obtained during these investigations has identified no exceedances of the current assessment criteria for any of the determinands. This site is therefore not subject to any specific remediation measures and does not contain any identifiable environmental hazards. 8.2 Revised Conceptual Site Model 8.2.1 As a result of these intrusive ground investigations and subsequent program of chemical analyses, it has been possible to revise the preliminary conceptual site model presented in Section 3. The revised conceptual site model is now shown in table 9 below. This report adopts the methodology for risk evaluation presented in CIRIA report C552 ‘Contaminated Land Risk Assessment – A Guide to Good Practice’, 2001. The method is qualitative and involves the classification of the following: 8.2.2 In the context of regulatory definition of ‘Contaminated Land’ (as defined by the EPA 1990), ‘very high’ and ‘high’ risks would fall under the classification of ‘Contaminated Land’. ‘Moderate’ risk could also potentially be classified as ‘Contaminated Land’ but any lower risk rating would not. Thus the following potential exposure pathways between potential and known contaminant sources based on information provided to date and receptors are tentatively identified in table 11 below. Wainhomes NW Ltd 8.3 Preliminary Remediation Proposals 8.3.1 The chemical analysis of representative samples of strata obtained during these investigations has identified no exceedances of the assessment criteria applied to the various determinands. These investigations therefore confirm that this site does not require any specific remediation in terms of possible environmental hazards in the ground. 8.3.2 The site is also not subject to any possible on-site or off-site sources of toxic or explosive gases. The site is therefore classified as Characteristic Situation 1 (NHBC Green). Accordingly there are no requirements for any special precautions to be adopted within the ground floor construction of any properties located within this site. 8.4 Foundations 8.4.1 The shallow ground conditions across the site area appear to offer a safe bearing capacity of at least 100kN/m2 at depths generally in the range of 0.9m – 1.2m or so below existing ground level. It is possible that localised soft clays may require foundations to extend to greater depths, but generally the presence of stiff glacial till has been proved at depths in the order of 1.5m – 2.0m below ground level. It is however important that the apparent safe bearing capacity of the shallow strata should be considered carefully. The presence of highly variable levels of groundwater which are perched within the non-cohesive factions of the shallow superficial deposits is such that significant water entries are likely to occur in any excavations made upon this site. These water entries will undoubtedly reduce the allowable bearing capacity of the glaciofluvial and alluvial deposits with severe instability of the excavations rendering even greater difficulties. 8.4.2 Based upon the current groundwater conditions present within the site we suspect that the use of a shallow strip foundation is unlikely to be economically viable and a program of groundwater management either on a strategic scale or locally is likely to be required in all areas where excavations are undertaken. The deeper glacial deposits offer a much increased safe bearing capacity, however excavations to depths in excess of 1.5m below ground level are again likely to be severely influenced by groundwater conditions which will limit the economic viability of such a foundation solution. 8.4.3 It may be possible to undertake a program of groundwater management on a more strategic scale by the provision of a cut off drain type arrangement around the southern perimeter of the site. However, this will require the input of specialist contractors to ensure that groundwater passage through the site is substantially reduced to allow a traditional foundation solution to be adopted. Localised groundwater management adjacent to each excavation represents a possible solution, though the economic viability of such extensive works does raise concerns. 8.4.4 In the absence of a program of groundwater management it is likely that specialist foundation solutions will be required. At the present time we anticipate that the ground conditions within the site may be improved by a program of vibro stone columns (VSC) installed by a specialist contractor. Such a process will require a bottom fed system to allow for the construction of the columns which will assist in providing drainage through the superficial strata and will densify areas of strata which are in a soft or loose condition. However, it will be necessary for specialist contractors to review the ground investigation information and provide assistance regarding the extent of any techniques which may be applied to the development. Wainhomes NW Ltd 8.4.5 To limit the extent of any excavations required it will be possible to utilise a reinforced concrete raft foundation to the proposed properties. The raft will be required to be formed upon a layer of compacted clean inert stone to generate a suitable load transfer platform arrangement, however the shallow soils present within the site are considered to be suitable for the support of a suitably designed raft type foundation. 8.4.6 As a final alternative, the properties within this site may be provided with a piled foundation with piles extending through the upper waterlogged strata into more competent strata below. Where a pile solution is considered to be appropriate it will be necessary for further deeper investigations to be undertaken to determine the likely the length of any such piles. 8.4.7 As indicated previously, the site does contain a large number of mature and semi mature trees which will undoubtedly influence the foundation designs to the various proposed structures. It is important that a detailed arboriculturist report be undertaken at the site at an early stage to determine the tree types and heights which may impact upon the development. Ultimately, the normal approach is for deeper foundations to be employed which extend to strata which is below the likely influence zone of tree roots. However in this vicinity deeper excavations are likely to be associated with severe instability due to the presence of groundwater and as such properties which are significantly impacted by the presence of trees may be most appropriately treated by the adoption of a piled foundation. 8.5 Ground Floor Construction 8.5.1 It is recommended that suspended ground floor construction be adopted for all properties located within this site. These floors may be of a pre cast concrete beam and block arrangement or of a suitably designed cast insitu reinforced concrete. In those areas where tree root effects are important it is recommended that a pre cast concrete beam and block type floor is utilised to allow for the provision of a suitable air void and heave precautions below the ground floor construction. 8.6 Flooding 8.6.1 The desk study has confirmed that the northern and eastern portions of this site may be subject to Zone 2 and Zone 3 flooding effects in severe weather conditions. It is recommended that consultations be held with the Environment Agency to determine any requirements for minimum finished floor levels to appropriate properties. At the present time it is acknowledged that the flood plains appear to be associated with the area set aside for public open space, but here again this should be agreed with the Environment Agency as representing a suitable solution. 9.0 CONCLUSIONS & RECOMMENDATIONS 9.1 Remediation 9.1.1 The investigations undertaken at this site have identified no evidence of any significant environmental factors which may impact upon the development and which may require remediation activity. 9.1.2 There is no evidence of any on-site or off-site sources of explosive or toxic gases which may represent a potential long term hazard to the development. Wainhomes NW Ltd 9.2 Foundations 9.2.1 Whilst natural ground has been identified at shallow depth over the whole area of this site the presence of significant water entries suggest that significant difficulties will be encountered during excavations due to instability and running sand type conditions. It is possible that a VSC solution employing a bottom fed methodology of treatment may improve the ground conditions and assist in draining the groundwater. However, it is important that recommendations regarding this method of treatment should be discussed with specialist contractors at an early stage to ensure that the techniques they offer are suitable for improvement of these types of strata. 9.2.2 It will be possible to adopt a suitably designed reinforced concrete raft foundation to the proposed properties which are to be located within this site. The choice of this type of foundation will limit the excavations required, though there will be a requirement for the construction of a thin compacted clean inert stone load transfer platform. Normal construction techniques applied to raft construction are such that we would not anticipate that these foundation works would be impacted by any groundwater issues. 9.2.3 In the absence of any foundation solution, it may be prudent to consider the provision of a driven pile type foundation with the provision of a reinforced concrete ground beam which is located at shallow depth. This foundation solution will substantially reduce all excavation requirements and this will undoubtedly improve the programing of the work along with the health and safety of all site operatives. 9.3 Ground Floor Construction 9.3.1 It is recommended that suspended ground floor construction be adopted for all properties located within this site. These floors may be of a pre cast concrete beam and block arrangement or of a suitably designed cast insitu reinforced concrete. In those areas where tree root effects are important it is recommended that a pre cast concrete beam and block type floor is utilised to allow for the provision of a suitable air void and heave precautions below the ground floor construction. 9.4 Groundwater 9.4.1 Based upon the information obtained from our intrusive investigations we are of the opinion that groundwater represents a significant hazard at this site. It will be necessary to carefully consider the provision of a system of groundwater management if excavations within the site are not to be come substantially inundated and impacted by severe instability. It is important that the presence of groundwater be identified to the civil engineering contractor who is responsible for the construction of the roads and sewers as they may be required to specifically enter deeper excavations at an increased risk. 9.5 SUDS 9.5.1 Assessment of the ground conditions present within the site in terms of sustainable urban drainage confirms the presence of significant areas of cohesive clay strata which is considered to be effectively impermeable. It is acknowledged that within the glaciofluvial and alluvial deposits there are significant bands and lenses of predominately non-cohesive sands and gravel which may be permeable. However, these bands are in the main substantially inundated by groundwater and it is extremely unlikely that any provision of soakaways will operate satisfactorily at this site. We are therefore of the opinion that the ground conditions present within this site are not conducive to the adoption of a soakaway system of surface water disposal. Wainhomes NW Ltd It will therefore be necessary to provide a scheme of formal drainage to an appropriate outfall point. 9.6 Further Work 9.6.1 If any unusual or suspicious strata or ground conditions are encountered during the subsequent site stripping and preparation work it will be necessary for these areas to be bought to the attention of the appropriate authorities so that all necessary inspections, sampling and testing may be undertaken to determine whether these materials represent a hazard to human health. It is incumbent upon the site contractors to advise a responsible authority of any unusual findings within the site which may then be further investigated. 10.0 NOTES 10.1 All reports are for advisory purposes only and all design decisions are the ultimate responsibility of others. 10.2 Unless stated otherwise the investigation has been undertaken in general accordance with the recommendations given in BS 5930 : 1999 "A Code of Practice for site Investigations" and the laboratory testing has been carried out in accordance with BS 1377 : 1990 "Methods of Test for Civil Engineering Purposes". 10.3 Soil and rock descriptions are generally based on the scales of strength and relative density within BS 5930 although it should be noted that in certain circumstances descriptions are based on site records or a qualitative assessment without the benefit of in-situ or laboratory test results. 10.4 The assessment of ground conditions given in this report is based on the results of the fieldwork and laboratory testing carried out and there may be other conditions at the site not encountered by these works, which have not been taken into account. 10.5 The scope of the investigation and information provided may not necessarily reflect all the geotechnical and environmental aspects related to the site, and the omission of certain items does not mean that the site is unaffected by such problems. 10.6 It should be noted that groundwater levels can vary and may at times be significantly different to those recorded during the investigation and attention is drawn to BS 5930 which indicates that measurements may be necessary over an extended period of time to investigate changes in groundwater pressures due to seasonal, tidal and other causes. 10.7 Any recommendations on construction methods within this report are for initial guidance only and all design proposals remain the responsibility of the appropriate contractor/consultant. 10.8 Further assessment, investigation, construction activities or time may reveal conditions that were not found during the period of investigation and, therefore, could not have been taken into account in the preparation of the report and where such information might impact upon the stated opinion R.
